# Document (PWS, RFP, Attachment)

Reference Paragraph Industry Question Government Response

Draft RFP What contract vehicle is this being released or is this a single award”? If it’s on a contract vehicle, is it OASIS SB Pool 1? New IDIQ contract vehicle. It is not OASIS.

Draft RFP Can you please provide the new updates on this opportunity? If any…. See https://beta.sam.gov/opp/510f062dd84149b597f4844d97ce9b3a/view for updates.

Draft RFP Section L, Part B,

1.0 VOLUME 1:

CORPORATE

EXPERIENCE

(page 89)

The RFP requires corporate experience on only Department of Navy Information Technology contracts and contract value greater than $10M/year, which is quite restrictive and eliminate many companies with strong organizational experience/past performance. Will the Government consider the inclusion of any Department of Defense (DoD) contracts?

In addition, will the Government consider lowering the contract value to $5M/year?

The Government does not intend on changing this requirement.

Draft RFP 1- What is the acquisition strategy/contract vehicle the RFP is planned to be offered?

2- What type of contract should we expect? FFP, Cost Plus…..etc.?

3- When is the expected RFP drop date?

4- Where is the best resource to follow-up/find the latest information regarding this opportunity

1. A small Business set-aside Single-Award Indefinite-Quantity/Indefinite-Delivery (SA-IDIQ), in accordance with FAR 16.505, and will consist of non-performance based task orders. The resultant contract will contain a five-year ordering period.

2. The Government intends to issue a SA-IDIQ contract with Cost Plus Fixed Fee (CPFF) Contract Line Item Numbers (CLINs) for labor and Cost Reimbursable CLINs for Other Direct Costs (ODCs). 3. The RFP release date is Oct 2020. 4. See https://beta.sam.gov/opp/510f062dd84149b597f4844d97ce9b3a/view

Draft RFP Volume 1 Corp Experience 1.0

The Prime Offeror shall demonstrate experience that meet all of the minimum requirements below:

1. Performed as the Prime or Subcontractor on a Department of Navy Information Technology contract; Question: Please confirm that a Marine Corps prime IT contract counts.

The Marine Corp is part of the Navy and will be accepted as long as it meets all other requirements of the RFP.

Draft RFP Volume 1 Corp Experience 1.0

The Prime Offeror shall demonstrate experience that meet all of the minimum requirements below:

4. Total awarded contract value is equal to or greater than $10M per one year of performance. Questions: a) Is $10M the minimum standard for “one year of performance” or for the “Total awarded contract value”? b) If the same work for the same client was split into two contracts (different contract numbers, 2 years each) due to local procurement authority limitations, may we combine the $ values of these two efforts?

a) The requirement is equal or greater than $10 Million for "one year of performance" b) The contract(s) for consideration must meet all requirements of the RFP to include one year of performance that is equal or greater than $10 million.

Draft RFP Section L, Part B Specific Instructions: 1.0

VOLUME 1:

CORPORATE

EXPERIENCE 1.

Performed as the Prime or Subcontractor on a Department of Navy Information Technology contract;

Do parts 2 - 4 also apply to a Department of Navy Information Technology contracts in part 1, or may we propose different types of contracts that in aggregate meet all the parts 1 through 4 together? Stated differently, for example can the offeror provide one contract that meets part 1 and another that meets parts 2, 3, and 4?

In acordance with Section L Part B 1.0 Para. D, The Offeror may combine two contract references to meet the requirements identified in Volume 1 Corporate Experience.

Draft RFP Section L, Part B Section 2.3 Workforce / Key Personnel Resumes

The RFP states “two (2) resumes for each of the four (4) four key labor categories: Senior Program / Project Management Analyst, Senior Developer, Cyber Security Specialist Senior and Senior Computer Programmer. The position Senior Developer is not listed elsewhere in the Draft RFP. For the position titled Senior Developer, did the government intend to list Senior Software Developer instead?

The Labor Category should be Senior Software Developer and will be updated in the

RFP.

Draft RFP Section L, Part B Section 2.3 Workforce / Key Personnel Resumes

The government states that it wants 2 resumes from 4 key positions: Senior Program / Project Management Analyst, Senior Developer, Cyber Security Specialist Senior and Senior Computer Programmer. Hours allocated in the Ordering Period Year 1 Table specify 1920 hours for the Cyber Security Specialist Senior and 1920 hours for the Computer Programmer Senior, implying 1 FTE each. Does the government still want two resumes for those positions?

Revisions will be made in the final RFP.

Draft RFP Section L, Part B Section 2.3 Workforce / Key Personnel Resumes and Section L, Part A Section 3.0 Proposal Contents and Volumes

Regarding the 2 resumes for 4 senior key positions there is a 3-page limit for each resume within volume 2. If we stay within the limits can we proposal additional key resumes?

No, the Government is only requesting two resumes for each key position. Once the requested two resumes are met no further additional information will be reviewed.

Draft RFP Section L, Part B Section 1.0 Corporate Experience

The section specifies “The Prime Offeror shall demonstrate…” Will the government consider allowing the subcontractor’s corporate experience to be used in their proposal for corporate experience?

No, the RFP requires the Prime Contractor has: 1. Performed as the Prime or Subcontractor on a Department of Navy Information Technology contract. A subcontractor's corporate experience cannot be utilized as the Prime Contractor's corporate experience for this effort.

Draft RFP Do you guys have an exact solicitation date? See https://beta.sam.gov/opp/510f062dd84149b597f4844d97ce9b3a/view for updates. The current date is 30 Sept 2020, Draft RFP /Attachment 3.5.2/RFP and

Cost_Price Spreadsheet

Will the govt provide instructions for Column H (CLIN Hours)? Specifically, are we to use the labor hours provided in Section 3.5.2 of the draft RFP?

See Row 31 and Row 42 of the Instructions TAB. The Offeror shall propose the mix of labor categories and hours in Section L, Part B, Para 3.5.2.

Draft RFP Section 3.1.2

Section 3.1.2 Work Locations and Facilities articulates a large number of locations where Level of Effort will concentrate, including Atsugi Japan. Attachment L12 stipulates BLS Rates from 2019 are to be used. Additionally, the labor mix calls for about 70% in government spaces and 30% at contractor spaces. Concern is, a seat in Japan at the contractor site, is much more expensive than a seat in Norfolk, or Jacksonville. For pricing purposes:

Which positions get priced in government; at contractor?

What locality should be applied to which position?

Will the locality be the same for all during proposal?

If yes; is the government considering adjusting locality pay levels post award?

We do not anticipate any full time positions in Japan. In accordance with Section L, Part B, Para 3.5.2, For evaluation purposes, the Offeror shall propose the labor categories/hours as outlined below. Offerors shall propose all hours at Contractor site. Contractor site is defined as labor performed at any location other than a Government site. The Offeror shall use the Washington DC Metro Area locality for pricing purposes (this will be added to the final RFP). The Government will utilize the terms of Section B.2 streamlined ordering procedures for pricing future task orders.

Attachment L 10 Ordering Periods

Overhead CTR Site: Formula does not include Sub-Total of Direct Prime Labor plus the addition of the Fringe Costs. It needs to include the Fringe when calculating the OH and include OH when calculating GA rather than separately.

In accordance with Row 14 of the Instructions TAB the shaded cells should not be edited unless an error is found or a formulas does not match the Offerors approved accounting system structure. If the Offeror requires a change in a shaded cell, the Offeror shall annotate all changes in Attachment L9.

Attachment L 10 Ordering Periods Formulas missing "I6" in calculation and including the total 100 In accordance with Row 14 of the Instructions TAB the shaded cells should not be edited unless an error is found or a formulas does not match the Offerors approved accounting system structure. If the Offeror requires a change in a shaded cell, the Offeror shall annotate all changes in Attachment L9.

Attachment L 10 Ordering Periods

Formula does not include the Subtotal of Driect Prime Labor plus the addition of the Fringe cost. It needs to include the fringe when calculating the OH and include OH when calculating GA. Not calculating each one separately

In accordance with Row 14 of the Instructions TAB the shaded cells should not be edited unless an error is found or a formulas does not match the Offerors approved accounting system structure. If the Offeror requires a change in a shaded cell, the Offeror shall annotate all changes in Attachment L9.

Attachment L 10 Fully Burdened Rate Tab

Overhead not calculating correctly In accordance with Row 14 of the Instructions TAB the shaded cells should not be edited unless an error is found or a formulas does not match the Offerors approved accounting system structure. If the Offeror requires a change in a shaded cell, the Offeror shall annotate all changes in Attachment L9.

Draft RFP Section L, Part B,

2.3 Section L, Part B, 2.3 requires resumes for “Senior Developer”. Will the government please clarify whether the resumes are required for the “Software Developer Senior (15-1252)” OR the “Web Developer Senior (15-1254)”?

The Labor Category should be Senior Software Developer, revision will be in the final RFP.

PWS Section C.3.5.2 Section C.3.5.2, Labor Qualifications identifies requirements for a “Management Analyst” at the Senior, Journeyman, and Junior levels. However, these labor categories do not appear anywhere in the labor hours (Section 3.5.2). Will the government revise/correct the labor hours, or remove these categories from the Labor Qualification descriptions?

Revisions will be made in the final RFP.

Draft RFP Section L, Part B,

2.3 Section L, Part B, 2.3 requires two (2) resumes for key labor category “Senior Cyber Security Specialist” but in section

L.3.5.2, the labor hours indicate only one FTE (1920 hours) for this category. Will the government revise to either correct the labor hours, or reduce the number of resumes for this category to one (1)?

Revisions will be made in the final RFP.

Draft RFP Section L, Part B,

2.3 Section L, Part B, 2.3 requires two (2) resumes for key labor category “Senior Computer Programmer” but in section

L.3.5.2, the labor hours indicate only one FTE (1920 hours) for this category. Will the government revise to either correct the labor hours, or reduce the number of resumes for this category to one (1)?

Draft RFP Section L, Part B,

2.3 Section , Part B, 2.3 requires a total of 8 key resumes. However, in reviewing the Labor Hours in L.3.5.2, there are 23

FTEs (each at 1920 hours) in Senior/Key labor categories. Will the government please clarify the resume requirement and explain why some key categories require resumes and others do not? Further, why would the government have 3 FTEs in a position, but only require resumes for two of the three positions (e.g. the Program/Project Management Analyst Senior)?

Revisions will be made in the final RFP.

Draft RFP Section L, Part B, 3.1(g) Section 3.1(g) requires signed commitment letters (attachment L11) “for all key personnel and contingent hires. . .” Please clarify whether the government is expecting signed Att. L11 from all 23 Key positions, or if they are required only for the 8 resume positions?

Revisions will be made in the final RFP to only require commitment letters from the people whose resumes are submitted.

Draft RFP Section L, Part A,

3.0 In Section L, Part A, 3.0, the Cross Reference Matrix sample on page 88 has a column for “CLIN reference”. This does not seem relevant to the purpose of the matrix nor is it clear what is being asked for. Will the government remove this column? If not, please clarify what CLIN-type information is expected to go in the Matrix for "CLIN reference"?

Revisions will be made in the final RFP.

Draft RFP Section L, Part A,

3.0 Section 3.0 (near the top of page 88) requires that each volume contain a “Copy number”. Given this is an electronic upload, this seems non-applicable. Can the government please clarify if there are different copies required, or remove this requirement?

Revisions will be made in the final RFP.

Draft RFP Section L, Part B, 1.0

Section L, Part B, 1.0(b) states “The offeror shall identify and submit at least one, but no more that three contract references.” There is no indication of how/if these references may be split up by the prime offeror and its subcontractor teammates. Will the government please clarify if the maximum three references are only for the prime offeror? And can subcontractor teammates also submit experience references?

Revisions will be made in the final RFP to allow one or two contract references.

Please note all requirements must be demonstrated by the Prime Offeror, not Subcontractor Teammates. Subcontractor Teammates cannot submit experience references.

Draft RFP Section L, Part B,

1.0 Section L, Part B, 1.0(d) states “The offeror may combine two contract references to meet the requirements identified in

Volume 1 Corporate Experience.” Does this mean that if the offeror’s Reference #1 and Reference #2 are each only worth $5M/per year, they can be combined to meet the requirement for a minimum value of $10M per year?

Revisions will be made in the final RFP to clarify how references may be combined.

In the example provided the references of $5M per year could be combined if they demonstrate performance during the same year and meet all other RFP requirements.

Draft RFP Section L, Part B, 2.3 Section L, Part B, 2.0(c)

Section L, Part B, 2.3 requires a total of 8 key resumes in four specified labor categories. However, section L, Part B, 2.0(c) requires the resume form (attachment L.5) be completed “for each key personnel proposed” which according to the Labor Hours section totals 23 FTEs in Key roles. Will the government please clarify how many resumes are required and revise the RFP to consistently identify same throughout.

Revisions will be made in the final RFP to clearly identify the number of resumes to be submitted. The Government does not intend to require 23 resumes.

Draft RFP Section B.2(c) Section L, Part B, 3.1(b)

Section B.2(c) states “Estimated and Negotiated Labor Rates (TBD at time of contract award)”, however, Section L, Part B, 3.1.(b) states “Offeror shall complete and submit . . . B.2 Composite Rate table information.” Please confirm if the table will be completed at award or completed with proposal submission?

The Offeror shall complete the table as part of its offer. The successful Offerors information will be added to the table at time of award.

Draft RFP Section B (page 6)

Section B (RFP page 6), CLIN 0003 Technical Data indicates it is CPFF. Should it be NSP?

Revisions will be made in the final RFP.

PWS Section C, para.3.1.1 Section C, para 3.1.1 Compatibility – states “The Contractor shall maintain the capability to prepare documents and software packages compatible with the Government IT environment through the security classification of SECRET up to and including TOP SECRET.” Does the Prime contractor require processing at the TS Level?

Yes, the Offeror shall comply with SOW and the DD254.

PWS Section C, para.3.2.10 Section C, para 3.2.10 Classified Information/Material Access states, "All classified information/material shall be provided by the Contractor facility or Government Contracting Activity (GCA) and safeguarded at the approved actual performance site.” Is safeguarding at the Secret level required?

The contractor is not required to Safeguard on this effort (See Draft DD254).

Draft RFP Section H (pages 61-62)

Reference Section H (RFP pages 61-62) 5252.228-9501 LIABILITY INSURANCE (NAVAIR) (MAR 1999), Is Aircraft Liability Insurance required since the contractor will not be operating aircraft?

No, this clause is required with the prescription.

Draft RFP Section L, Part B, para 3.1(b)

Reference Section L, Part B, para 3.1.b states “Offeror shall complete and submit the Section B CLIN” and “Offeror shall submit B.2 Composite Rate table information.” Does the government want this submission as a separate document or included in one of the “L” attachments?

Please provide as a separate document.

Draft RFP Section L., Part A, 2.0

Section L., Part A, 2.0 requires submission of proposal volumes in Microsoft Office or abode PDF. Does the government want all Attachments for a volume included in a single Word or PDF file? For example, should the Technical Volume be one file containing the offerors response to L.3, L.4, and L.5, OR should each of the attachments be saved and submitted separately (in this example, three separate files to compose the Technical Volume)?

Please submit each file separately.

Draft RFP Section L., Part A, 2.0

Section L., Part A, 2.0 requires submission of proposal volumes in Microsoft Office or abode PDF. For Volume 1 Corporate Experience both of the required Attachments (L1 and L2) are provided in Excel format. Does the government want these Attachments completed and then converted to PDF in order to assemble one cohesive volume with cover page, title page, ToC, the Attachments, etc.? If this is not the correct method, then will the government please specify the logistics of how the volume is to be assembled/presented for submission?

Revisions will be made in the final RFP on how to organize proposals.

Draft RFP Section L, Part A, 3.0

Section L, Part A, 3.0 (near the top of page 88) requires that each volume “Use tabs and dividers”. Given this is an electronic upload, this seems non-applicable. Can the government please clarify or remove this requirement?

Draft RFP Section L, Part A,

3.0 (page 88)

Section L, Part A, 3.0 (page 88) requires the offeror to submit a Cross Reference Matrix, but does not specify which volume should contain the CRM? Will the government please clarify if the CRM should be duplicated in each of the three volumes, or only put in the technical volume?

Revisions will be made in the final RFP.

Draft RFP Section L, Part B, 1.2

Section L, Part B, 1.2 requires supporting documentation to be provided as “Annex A.” Does the government want Annex A submitted at the end of Volume 1 so that there is only one file submission that combines Volume 1 and Annex A? OR should Annex A be submitted as a completely separate file?

Annex A will be its own individual file. Revisions will be made in the final RFP on how to organize proposals.

Attachment L.5 Att. L.5, Table on

The table appearing at the top of page 3 of 3 on Attachment L.5, Key Personnel Resume and Qualification Matrix states “Copy & Paste Functional Description in its entirety here”. In reviewing Section C, 3.5.2 Labor Qualifications, can the government confirm that offerors are to copy and then address the “Description” section for a particular labor category?

Yes, that is the intent Offerors should describe how the proposed person meets the requirements of SOW Para. 3.4. Revisions will be made in the final RFP.

Attachment L.5 Att. L.5, Last table on Page 3

The final table appearing on page 3 of 3 on Attachment L.5, Key Personnel Resume and Qualification Matrix states “Copy & Paste Desired Experience in its entirety here”. In reviewing Section C, 3.5.2 Labor Qualifications, there is no “Desired Experience” provided. Which part of the labor category description is the government asking to be addressed in this table? “Education requirements”, “Experience Requirements” or something else?

There is no Desired Experience, revisions will be made in the final RFP.

Attachment L.5 General question Attachment L.5 requires an address to be provided for each employer listed under “Part IV. Work Experience”. What is the relevance of requiring addresses for every employer? Will the government consider removing the address requirement?

Providing addresses for all employers, potentially going back 20 or 30 years, will be burdensome on personnel and offerors. Having this as an added line for every employer also takes up precious, limited space.

Revisions will be made in the final RFP.

Attachment L.3 & L.4 General question Attachments L.3 and L.4 both re-iterate the instructions directly out of Section L. While we understand that the provided forms are not to be altered in any way, will the government allow offerors to remove this duplicate information? The Section L instructions ‘burn’ several lines of text in an already limited page count.

Yes, the Offeror may delete the instructions at their discretion; however, their proposal must be in compliance with the instructions.

Draft RFP Section L, Part A, 2.0

Section L, Part A, 2.0 states that offerors are not to modify font or scaling on the Government supplied Attachments. Will the government allow offerors to add their logo and a ‘proprietary’ statement to the header/footer, so long as it does not affect the margins and overall layout of the forms?

Yes, Offerors may add logos and statements at their discretion.

Attachment L.6 General question We have reviewed the 14 systems listed in Attachment L6 IT Toolsets and Enterprise efforts. Based on the comprehensive support this solicitation will provide for FRC requirements, should Attachment L6 also include the FRC Integrated Digital Resource Network (IDRN) system?

Attachment L6 IT Toolsets and Enterprise efforts will be updated to include FRC Integrated Digital Resource Network (IDRN) system.

PWS Section C, 3.4 (page 27)

We understand that all proposed personnel are required to hold at least a Secret clearance at time of proposal submission in order to be proposed. However, the IT positions that require cyber security workforce certifications (i.e. Security+, or CISSP) are required by multiple DoD and SECNAV instructions to hold an SSBI clearance in order to perform their jobs, which is only provided by a Top Secret clearance. Please clarify if the labor categories that require cyber security workforce certifications require a Top Secret clearance at time of proposal.

This is important to clarify. If you don’t require those positions to hold a TS at time of submittal, then offerors will bid personnel who don’t hold a TS clearance, and who won’t be able to execute the workload that goes with their labor category at time of award. It may take those personnel 3 – 6 months to be granted a TS clearance. Also, offerors will take advantage by proposing staff that don’t hold the TS clearance required to do the work, resulting in less expensive personnel being proposed (without a TS clearance) for those positions. After award, the government will be impacted by higher labor costs that will be necessary to execute the work. This is because once those people are granted a TS, their value in the highly competitive IT hiring market will increase and the government will experience significant additional costs that were not expected.

The Offeror shall comply with SOW and the DD254.

Draft RFP Section L, PART B

SPECIFIC

INSTRUCTIONS,

1.0 VOLUME 1:

CORPORATE

EXPERIENCE

The Solicitation states "The Prime Offeror shall demonstrate experience that meet all of the minimum requirements below" including #4 that states: "Total awarded contract value is equal to or greater than $10M per one year of performance." This solicitation has been set aside for small business concerns and as such this offeror requests that #4 be changed to: "Total awarded contract value is equal to or greater than $10M." This change ensures that substantial contract references are provided by the offerors but does not necessitate the utilization of contract references valued at or above $50M which are historically not set aside for small business concerns.

The Government does not intend to change the value however, see Final RFP on how to meet the $10M requirement.

Draft RFP Section L, PART B

SPECIFIC

INSTRUCTIONS,

2.0 VOLUME 2:

TECHNICAL, 2.3

Workforce/ Key Personnel Resumes

The Solicitation states that the resume must include "d. Narrative description of duties and responsibilities, including specific support provided to applications/systems identified in Listing of IT Toolsets and Enterprise Efforts Attachment L6 in Section J."

This will limit participation in this procurement to offerors with experience in the specific systems in Attachment L6. This offeror has key personnel available to support the execution of this solicitation who qualify in the labor categories and have experience with the specific technologies that are utilized in the Software Development Life Cycle. This offeror respectfully requests a change to "d. Narrative description of duties and responsibilities including specific support provided as it relates to the SOW." This will ensure staffing with qualified resources that are not limited to incumbent personnel.

The Government does not intend on changing this requirement. This is a new effort there are no incumbent personnel.

Draft RFP Section C, Statement of Work;

Attachment L6 in Section J.

This offeror requests system specification information for the Listing of IT Toolsets and Enterprise Efforts in Attachment L6 in Section J. Specifically, the application development environment including but not limited to: Operating System, Database Layer, Application Layer, Middleware Layer, and supporting configuration management tools.

The application development environment will be provided at the Task Order level as required to perform the work.

Draft RFP Section C, 3.4

Labor Category Definitions

This offeror requests that the requirement for Operating System (OS) certification be removed from the Senior Software Developers, SOC 15-1252 (Key), Journeyman Software Developers, SOC 15-1252, Senior Software Engineer, SOC 17-2199 (Key), and Journeyman Software Engineer, SOC 17-2199 labor categories. These certifications are required for the Network and Computer Systems Administrators labor categories.

Revisions will be made in the final RFP.

Draft RFP Section C, 3.4 Labor Category Definitions

This offeror requests that the requirement for Operating System (OS) certification be removed from the Senior Database Administrator, SOC 15-1242 (Key), Journeyman Database Administrator, SOC 15-1242, and Junior Database Administrator, SOC 15-1242 labor categories. These certifications are required for the Network and Computer Systems Administrators labor categories.

It is further recommended that relevant database certifications be added to the Senior and Journeyman Database Administrator labor categories. Due to the entry-level nature of the Junior Database Administrator, this offeror recommends that the database certification requirement be waived in this labor category.

Revisions will be made in the final RFP.

Draft RFP; Attachment L6 Attachment L6 Attachment 6 lists the systems supported by this RFP and includes the NDMS, MRO and DS systems. GSA released an Advance Notice for NDMS IT Support BPA (RFI) with a response due date of Sept 30. Solicitation number RFQ1456688. This seems to duplicate the work in this Draft RFP for Program Management, SW Lifecycle Support and Sustainment of NDMS, MRO and DS systems. Shouldn't all Software Lifecycle Support for the systems listed in Attachment 6 be under this announcement vice the GSA effort?

This effort supports all systems associated with COMFRC and is separate from other efforts supporting the NAVAIR Command..

Attachment L6 Attachment L6

IDRN is an integral part of the future of the Depot Management Systems. Should IDRN be included in this list of systems as well?

Attachment L6 IT Toolsets and Enterprise efforts will be updated to include FRC Integrated Digital Resource Network (IDRN) system.

Draft RFP; Attachment L2 Section L, PART B

SPECIFIC

INSTRUCTIONS,

1.0 VOLUME 1:

CORPORATE

EXPERIENCE

The draft RFP addresses the entire Life Cycle of SW.
