Q7. Section L, 3.3 SDP references SDP DID DI-IPSC-81427A. This DID has been superseded by DI-IPSC-81427B. Will the RFP be updated to reflect the current DID?
A7. L-TXT-12, 3.3 SDP and M-TXT-06, 2.3 SDP revised via Amendment 0003.
Q8. Section F of the RFP indicates the Base Period starts November 2019, while L-TXT-27 text indicates November 2018. Is it 2018 or 2019?
A8. Section F revised via Amendment 0003.
Q9. Should the information requested in L-TXT-32 be included in Volume III?
A9. Information requested in L-TXT-32 should be included in Volume II.
Q10. The text in L-TXT-32 paragraph (a), paragraph (c)(2)-(6), and paragraph (d)(2), all duplicate requests for information contained in Section 2.7, paragraphs (e ), (f)(1)-(5) and (g)(1).
Please advise if the requested information should be included twice.
A10. Per L-TXT-32(b), “Repetition of the same information is not necessary.”
Q11. In accordance with FAR 19.702(b)(1), small businesses are not required to have a small/disadvantaged business subcontracting plan. Will the requirement in paragraph (d)(3) of L-TXT-32 to provide a Draft Small Business and Small Disadvantaged Business Subcontracting Plan be deleted?
A11. Small Business Subcontracting Plans are not required for Small Business set asides.
Q12. With regards to L-TXT-12, 3.1 Past performance, is the offeror required to submit Attachment 2 references in the Past Performance section of their proposal or the Organizational Experience section of the proposal?
A12. Per the RFP, Attachment 2 will be included in Volume III.
Q13. With regards to L-TXT-12, 3.1 Past Performance, since CPARS may contain various pages, will you allow the Past Performance section to not be page limited.”
A13. There is not a page limitation for CPARS. The page limitation for Attachment 2 will remain unchanged.
Q14. What is the page limit for offerors to address L-TXT-32- Contractor Responsibility?
A14. Please see L-TXT-12 for page limitations for Volume I and II.
Q15. With regards to L-TXT-12, 3.1 Past Performance, if a subcontractor submits Attachment 2, does the Government require the subcontractor to also submit a CPARS/PPQ for that contract reference or is the Government only requesting CPARS/PPQ from the prime for the contract references submitted?
A15. Per L-TXT-12, 3.1(b) “Offerors shall submit the most recent performance assessment from Contract Performance Assessment Reporting System (CPAS) for each reference.”

Q16. With regards to L-TXT-12, 3.1 Past Performance, if the Government is requesting CPARS from subcontractors, considering the proprietary information, would the Government allow subcontractors to submit CPARS along with cost proposals so it is received directly by the Government?
A16. Yes
Q17. Is the prime contractor required to hold TS/SCI clearance or will a subcontractor carrying a TS/SCI clearance meet the requirement?
A17. Prime contractors will be required to hold a TS/SCI clearance.
Q18. Is the prime contractor required to have CMMI certification at the time of proposal submission or contract award?
A18. No. If a task order requires CMMI processes or certifications to a certain level, we will specify it in the task order.
Q19. With regards to RFP Attachment 2, would the Government allow the offeror to use Times New Roman 8-point type to fill in Attachment 2? If not, would the Government allow the offeror to change the spatial structure of Attachment 2?
A19. The required font size directed in the RFP will remain unchanged. See L-TXT-12, 3.2(b), for directions on how to prepare and submit Attachment 2.
Q20. CLIN 0003, 0006, 0009, 0012 and 0015 have an area to input estimated cost, fixed fee, and total estimated cost and fee. What should be estimated there?
A20. CLIN 0003, 0006, 0009, 0012 and 0015 are Not Separately Priced (NSP) CLINs.
Q21. Are there page numbering guidelines for each volume?
A21. See L-TXT-12 for requirements when submitting proposals.
Q22. With regards to proposal submission, should each volume be in one consolidated document or can there be multiple files per volume?
A22. See L-TXT-12 for requirements when submitting proposals.
Q23. Does the Government have any file naming conventions that bidders need to follow?
A23. See L-TXT-12 for requirements when submitting proposals.
