Questions & Answers #4 07 May 2018

Q24. Can we accept the DFARS clauses and data rights terms at submission of the RFP response, but further able to update any data rights on a task order basis?

A24. A contractor can assert data rights on a specific task order proposal.

Q25. At the time of submission for the bid, if the contractor holds a Top Secret (TS) clearance without a Sensitive Compartmented Information (SCI) clearance, would they be considered for a contract award?

A25. Yes.

Q26. At the time of submission for the bid, if the contractor currently is in process Top Secret (TS) clearance, would they be considered for a contract award?

A26. Offerors shall be eligible for TS facility clearance at the time of proposal submission.

Contractors shall have TS clearance by award.

Q27. With regards to prime offerors being required to hold a TS/SCI clearance, is it correct that you are not referring to a Facility Clearance, but talking about the Prime being able to employ people who possess TS/SCI?

A27. Offerors shall be eligible for TS facility clearance at the time of proposal submission.

Offerors shall also have employees who will be eligible for SCI.

Q28. Since the SDP DID changed from A to B, will the Government extend the due date of the proposal by (1) week?

A28. The proposal due date and time will remain unchanged.

Q29. Can the Government confirm that it is their intention to down select from a set of offerors, currently on seaport-e, that meet all the evaluation criteria in order to participate in future task orders? If so, 1) Does the Government currently know the timeline and process for future task orders and will the ceiling of this contract be limited to the 700,800 hours that is provided? 2) If not, will the Government provide an estimated ceiling?

A29. This procurement is not being solicited on seaport-e. See C-TXT-05B for Delivery/Task Order Procedures. See L-TXT-12, 2.3 Estimated Level of Effort, for information on the estimated level of effort. The Government will not provide an estimated ceiling.

Q30. With regards to the Statement of Work, how many servers currently exist and how many users operate in this environment?

A30. As an IDIQ contract, specific task orders support a variety of projects and the servers/users question depends on the specific task order. It’s anticipated that the most servers will reside on the SSC-Pac RDTE network. This network is capable of hosting a large number of servers.

Q31. With regards to the Statement of Work, what is the breakdown of users by location?

A31. It’s anticipated that the majority of users will be in the San Diego area.

Q32. With regards to the Statement of Work, what types of applications are currently supported?

A32. The Government will not provide a complete list of applications, but some examples of current applications are GOSS, ExAMS, and ACS.

Q33. With regards to the Statement of Work, what specialized support software (such as those for networks and applications) will be performed on this effort?

A33. As an IDIQ contract, specific task orders support a variety of projects and the software question depends on the specific task order.

Q34. With regards to the Statement of Work, what is the current framework and/or software methodologies used in this environment?

A34. As an IDIQ contract, specific task orders support a variety of projects and the software question depends on the specific task order.

Q35. With regards to the Statement of Work, Section 3.3.4, what is the current tool or technology used to develop training courseware?

A35. Training courseware is anticipated to be developed using MS Office Suite and related image applications.

Q36. With regards to the Statement of Work, Section 3.4.2, what database technologies are currently in use (Oracle, SQL Server, etc.)?

A36. A variety of industry standard database technologies are represented in the SOW. The Government will not provide an exhaustive list of current database technologies.

Q37. With regards to the Statement of Work, Section 3.4.3, what testing tools are currently in use?

A37. As an IDIQ contract, specific task orders support a variety of projects and the test tools question depends on the specific task order. The Government will not provide a complete list of test tools, but some examples are Selenium, Soap UI, Eggplant, and Jenkins.

Q38. Attachment 2 does not conform to the proposal’s required font and margin minimums.

Should the form be used as-is, or should the form be changed to fit the requirements (which will make the form take 2 pages)?

A.38. The form should be used as is.

Q39. Section 3.2 Organizational Experience states “Prepare and submit one (1) Organizational Experience Matrix (Attachment 5).” When completing this attachment will it not have duplicate information from the RIS sheets that are completed by the prime or subcontractors?

A39. The information requested on each attachment is different. See L-TXT-12, 3.2(a) and 3.2(b) for directions on these two attachments.

Q40. L-TXT-12, 2.3(a)(3) states “A statement of any additional labor categories, estimated hours and related qualifications for labor cost that will be a direct cost based on the offeror’s accounting system (e.g., management and administrative labor costs).” Please confirm that it is acceptable to propose these additional hours/costs that will increase the total proposed hours over the RFP total of 700,800.
