The following have been added by full text:

AMENDMENT 0005

1. The following are questions that were received by this Agency and our answers:

Question 1: The 400Hz converter for the LMEPP will be servicing several different aircraft. One of the aircraft that will be serviced by this unit is the E-2 Hawkeye. The older versions of the E-2 require 28vdc for the E&F safety interlock, while newer versions require a 120VAC E&F safety interlock. Will the ability to automatically recognize the required voltage be part of the required specifications for this project or would a manual switch be required to supply the required voltage for the appropriate aircraft?

Answer 1: There is no requirement for the LMEPP to automatically recognize the required voltage for interlocks there is a jumper between pins E&F. Two (2) 30 foot (usable length) 115 VAC, 400 Hz Output Cable output cables in accordance with SAE AS 90328 (MS90328-14M) shall be provided with the unit. The cables shall have the current carrying capacity to handle all continuous and transient requirements as specified herein. Cables manufactured with replaceable contact sections shall not be acceptable. Specification paragraph 3.2.2.1.3.1.1 Control/Instrument Panel states the requirement for individual switches and indicators for each power output.

Question 2: For the diesel engine the specification states “If additional fuel lubrication is required for operation with JP-8, the lubrication system shall be intrinsically integrated within the fuel system and shall not require any additional maintenance." Some Tier 3 engines require a cartridge similar to a filter to be replaced after 250 hours of operation with JP-8 fuel. Would it be suitable to allow the replacement of this cartridge as part of routine maintenance, would this be permissible for this project?

Answer 2: Yes, replacing lubricity filter is allowed.

Question 3: Is there an altitude requirement?

Answer 3: The MEPP shall able to operate in all Naval and Marine Corp installations. There is an internal air transportability test specified in the Specification paragraph 3.2.5.13.1.

Question 4: The overall height of the unit is set at 53 inches. Is this measurement from the bottom of the wheels or the bottom of the chassis?

Answer 4: The height is measured from the ground/pavement.

Question 5: For the aircraft service cables, 400Hz, 270vdc, and 28vdc. Are they required to be in an enclosed space or are cable trays permissible?

Answer 5: Specification paragraph 3.2.3.3 Cable Storage, states output power cables shall be stored internally. Cable reels shall not be used.

Question 6: Please confirm that the “LMEPP SOW Attachment 1 - LPD Attribute Selection Sheet” has been tailored and is accurate.

Answer 6: The LMEPP SOW Attachment 1 - LPD Attribute Selection Sheet has been vetted with the appropriate personnel and is tailored and accurate.

Question 7: Is CPM still a requirement for training documentation?

Answer 7: Yes, CPM is a requirement for the training documentation.

Question 8: For CDRL L008, Training Conduct Support package, there is no DI-SESS-81523C. DI-SESS-81523B was superseded by DI-PSSS-81523C. Please confirm use of DI-PSSS-81523C.

Answer 8: The current DID for the Training Conduct Support Package is DI-PSSS-81523D. If interested offerors would like to receive a copy of the DID, then requests for a copy can be sent to the office point of contact listed in the RFP.

Question 9: Are all requirements of DI-PSSS-81523C applicable to this RFP?

Answer 9: All requirements of DI-PSSS-81523D are applicable and required.

Question 10: Will this training replace C-602-3322 - A/M24M-6 Power Plant, Electrical, Trailer Mounted Maintainer Intermediate Maintenance Course and/or C-602-3328 - NC-10B-1/C and A/M32A-108 Intermediate Maintenance Course or is this a new development?

Answer 10: Training will not replace C-602-3322 - A/M24M-6 Power Plant, Electrical, Trailer Mounted Maintainer Intermediate Maintenance Course. Training course C-602-3328 - NC-10B-1/C and A/M32A-108 Intermediate Maintenance will be replaced with C-602-3322 or be a new development.

2. As a result of the above, CDRL L008 Training Conduct Support Document, Block 4 “Authority” has changed as follows:
