The following have been added by full text:
AMENDMENT 0003
1. The following are questions that were received by this Agency and our answers:
Question #1: Does this unit need to power the E2D aircraft? The E2D has a leading power factor which a rotating generator with have problems doing.
Answer #1: Yes, the unit will have to power E2D for ground maintenance power. The question pertaining to the rotating generator was answered in Amendment 0002 Answer #1.
Question #2: Does this unit need to be certified at the Lockheed Martin test facility in Ft. Worth TX?
Answer #2: Yes, the unit will have to pass the SIL F-35 test at Lockheed Martin. This unit will support all Navy and Marine Corp F-35 aircraft.
Question #3: Reference is made to the Table on Page 7 of the “Statement of Work for the Land-Based Mobile Electric Power Plant (LMEPP)” (SOW).
Question #3a: In column “Required Performance (Calendar days After Contract Award)”, are the days fixed or can the days be “within” what is listed?
Answer #3a: The days in the chart on page seven of the SOW are No Later Than (NLT) dates. However, offerors can propose a more aggressive schedule.
Question #3b: Can the IPR’s be combined?
Answer #3b: IPR’s are entrance criteria for Critical Design Review (CDR), Contractor Test Readiness Review (CTRR), Government Test Readiness Review (GTRR) and System Verification Review (SVR)/Production Readiness Review (PRR). Therefore, the IPR’s cannot be combined.
Question #4: Reference is made to the Appendix A of the PMA-260C22/9386 “System Specification.”
Question #4a: Row 3.2.3.22 “Lifting/Tiedown Rings” shows test 4.3.87 should be performed. What verification Stage should the 4.3.87 test be performed in?
Answer #4a: The lifting/Tiedown Ring test is specified in System Specification paragraph 4.3.87 and in MIL-STD-209.
Question #4b: Row 3.2.5.8 “Ice/Freezing Rain” Lists Test paragraph 4.3.97. Test paragraph 4.3.97 page 77 is listed as Operation and Resistance to Humidity.
Answer #4b: Ice/freezing rain is not a required test. The cross verification matrix has been updated to reflect the correct requirement paragraph to the correct test paragraph.
Question #4c: Please check the sequencing between the “Requirement” column and the “Verification para” column. For rows 3.2.5.1 thru 3.2.5.10.
Answer #4c: Cross verification matrix has been updated to reflect the correct requirement paragraph to the correct test paragraph.
Question #5: Paragraph 3.2.6.1.2 of the System specification refers to NAVAIR Drawings 1905AS300 and 1353AS156. Please provide.
Answer #5: NAVAIR Drawings 1905AS300 and 1353AS156 are available. In order to receive copies of the drawings, interested offerors shall request a copy from the office point of contact listed in the RFP. Interested offerors must be U. S. DoD Contractors and must provide the office point of contact with a copy of their current form DD2345, 'MILITARILY CRITICAL TECHNICAL DATA AGREEMENT, if they haven’t already done so. Once received and current JCP certification verified by NAVAIR, the document listed above will be transmitted to you from NAVAIR via the DoD SAFE system, to the data custodian you have identified on the DD Form 2345.
Question #6: Paragraph 3.2.6.4.4 “Modification Plate” refers to NAVAIR Drawing 5SE00363-3. Please provide.
Answer #6: NAVAIR Drawing 5SE00363-3 is available. In order to receive a copy of the drawing, interested offerors shall request a copy from the office point of contact listed in the RFP. Interested offerors must be U. S. DoD Contractors and must provide the office point of contact with a copy of their current form DD2345, 'MILITARILY CRITICAL TECHNICAL DATA AGREEMENT, if they haven’t already done so. Once received and current JCP certification verified by NAVAIR, the document listed above will be transmitted to you from NAVAIR via the DoD SAFE system, to the data custodian you have identified on the DD Form 2345.
2. As a result of the changes above, the System Specification has been revised. The updated version has been attached in Section J. In order to receive a copy of the revised System Specification, interested offerors shall request a copy from the office point of contact listed in the RFP. Interested offerors must be U. S. DoD Contractors and must provide the office point of contact with a copy of their current form DD2345, 'MILITARILY CRITICAL TECHNICAL DATA AGREEMENT, if they haven’t already done so. Once received and current JCP certification verified by NAVAIR, the document listed above will be transmitted to you from NAVAIR via the DoD SAFE system, to the data custodian you have identified on the DD Form 2345.
