RFP Attachment 4 Desired Personnel Qualifications

DoD Use Only/Source Selection Information—See FAR 2.101 and 3.104

The contractor shall provide personnel who are fully qualified and competent to perform the full range of tasks described in the Statement of Work. The desired qualifications for personnel under this contract are stated below:

Program Manager Education: Bachelor's Degree in an engineering, scientific, or business discipline desired; MBA preferred; or ten

(10) years equivalent training and/or experience.

Basic Experience: Eight (8) years of experience providing management and technical direction to multiple complex projects to project personnel. Must be familiar with the principles of exercising independent judgment, as well as a high level of analytical skill, in solving complex and unusual technical, administrative, and managerial problems.

Specialized Experience: At least eight (8) years of direct supervision of C2 systems engineering, architecture, design, development, integration, test, experimentation, implementation and support of Command and Control (C2) Net-Centric Operations, Information Management and Decision support systems in support of military operations dealing with Joint, Navy, Marine Corps, Army, Air Force and/or dealing with civil and non-government components and capabilities. Must be capable of leading projects that involve the successful management of teams composed of system engineers, architects, information management professionals, human factors engineers, security specialist, systems analyst, computer scientist and other information management professionals who have been involved in engineering, analysis, design, integration, testing, documenting, and implementing C2 Net-Centric Operations.

Duties: Responsible for all aspects of sound program management (i.e., technical/performance, financial, schedule, risk, contractual, administrative). Provide overall direction of program activities. Consult with the customer to ensure conformity to contractual obligations establishes and maintains technical and financial reports to show progress of projects to management and customers, organizes and assigns responsibilities to subordinates, and oversees the successful completion of all assigned tasks.

Project Manager

Education: Bachelor's Degree in an engineering, scientific, or business discipline desired; masters degree preferred;

or eight (8) years equivalent training and/or experience.

Basic Experience: Eight (8) years of experience providing management and technical direction to complex projects to project personnel. Must be familiar with managing projects, project scope, schedule and resources, as well as assembling and managing the project team to deliver successful project outcomes.

Specialized Experience: At least eight (8) years of direct supervision of C2 systems engineering, architecture, design, development, integration, test, experimentation, implementation and support of Command and Control (C2) Net-Centric Operations, Information Management and Decision support systems in support of military operations dealing with Joint, Navy, Marine Corps, Army, Air Force and/or dealing with civil and non-government components and capabilities. Must be capable of leading projects that involve the successful management of teams composed of system engineers, architects, information management professionals, human factors engineers, security specialist, systems analyst, computer scientist and other information management professionals who have been involved in engineering, analysis, design, integration, testing, documenting, and implementing C2 Net-Centric Operations.

Technical Writer

Education: Bachelor's Degree in Technical Writing, English or Communications desired or eight (8) years equivalent training and/or experience.

Basic Experience: Five (5) years experience developing, editing, and producing technical and graphical documentation. Strong communication and interpersonal skills with the ability to interact frequently with technical research and development personnel. Ability to work productively in a dynamic, deadline-driven environment.

Ability to problem-solve and work independently with minimal supervision. Strong analytical and logical reasoning skills.

Specialized Experience: Two (2) years experience producing documentation for a Command and Control (C2) Net- Centric Operations, Information Management and Decision Support system/application.

Duties: Work with Developers, System Engineers and Program Managers to drive the scope and direction of product end-user documentation. Review and edit highly complex written and graphic technical materials, including system configuration, documentation, studies, reports and other presentation graphics. Ensure compliance with standards of style and format, good usage of English, and overall structure and organization of material.

Administrative Support

Education: Bachelor's Degree desired or four (4) years equivalent training and/or experience.

Basic Experience: Strong verbal and written communications skills. Excellent organizational skills and ability to work under direction as well as independently. Ability to learn new computer programs and use of communication systems. One (1) year of administrative support experience.

Specialized Experience: Excellent computer skills including Microsoft Word, Excel, Microsoft Outlook and Microsoft Power Point.

Duties: Perform a variety of clerical and administrative work requiring exercise of independent judgment.

Coordinate meetings, arrange travel, schedule assigned appointments, meetings and conferences; coordinates arrangements and sets up meeting rooms; notifies meeting participants; prepares and/or assembles meeting materials;

types, formats, edits, revises, proofreads and prints reports, correspondence, memoranda, agreements and agendas.

Chief Architect

Education: Bachelor’s Degree in engineering or related technical field desired; MS in Computer Science preferred;

or ten (10) years equivalent training and/or experience.

Basic Experience: Experience as a chief systems architect, chief engineer or an executive systems/enterprise architect. Minimum of twelve (12) years of experience in the Command and Control (C2) Net-Centric Operations, Information Management and Decision support systems as a developer/designer, applications architect with appropriate progression to architecture. Thorough leader, keeping up to date with emerging technologies and researches new technologies to assist in establishing the architectural vision.

Specialized Experience: Demonstrated experience in managing a team. Experience in the leadership and design of complex systems. Highest level technical knowledge of all phases of application systems and analysis and programming. Strong project planning and estimating skills to include tasking, budgeting, scheduling, risk identification and mitigation, ability to think strategically, balancing of long and short-term priorities. Excellent oral and written communication skills to lead discussions with clients and internal teams.

Other technical skills desired: System architectures: to include operational, systems, and technical views.

Java: Complete knowledge of J2SE, multi-threading /multi-process, J2EE, EJB, JMS, JDBC, JSP/Servlets, Security models.

Web: HTML, MVC/Struts/other, JavaScript/DOM/AJAX , Google/Yahoo web toolkits

Application Servers: JBoss, BEA , Websphere

Databases: Oracle, SQL, PL/SQL

Networks: Understanding of networking principles and impacts to applications, and vice versa

Other : Modeling experience, UML, Experience in high volume transaction processing systems

Duties: Work closely with the technology groups to set direction, vision, and strategic objectives of the effort.

Responsible for the technical integrity of the enterprise platform and formulation of the technical direction for the organization’s support of this effort. Create and promote guiding development principles, and influence application developers in their ability to create technically sound solutions.

Senior Computer Scientist

Education: Bachelor's Degree in Computer Science or similar field; Master's degree preferred; or ten (10) years equivalent training and/or experience.

Basic Experience: Must have eight (8) years of computer experience in at least two of the following disciplines:

system analysis, system programming, application programming, and equipment analysis.

Specialized Experience: At least six (6) years of experience either as a computer hardware or systems software specialist or as a systems analyst with duties relating to the evaluation of third- and fourth-generation and current state-of-the-art computer hardware and software and its ability to support specific requirements for hardware and software evaluation, system management, or a Command and Control (C2) Net-Centric Operations, Information Management and Decision Support system/application.

Superior knowledge of programming theories and methodologies, experience in network programming and data compression algorithms for minimization across networks, algorithm analysis, client-server programming, computer security, web services, publish and subscribe architectures and multiple language experience to include object oriented language types.

Duties: Work in a teaming environment, write, test, debug, and maintain computer programs, conceive, design, and test logical structures for solving problems through computer programs, utilize programming languages and tools to code , debug, compile, test, and deploy computer programs. Utilize code repositories and configuration management tools to successfully manage computer programming projects. Must be able to adapt to the ever changing computer science discipline by quickly learning and implementing emerging technologies. Must be able to identify opportunities for use of emerging technologies. Must be able to determine costs for converting computer systems from one language or machine to another by using compilers, simulators, emulators, and/or language translators and to recommend better utilization of operating systems capabilities for improving system efficiency. Develops, manages, maintains, and evaluates current state-of-the-art computer hardware, software, and software development tools; evaluates their ability to support specific requirements and interface with other equipment and systems;

determines potential and actual bottlenecks and proposes recommendations for their elimination; and makes recommendations for system improvements that will result in optimal hardware and software use.

Senior Systems Engineer

Education: Bachelor's Degree in engineering or scientific discipline desired; master’s degree preferred; or ten (10) years equivalent training and/or experience Basic Experience: Systems engineering work involving design, fabrication, application, planning, analysis, testing, evaluation, operation, specification development, documentation, and support of electrical, mechanical or other devices and systems in a Command and Control (C2) Net-Centric Operations, Information Management and Decision Support system/application.

Specialized Experience: Senior member of the technical staff with twelve (12) years or more of progressive experience in systems analysis and design for complex systems.

Duties: Perform high-level systems analysis, evaluation, design, integration, documentation, and implementation of very complex application that require a thorough knowledge of administrative and technical skills. Process is usually comprised of the following seven tasks: state the problem, investigate alternatives, model the system, integrate, launch the system, assess performance, and re-evaluate. Direct and participate in all phases of system development with emphasis on planning, analysis, evaluation, integration, testing and acceptance phases (IV&V and DT&E).

Apply higher-level business or technical principles and methods to very difficult technical problems to arrive at automated engineering solution. Design and prepare technical reports and related documentation, and make charts and graphs to record results. Prepare and deliver presentations and briefings as required. May be required to serve as Task Leader to ensure the quality and services delivered for particular task(s).

Computer Scientist

Education: Bachelor's Degree in Computer Science or similar field desired or eight (8) years equivalent training and/or experience.

Basic Experience: Five (5) years of computer experience in at least two of the following disciplines: system analysis, system programming, application programming, and equipment analysis.

Specialized Experience: Three (3) years of experience either as a computer hardware and/or systems software specialist or as a systems analyst with duties relating to the evaluation of third- and fourth-generation or state-of-the-art computer hardware and software and its ability to support specific requirements for a Command and Control (C2) Net-Centric Operations, Information Management and Decision Support system/application.

Knowledge of programming theories and methodologies, experience in network programming and data compression algorithms for minimization across networks, algorithm analysis, client-server programming, computer security, web services, publish and subscribe architectures and multiple language experience to include object oriented language types.

Duties: In a teaming environment, write, test, debug, and maintain computer programs, conceive, design, and test logical structures for solving problems through computer programs, utilize programming languages and tools to code, debug, compile, test, and deploy computer programs. Systems Engineer

Education: Bachelor's Degree in engineering or scientific discipline desired or eight (8) years equivalent training and/or experience.

Basic Experience: Systems engineering work involving design, fabrication, application, planning, analysis, testing, evaluation, operation, specification development, documentation, and support of electrical, mechanical or other devices and systems in a Command and Control (C2) Net-Centric Operations, Information Management and Decision Support system/application.

Specialized Experience: Intermediate member of the technical staff with six (6) years or more of experience in systems analysis, design and engineering.

Duties: Under general supervision, perform high-level systems analysis, evaluation, design, integration, documentation, and implementation of very complex application that require a thorough knowledge of administrative and technical skills. Direct and participates in all phases of system development with emphasis on planning, analysis, evaluation, integration, testing and acceptance phases (IV&V and DT&E). Apply higher-level business or technical principles and methods to very difficult technical problems to arrive at automated engineering solution.

Network Engineer

Education: Bachelor’s Degree in Computer Science or Electrical Engineering, or (8) years equivalent training and/or experience in network design, engineering and implementation.

Basic Experience: Five (5) years of experience designing, implementing and trouble-shooting wired, wireless and satellite-linked computer networks. Should have the ability to work within the development and integration team to gather all requirements, research and communicate options based upon those requirements, finalize a design package, build the network, and trouble-shoot the design and components.

Specialized Experience: Four (4) years of experience with all basic wired topographies and wireless 802.11, integration of wired and wireless networks with satellite communications, integration of tactical radios and mobile devices, and information assurance for wired and wireless networks. Four (4) years of experience with the design, documentation (Microsoft Visio and Department of Defense Architecture Framework [DODAF]), and implementation of tactical wireless networks.

Duties: Design, implement, document, trouble-shoot and operate a variety of networks, both wired, and wireless.

Be an active participant in design and integration efforts.

Senior Systems Analyst

Education: Bachelor's Degree in an engineering or scientific field desired; masters preferred; or ten (10) years equivalent training and/or experience.

Basic Experience: Senior member of the technical staff with ten (10) or more years of analysis experience in a Command and Control (C2) Net-Centric Operations, Information Management and Decision Support system/application.

Specialized Experience: Highly successful track record in working with specific and/or implied requirements and supporting and/or leading the technical team in translation of user requirements into engineering requirements.

Further analyze engineering requirements and decompose into functional areas and develop detailed functional specifications to determine information and process flows such that a Computer Scientist could develop software.

Design new procedures and processes and generate related documentation. At least six (6) years experience in performing systems analysis on military systems. Four (4) or more years experience in risk identification and risk planning and impact on performance, cost, and/or schedule. Excellent communication skills both orally and in writing and sound management and leadership skills.

Duties: Perform technical and/or operational analyses and evaluations of systems, procedures and processes.

Perform as a unifying element between requirements, architecture, information assurance, security, systems engineer, software development and test. Serve as a key watchdog and troubleshooter in identifying weaknesses, analyzing risk and providing risk mitigation plans and processes in support of the end-to-end tasking and capability sought.

Cyber Security Analyst

Education: Bachelor's Degree in engineering or scientific discipline desired or eight (8) years equivalent training and/or experience

Basic Experience: Three (3) years of relevant security experience in a Command and Control (C2) Net-Centric Operations, Information Management and Decision Support systems/applications, and familiar with Risk Management Framework (RMF).

Specialized Experience: Thorough knowledge of classification management. Self starter, resourceful, detail oriented, with excellent follow-up skills and the ability to organize and adapt to changing priorities. Outstanding interpersonal communication skills to include patience, flexibility, consideration, discretion, tact, and confidence.

Ability to work effectively both independently and in small groups.

Duties: Interpret Government security regulations for application to the program’s information accreditation requirements. Implement security controls and safeguarding measures for the protection of sensitive information.

Maintain security and information assurance plans to ensure compliance with the Government-specific requirements.

Draft the Software System Security Agreement (SSAA) and all appendices. Work with developers to run necessary Certification Test & Engineering scans for the DIACAP/RMF processes. Establish pro-active security awareness program and develop and conduct briefings and presentations. Serve as primary liaison with security authorities from Government agencies. Conduct investigations and develop comprehensive incident reports.

Systems Analyst

Education: Bachelor's Degree in an engineering or scientific field desired or eight (8) years equivalent training and/or experience.

Basic Experience: Member of the technical staff with six (6) years or more of analysis experience in a Command and Control (C2) Net-Centric Operations, Information Management and Decision Support system/application.

Specialized Experience: Experience in working with specific requirements and supporting the technical team in translation of user requirements into engineering requirements. Further analyze engineering requirements and decompose into functional areas and develop detailed functional specifications to determine information and process flows such that a computer scientist could develop software. Supported the team in developing new procedures and processes and generate related documentation. At least five (5) years experience in performing systems analysis on military systems. Three (3) or more years experience in risk identification and risk planning and impact on performance, cost, and/or schedule. Good communication skills both orally and in writing, sound teaming skills, and detail oriented.

Duties: Perform technical and/or operational analyses and evaluations of systems, procedures and processes.

Proactive supporter and bridge between requirements, architecture, information assurance, security, Systems Engineer, software development and testing. Serve as a watchdog and troubleshooter in identifying weaknesses, analyzing risk and providing risk mitigation plans and processes in support of the end-to-end.

Human Factors Engineer Education: Bachelor’s Degree desired, advanced degree preferred, in Human Factors/Ergonomics, Applied Psychology, Experimental Psychology, Cognitive Psychology, Mathematics, Operations Research, or Industrial Engineering.

Basic Experience: Eight (8) years experience in Human Factors Engineering as applied to HSI, human performance assessment, human computer interface design, usability testing, and the design of Command and Control (C2) Net- Centric Operations, Information Management and Decision Support systems.

Specialized Experience: Five (5) years combined human factors/human computer interface experience in one or more of the following areas: Navy C4I, fleet staff functions, antisubmarine operations, submarine operations, mine countermeasures, platform weapons systems, military operations other than war (MOOTW). Expertise in usability testing methodologies and user-centered design.

Duties: Design, review and analysis of C2 systems and related government and military systems and technologies to determine human and mission requirements. Design, conduct, and report front-end analysis and experimentation during development of a new C2 system or when evaluating a deployed system. Design, conduct, and report evaluations of user needs and requirements with appropriate instruments, including structured interviews, surveys, performance testing, and analysis of lessons learned. Design, conduct, and report evaluations of task and function analyses of advanced military systems at a level of detail suitable for design decisions.

Technical Instructor/Course Developer

Education: Bachelor's Degree desired or eight (8) years equivalent training and/or experience.

Basic Experience: Three years of experience developing and conducting technical courses for a variety of audiences, including civilians and military personnel. Strong communication and interpersonal skills with the ability to interact frequently with technical research and development personnel. Ability to work productively in a dynamic, deadline-driven environment. Ability to problem-solve and work independently with minimal supervision. Strong analytical and logical reasoning skills.

Specialized Experience: The instructor/developer should be well-versed in using a variety of instructional methodology and media (paper-based, CBT, slides, video, hands-on, and distance learning), and in conducting training in a variety of venues (classroom, laboratory, military operations center, field, etc.).

Duties: Work with the development and integration teams to gather all information pertinent to the installation and configuration, administration, and use of C2 products. Develop efficient and effective instructional materials for administrators, technicians, and end users of C2 products. Conduct training in a variety of venues, as appropriate.

Develop student survey metrics and analyze results; report results to the team and use the results to improve the training product.

Senior Technician

Education: Bachelor’s Degree desired or eight (8) years equivalent training and/or experience.

Basic Experience: Five (5) years implementing C2 development and integration solutions. Solid computer user skills, including the Windows, Apple and Linux OS (2000, XP, Vista, Windows 7, OS X, RedHat). Experience with various mobile computing devices, including iPad, iPod, iPhone, Android, and Windows Mobile. Experience using tactical radios and both wired/wireless networks. Satellite communications experience. Ability to problem-solve and work independently with minimal supervision. Strong analytical and logical reasoning skills.

Specialized Experience: Excellent note-taking and process/system documentation skills. Ability to inventory hardware and software in a dynamic environment.

Duties: Perform a variety of technical tasks related to C2 development and integration, such as configuration, trouble-shooting and use of mobile computing devices, tactical radios, wireless networks and satellite communications devices. Document configurations and changes to configurations. Take direction from a variety of team members, including the network engineer, etc. Maintain a hardware and software inventory of all project-related resources, including various identifying factors and current location. Create DD1149 documents for hardware/software transfer and maintain copies. Arrange for packing and shipping of equipment.

Systems Administrator

Education: Bachelor (4-year) degree desired with a technical major, such as engineering or computer science or five (5) years system administration experience.

Basic Experience: Systems Administration/System Engineer certification in UNIX and Microsoft Windows, command line administration for both.

Specialized Experience: Extensive experience with VMware, ESXi, Casper and Directory Services

Duties: Maintain systems availability through administration of servers, desktop computers, routers, switches, software deployment, and security updates. Apply operating systems updates, patches and configurations. Install and configure new hardware and software. Work with network administrators to assure connectivity and security is adhered to and maintained for assigned assets.

Database Administrator

Education: Bachelor’s Degree in Computer Science, Applied Computer Science, Information Systems Management, or Information Technology, is preferred, or eight (8) years equivalent training and/or experience.

Basic Experience: Five (5) years of experience designing, setting up and administering a variety of databases.

Administration of database objects, including tables, indices, tablespaces, stored procedures, etc.

Specialized Experience: Experience in designing and administering Oracle, SQL, MySQL, and/or SyBase databases, as appropriate to the task. Should have experience in choosing databases to suit a variety of C2 requirements. Must be able to work cooperatively with the development team and effectively communicate with them. Should have excellent database documentation skills.

Duties: Design, administer and trouble-shoot databases. Document all aspects of the database.
