The following have been added by full text:

AMENDMENT 0002

1. The following are questions that were received by this Agency and our answers:

Question 1: Does the Mobile Electric Power Plant (MEPP) require the 115/200 VAC Electrical Output to be produced by the combination of a rotating 60 Hz generator and Solid State Converter instead of directly by a rotating 400 Hz generator? The Specification, Section 3.2.1.2.1 provide 115/200 VAC Electrical Output, states: “The power conversion and control shall be of solid state design”.

Answer 1: Specification, Section 3.2.1.2.1 states the unit shall provide 400Hz, 3 Phase 115/200 VAC Electrical Power. Power output shall be 120 KVA continuous accounting for the power factor ranges specified herein. The power conversion and control shall be of solid state design. The unit shall have dual 115/200 VAC, 3-Phase, 400 Hz, 4 wire outputs. Each output circuit shall be rated at 90 kVA maximum.

The System Specification does not specify what type of generator should be used to provide power for the unit. The requirement states power conversion and control shall be of solid state design.

Question 2: Can leaf springs be used an acceptable substitute for shock absorbers?

The Specification, Section 3.2.3.16 Shock Absorbers, states: Shock Absorbers shall be provided at all four

(4) wheels.

Answer 2: Leaf springs are an acceptable substitute for shock absorbers. As a result, the following change has been made to the System Specification:

From: 3.2.3.16 Shock Absorbers Shock absorbers shall be provided at all four (4) wheels.

To: 3.2.3.16 Shock Absorption Shock absorption shall be provided at all four (4) wheels.

2. The System Specification has changed as follows:

From: 3.2.2.1.1.1.1 115 VAC, 400 Hz Output Cable Two (2) 30 foot (usable length) output cables in accordance with SAE AS 90328 (MS90328-14M) shall be provided with the unit. The cables shall have the current carrying capacity to handle all continuous and transient requirements as specified herein. Cables manufactured with replaceable contact sections to reduce cable maintenance are preferred. Design and maintenance procedures for replaceable contact sections shall be provided to the Government for concurrence prior to incorporation into unit design.

To: 3.2.2.1.1.1.1 115 VAC, 400 Hz Output Cable Two (2) 30 foot (usable length) output cables in accordance with SAE AS 90328 (MS90328-14M) shall be provided with the unit. The cables shall have the current carrying capacity to handle all continuous and transient requirements as specified herein. Cables manufactured with replaceable contact sections shall not be acceptable.

From: 3.2.2.1.1.2.1 28 VDC Aircraft Interface Power Output Cable One (1) 30 foot (usable length) output cable in accordance with SAE AS 90347 (MS90347-20M) shall be provided with the unit. The cable shall have the current carrying capacity to handle all continuous and transient requirements as specified herein. Cables manufactured with replaceable contact sections to reduce cable maintenance are preferred. Design and maintenance procedures for replaceable contact sections shall be provided to the Government for concurrence prior to incorporation into unit design.

To: 3.2.2.1.1.2.1 28 VDC Aircraft Interface Power Output Cable One (1) 30 foot (usable length) output cable in accordance with SAE AS 90347 (MS90347-20M) shall be provided with the unit. The cable shall have the current carrying capacity to handle all continuous and transient requirements as specified herein. Cables manufactured with replaceable contact sections shall not be acceptable.

From: 3.2.2.1.1.3.1 270 VDC Aircraft Interface Power Output Cable One (1) 30 foot (usable length) output cable (Figure 15) IAW 5PTV6002-101 with the following highlighted design criteria shall be provided with the unit. Cables manufactured with replaceable contact sections to reduce cable maintenance are preferred. Design and maintenance procedures for replaceable contact sections shall be provided to the Government for concurrence prior to incorporation into unit design. The cable shall also meet the following requirements:

· The 270 VDC / 270 VDC return shall be a twisted pair or similar definition to meet the low inductance, low impedance performance needs.

· The 28 VDC interlock output positive shall be on pin “1” and the wrap around voltage on pin “2”.

· The 28 VDC / 28 VDC return shall be a twisted pair or similar definition to meet the low inductance, low impedance performance needs.

· The 270 VDC and 28 VDC returns shall not be tied together (i.e. use the 270

VDC return provided by the aircraft as reference).

· The power cable shall require that pins “3” and “4” be internally connected within the cable connector end to provide a “jumper” for interlock control (<0.1ohms).

· The cable build shall have physical interface provisions to ensure compatibility in supporting the Line Drop Compensation function as defined in sections 3.2.1.2.3w and x in their entirety.

· Separate provisions for energizing the 28 VDC interlock positive pin, with visual confirmation, shall be provided to prevent inadvertent exposure during cable handling, prior to energizing the 270VDC output power contactor.

· Cable shall be sized to meet the 270VDC and 28VDC interlock current demands for continuous and overload condition defined in this specification

To: 3.2.2.1.1.3.1 270 VDC Aircraft Interface Power Output Cable One (1) 30 foot (usable length) output cable (Figure 15) IAW 5PTV6002-101 with the following highlighted design criteria shall be provided with the unit. Cables manufactured with replaceable contact sections shall not be acceptable. The cable shall also meet the following requirements:

· The 270 VDC / 270 VDC return shall be a twisted pair or similar definition to meet the low inductance, low impedance performance needs.

· The 28 VDC interlock output positive shall be on pin “1” and the wrap around voltage on pin “2”.

· The 28 VDC / 28 VDC return shall be a twisted pair or similar definition to meet the low inductance, low impedance performance needs.

· The 270 VDC and 28 VDC returns shall not be tied together (i.e. use the 270

VDC return provided by the aircraft as reference).

· The power cable shall require that pins “3” and “4” be internally connected within the cable connector end to provide a “jumper” for interlock control (<0.1ohms).

· The cable build shall have physical interface provisions to ensure compatibility in supporting the Line Drop Compensation function as defined in sections 3.2.1.2.3w and x in their entirety.

From: 4.3.30 115 VAC, 400 Hz Output Cables This test shall verify that two (2) 30 foot (usable length) output cable in accordance with SAE AS 90328 is provided with the unit. The cable shall have the current carrying capacity to handle all continuous and transients as specified herein. This test shall also verify replaceable contact sections of cable head meet interface and maintainability requirements.

To: 4.3.30 115 VAC, 400 Hz Output Cables This test shall verify that two (2) 30 foot (usable length) output cable in accordance with SAE AS 90328 is provided with the unit. The cable shall have the current carrying capacity to handle all continuous and transients as specified herein.

From: 4.3.38 28 VDC Output Cable This test shall verify that one 30 foot (usable length) output cable in accordance with SAE AS 90347 is provided with the unit. The cable shall have the current carrying capacity to handle all continuous and transients as specified herein. This test shall also verify replaceable contact sections of cable head meet interface and maintainability requirements.

To: 4.3.38 28 VDC Output Cable This test shall verify that one 30 foot (usable length) output cable in accordance with SAE AS 90347 is provided with the unit. The cable shall have the current carrying capacity to handle all continuous and transients as specified herein.

From: 4.3.71 270 VDC Output Cable Verification Test This test shall verify that the MEPP output cables for 270 VDC are IAW section Error! Reference source not found.. This test shall also verify replaceable contact sections of cable head meet interface and maintainability requirements.

3. As a result of the changes above, the System Specification has been revised. The updated version has been attached in Section J. In order to receive a copy of the revised System Specification, interested offerors shall request a copy from the office point of contact listed in the RFP. Interested offerors must be U. S. DoD Contractors and must provide the office point of contact with a copy of their current form DD2345, 'MILITARILY CRITICAL TECHNICAL DATA AGREEMENT, if they haven’t already done so. Once received and current JCP certification verified by NAVAIR, the document listed above will be transmitted to you from NAVAIR via the DoD SAFE system, to the data custodian you have identified on the DD Form 2345.
