All unescorted access requests require completion of SECNAV Form 5512/1 (DoN Local Population ID Card/Base Access Pass Registration Form) and background checks conducted through the Naval Criminal Investigative Service (NCIS) OpenFox system, Defense Central Index of Investigations (DCII), National Crime Information Center (NCIC), and Interstate Identification Index (III). Minimum fitness determination standards include permanent disqualifications for wanted persons, foreign fugitives, immigration violators, known or suspected terrorists, and individuals with felony convictions for rape, child molestation, trafficking, espionage, sabotage, treason, or terrorism. Other felony convictions within ten years may result in access denial unless waived by the Installation Commanding Officer. The instruction designates responsibility to the Installation Commanding Officer, Installation Security Officer, Visitor Control Center technicians, Pass and Identification Office technicians, Naval Security Forces, Staff Judge Advocate, and Single Source Coordinators for transportation services. Entry Control Point procedures require 100 percent scanning of driver and pedestrian credentials using handheld DBIDS devices with biometric fingerprint authentication and verification of access privileges and profiles against the local access control workstation.
