Questions & Answers
Q1: Who is the current Contractor?
A1: There is currently no existing contract for these services. Contract N6817120P2022 was awarded to World Service SRL of Catania, Italy for these services in April of 2020 and ended in 2025. The total contract price for 5 years of service was $171,979.88; however, this contract only required weekly cleaning.
Q2: What is the current contract amount?
A2: See A1 above.
Q3: If you are unable to provide the current contract amount, what is the current budget for this project?
A3: See A1 above.
Q4: We kindly ask you to confirm whether the social clause applies, and therefore whether the personnel currently assigned to the service are to be taken over?
A4: There is no existing contract at the moment for these services. All terms and conditions for this requirement are listed in the solicitation.
Q5: Floor Maintenance (B/3 PWS): Please specify the required services for the warehouse areas (Post Office, ATAC, and B1020). Should the contractor perform wet-mopping in these areas, or is sweeping the only requirement?
A5: Per PWS B(3), all floors will be swept and wet mopped.
Q6: Dusting (B/11 PWS): Does the dusting scope include the shelving and racks located inside the warehouses?
A6: No, dusting does not apply to warehouse shelves and racks.
Q7: Window Cleaning:
Is interior window cleaning to be performed on an "as-needed" basis or according to a monthly schedule?
Regarding the daily cleaning in the Post Office areas, please confirm if this requirement applies exclusively to windows in public-facing sections.
A7: Interior window cleaning is daily as specified at B(7) of the PWS. Exterior windows are cleaned monthly. For the Post Office, interior windows are cleaned daily, and exterior is monthly with the exception of exterior doors which requires daily cleaning (2 sets of double doors).
Q8: Operating Times: What times do post offices open to the public? Is it possible to organize cleaning before the opening to the public (i.e. at 7 a.m?)
A8: Post Office opens to the public at 9:00 AM, so cleaning can be scheduled between 7:30 AM and 9:00
AM.
Q9: What is the complete list of documentation to be submitted? Specifically, should the "solicitation" file and "attachments 7-8-9-10" be re-submitted? Furthermore, are specific self-declarations required for the technical and price proposals?
A9: The complete list of documents to be submitted is listed in section B of the Addendum to 52.212-1 found on pages 28-30 of the solicitation. Only Attachment 9 is listed and requires submission.
Q10: Should the price proposal be submitted on a monthly basis, for the 9-month period, or based on the total sum of 9 months + 12 months?
A10: Per the solicitation’s instructions on page 29, input the unit price for CLIN 0001 and 0002 which represents your total monthly price to accomplish this work. The “Amount” column must also be provided which equals your monthly price multiplied by 9 for CLIN 0001 and your monthly price multiplied by 12 for CLIN 0002.
Q11: Language Requirements: Should the documentation be submitted in English, Italian, or is it required in both languages?
A11: Per the solicitation’s instructions on the bottom of page 29, one electronic copy of your quote shall be submitted in the English language (except for Italian Government-issued documents), and all pricing shall be in Euros. Italian Government-issued documents are the DURC and Visura Camerale. The Self- Certification of Anti-Mafia Information may be submitted in English or Italian.
Q12: Consumables: Is the supply of consumables the responsibility of the economic operator or the Agency/Government?
A12: Per section D of the PWS on page 5 of the solicitation, all material and supplies shall be furnished (provided) by the Contractor. Please note that hand sanitizer and dispenser soap has been removed from this PWS section as shown below.
D. Materials and Supplies. All material and supplies shall be furnished by the Contractor. All disinfectants used in the cleaning of the facility shall be FDA/EPA-approved, or equivalent, and approved by the COR. Microfiber mops and rags shall be used throughout the facility and the Contractor will supply all consumable supplies, including hand sanitizer and dispenser soap. The Contractor shall also provide additional housekeeping carts and basic cleaning supplies/materials, including cleaning disinfectants, general cleaners, brooms, and mops.
Q13: Waste Disposal: Is there a requirement for special waste disposal? If so, what types of waste are involved, and is the disposal the responsibility of the economic operator or the Agency/Government?
A13: All trash and chemical disposal requirements are listed in the PWS. Anything not listed in the PWS is the Government’s responsibility.
Q14: Please provide the total number of each type of hand sanitizers and dispensers (soap, paper towels, toilet tissue) and their brands. Then please specify if the new contractor has to replace all the dispensers at the beginning of the contract or to replace only the damaged ones.
A14: Please see A12 above. The PWS has been revised to remove hand sanitizer and dispenser soap. This contract does not require cleaning of bathrooms/restrooms; therefore, it is not required to replenish any of these items.
Q15: On page 14 of 34 of the solicitation, Note it is stated: “This is a sample of area assignments and schedules and is not all inclusive. Please see attachment "Floor Plan and List" for all areas to be cleaned.” Please can you send the aforesaid attachment?
A15: Attachments 1 – 6 show layouts/floor plans of NAS1 and NAS2 NAVSUP FLCSI occupied buildings.
Q16: Has a staffing estimate already been defined (number of personnel), and what are the required working hours for the services under the contract?
A16: It is the Contractor’s responsibility to determine how they intend to staff this requirement to ensure all requirements are satisfactorily met. The required working hours are 0730 – 1600 Monday through Friday, excluding American or Italian National Public Holidays (see solicitation page 6).
Q17: Is there is a requirement to absorb the personnel currently working on site, with possible application of Article 7 of the relevant collective labor agreement?
A17: No one is presently performing these services under contract.
Q18: Is the supply of consumable materials (such as paper, soap, etc.) provided by the base or does this fall under the contractor’s responsibilities?
A18: See A12 above.
Q19: By what time the cleaning activities must be completed?
A19: See A16 above.
Q20: What is the expected frequency of the services (for example daily, weekly, or differentiated by area)?
A20: See Appendix I on pages 11-13 of the solicitation.
Q21: Considering that, as of today (14 April), we have not yet received the replies to the questions submitted, and that such information is essential for the proper preparation of the technical proposal and the financial offer, we kindly request a one-week extension of the deadline for the submission of offers.
A21: The Government will extend the quote due date by five (5) calendar days from 15 April to 20 April at 2:00 PM local time.
