SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The following have been added by full text:

AMENDMENT 5

The purpose of Amendment 5 to solicitation N68335-11-R-0123 is to provide responses to industry questions as shown below:

1. QUESTION: Based upon the definitions of HAWT and HAWT Assembly provided in Paragraph 2.2 on Page 4 of the SPS, as reinforced by Answer 2.a of Amendment 4, we understand that only the HAWT tester must be qualified to meet the High temperature and Low temperature environments of SPS

Paragraphs 3.2.3.1 and 3.2.3.2, respectively. Further, we conclude that the HAWT battery charging unit is considered an accessory in accordance with the definition of HAWT Assembly referenced above, since it is neither the HAWT, nor is it explicitly identified as part of the HAWT

Assembly.

a. Is the HAWT battery charging unit considered an accessory?

b. If so, shall a place be made available inside the Transit Case to store the battery charging unit?

c. Will SPS Paragraphs 3.2.3.1 and 3.2.3.2 be amended to explicitly require that, if rechargeable/reusable batteries are employed, the storage temperature requirements will be applicable to the HAWT tester and the HAWT battery charging unit? Currently, the

SPS is silent on this requirement.

d. To correctly implement the test methods of MIL-810G, it is necessary to know both the normal operating and normal storage configurations for the devices under test. Is it possible for the Government to identify these configurations at this time? i.e.:

i. Is the battery charging unit considered to be operating in the battery charging mode while co-located in the same operating environment as the HAWT?

ii. If so, and in consideration of Answer 2.a of Amendment 4, it would appear that the battery charging unit should be qualified to withstand the same operating temperature requirements as the HAWT tester. Is this the case?

ANSWER:

a. Yes.

b. Yes.

c. To a previous question the government responded, “[I]f rechargeable/reusable batteries are employed, the charging unit must also withstand the storage temperature requirements. “ If the successful offeror’s proposed design uses rechargeable batteries, the SPS will be modified accordingly.

d. That information will be provided after contract award during the design-review process.

i. Offerors may assume the battery charger will be located in a back shop while charging a battery.

ii. No.

2. QUESTION: Answer 5.a of Amendment 4 is not clear. The question, restated here, is “Can we assume the testing performed in accordance with SPS Paragraph 4.3.2 (referring to various tests specified in MIL-STD-461F: CE101, CE102, CS101, CS106, CS114, CS115, CS116, RE101, RE102, RS101, and RS103) will satisfy all of the requirements Paragraph 3.3.2.1 (broadly referencing the EMC requirements of MIL-STD-464C)?”

a. Answer 5.a states YES. But then goes on to limit the answer to only those test levels labeled “Below Deck” curve in Figure RE102-1 of MIL-STD-461F.

i. Shall we assume this answer YES is limited to only those test covered Figure RE102-1?

ii. If so, may we have an answer with respect the other MIL-STD-461F tests identified in

SPS paragraph 4.3.2?

b. Answer 5.a also goes on to express that “the minimum requirement will have been satisfied.”

i. Are there additional requirements that the Government can identify to us at this time?

Our purpose is to be aware of all elements that must be taken into consideration during design and qualification of the HAWT.

ANSWER:

a. No. The scope of the Government’s answer to 5a is not limited to Figure RE102-1. If the HAWT passes the tests of paragraph 4.3.2, then the requirements of paragraph 3.3.2.1 will be considered satisfied.

b. No.
