SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 5
The purpose of this amendment is to:
1) Revise the language in Section L, 7.1.2 to read, “The Offeror shall identify candidates for the key personnel positions designated in this solicitation. Key personnel cannot be replaced without prior Government approval IAW clause C-237-H002, SUBSTITUTION OF KEY PERSONNEL (NAVSEA) (OCT 2018).
Offerors shall submit resumes for each proposed Key Personnel. There may be multiple candidates required for each key personnel position."
2) Revise the language in Section L, 7.1.2 to read, “The following five (5) positions are considered key positions and the persons filling those positions key personnel. The Minimum Experience and Minimum Education provided for each Key Personnel are desired, but NOT required. Qualifications are required for some positions.”
3) Correct the education requirement for the Senior Engineer key position.
4) Add qualifications to the Lead Field Engineer key position.
5) Remove language from Section L 10.0 requiring current and forecasted company operating financial budget.
6) Change the Contract Specialist to Virginia Ryerson and update Section G clause G-242-H001.
7) Provide a response to questions.
Amendment 5 Q&A
1. Question: The requested Subcontractor information in RFP 7.3.1 and 8.1 are nearly identical (see below).
May offerors address this requirement only in Volume 1 due to the limited page count allocation in Volume 2?
RFP 7.3.1 - If subcontracting is contemplated, Offerors shall provide the following:
· The proposed Subcontractors
· The portions of the Contract SOW that will be subcontracted or the planned division of tasks within the team
· Discuss agreements/arrangements with its subcontractor and why such agreements will benefit the Government and aid the Contractor in achieving the requirements and objectives of this effort and benefit the Government throughout the life of the Contract
· The extent (percentage of total cost) of subcontracting or the percentage division within the team
· The management structure for coordinating and controlling Subcontractors RFP 8.1 - If the use of subcontracts are contemplated, Offerors must provide the following information.
The proposed Subcontractors and the portions/percentages of the contract SOW that will be subcontracted or the planned division of tasks for the Prime and subcontractor(s). Why the use of subcontractors to perform these tasks is beneficial. The management structure for coordinating and controlling Subcontractors; payment tracking; points of contact. Offerors are reminded that the prime contractor is solely responsible for the contract performance.
Answer: Offerors are to address this requirement in Volume 2.
2. Question: Section L, 7.2.1, states key personnel for Senior Engineer and Lead Field Engineer education requirement is a U.S. Associates Degree and minimum education provided for each key personnel are desired but not required. Also, Senior Engineer E4 and Lead Field Engineer E1 have the same amount of experience required. The eCraft code qualification for Engineer E4 Typical Education is a Master’s level degree in any engineering discipline. Typical Experience is 10 years professional experience in engineering. The eCraft code qualification for Engineer E1 Typical Education is a Bachelor's level degree in an Engineering discipline; Typical Experience: No required professional experience. Please clarify requirements for the E4 and E1 positions.
Answer: The Government does not need a Master’s level degree. A Bachelor’s degree is required for Senior Engineer. There is no need for an engineering degree for the Field Engineer. However, the Lead Field Engineer must possess System Maintenance Technician (SMT) and/or Test Director (TD) qualifications.
3. Question: Section L, Page 110 – Please explain the level of detail the Government is requesting for the requirement titled “Current and forecasted company operating financial budget.”
Answer: The requirement of providing current and forecasted company operating financial budget has been removed.
4. Question: For the key Program Manager (MANP3) position, the Government provides annual hours at 2,112, which exceed a man year for 1 person. For pricing and staffing plan purposes, can the government clarify if the hours provided by the Government in excess of a manyear for this key position are to be proposed as overtime, or as a fractional second key person?
Answer: The Government estimated 2,112 hours and the Offeror can choose how to propose this position.
5. Question: Section L 7.2.1. Would the Government please confirm there are five key personnel resumes required by the RFP?
Answer: There may be multiple candidates required for each key personnel position.
6. Question: Section M 3.4 Factor 1 Element 2- Key personnel states “ The Government will evaluate the Offeror’s resumes of the key personnel to determine whether the minimum desired requirements for key personnel have been met.”. Section 7.1.2 states: “ The following five (5) positions are considered key positions and the persons filling those positions key personnel.” The Government has allocated 146,740 total labor hours across these (5) positions which implies multiple key personnel. Would the Government confirm that the number of key resumes that will be evaluated as per Section M is five?
Answer: Please see answer to Question 5.
7. Question: Amendment 3, page 5 of 43, Section 1.0 SCOPE, paragraph 6: “ The contractor shall provide all required labor, materials, and resources to perform tasks supporting MK41 VLS” Under this direction, we would like to request clarification; will the Government review and accept proposed BLS job categories to support this Solicitation post award?
For example, BLS Occupation Code 43-3061, Labor Category Title of Procurement Clerks - Compile information and records to draw up purchase orders for procurement of materials and services. Excludes “Wholesale and Retail Buyers, Except Farm Products” (13-1022). This resource is necessary to support numerous material related functions not expressly included as such in the SOW. Specifically, the procurement of complex and varied USN TDP driven Parts Lists.
Answer: The Government will consider adding similar labor categories post-award as long as it fits within an eCRAFT labor category. The Government specified labor mix and hours are estimates provided for proposal purposes.
8. Question: Would the Government please clarify if the proposal sections need to be structured such that its volume/paragraph number matches the proposal instructions volume/paragraph number provided in Section L “Part B – Specific Instructions” Offerors? For example: does paragraph number in the Proposal Response for Element 1 need to be numbered 7.1. or is it sufficient that the paragraph headings contain the L & M references?
Answer: The volume numbers and factor/element headers should be structured to match how they appear in the Solicitation. The paragraph numbers do not need to match i.e. Factor 1 (Volume 1) does not need to begin with 7.1 in the proposal.
9. Question: Comprehensive Subcontracting Plans are typically negotiated/approved on an annual basis for a particular fiscal year. Therefore, it is very unlikely an offeror would have an approved CSP covering the full period of performance of this particular effort. Would the Government please confirm a DCMA approved CSP is acceptable?
Answer: A Comprehensive Small Business Subcontracting Plan is acceptable as long it is covers the requirement's period of performance start date.
10. Question: Section L page 117, Cost Summary and Supporting Cost Data: The government states “Current and forecasted company operating financial budget: The price/cost proposal shall include a copy of the company’s (i) financial operating budget for the current fiscal year and (ii) the forecasted operating budget for the next fiscal year. Each budgetary report shall include the company’s name and the applicable accounting/operating year.” Would the government clarify this requirement? Are the annual budget buildups that detail all of the cost elements (direct labor, travel, office supplies, etc.) that make up the various indirect rate pools proposed be acceptable?
Answer: The requirement of providing current and forecasted company operating financial budget has been removed.

i. Contract/order number
ii. Contract type
iii. Agency/customer/program name
iv. Total contract cost
v. Period of performance
vi. Valid name, email address, and phone number of Contracting Officer and Contracting Officer Representative
vii. Description of work performed and how it is relevant to the SOW in regards to size, scope and complexity
viii. In addition to the Offeror’s past performance references, the proposal must also provide a discussion of recent (within the last three years) and relevant past performance for all subcontractors whose total subcontract price (inclusive of all options) is greater than or equal to 10% or more of the total proposed price (inclusive of all options).
ix. The number of references for the prime contractor is limited to a minimum of one (1) and a maximum of three (3) references with 2 pages per reference.
x. The Government may use past performance information obtained from sources other than the sources identified by the Offer or and the information obtained may be used for both the responsibility and technical evaluations.
10.0 FACTOR 4: PRICE/COST PROPOSAL (Volume 4)
10.1 It is expected the resulting contract will be awarded based on adequate price competition; therefore, the Offeror is not required to submit certified cost and/or pricing data with their proposal; however, data other than certified cost or pricing data is required to be submitted. If, after receipt of proposals, the Contracting Officer determines that adequate price competition does not exist in accordance with FAR 15.403-1 or that only one offer is received, the Offeror shall provide certified cost and/or pricing data as requested by the Contracting Officer.
10.2 Price/Cost Proposal: Volume 4 shall include:
Offerors shall submit proposed pricing for Section B and shall include pricing spreadsheets for all CLINs, for all items (with options) as described in Section B. Proposed costs and fees must be provided for each applicable Contract Line Item Number (CLIN) identified in the solicitation. The Offeror shall supply the most currently available forecasted annual rates for direct labor, overhead expense, general and administrative expense, and any other factors used in developing the proposal.
The price for not separately priced (NSP) items shall be included in the price of other CLINs.
Therefore, Offerors shall propose $0.00 for NSP CLINs. *All pricing shall be proposed in whole dollars*
It is the responsibility of the Offeror to ensure their proposed subcontractors provide the information required by this section regardless of the subcontract pricing arrangement. If subcontractors do not comply, this could be viewed as indicative of the Offeror’s inability to manage subcontractor performance and could impact the evaluation.
Offerors shall provide their cognizant Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) offices, along with the name, phone number, and email address of a DCAA/DCMA point of contact familiar with their company. Offerors will also provide this information for subcontractors.
Cost Summary
i. The Offeror shall supply currently available forecasted annual rates for direct labor, overhead expense, general and administrative expense, and any other factors used in developing the proposal.
ii. Use the Government estimated annual amounts delineated in Attachment JS-5 for labor category hours, material costs, and travel costs in the proposal. The Government estimated annual hours and costs are provided for proposal and planning purposes.
iii. In order to allow for procurement lead time and a fair evaluation of all proposals, all proposals shall be based on a contract start date of 13 SEP 2023. This date is only an estimate and will be used for the purpose of proposal evaluation only. A definitive start date will be incorporated into the contract document.
iv. The cost proposal shall contain spreadsheets in Microsoft Excel. Spreadsheets shall include all calculations in the cells.
a) Basis of Estimate (BOE) narrative for rates and factors proposed for the contract.
Describe the Basis of Estimate for each of the following cost elements proposed for the contemplated contract.
1) Direct labor costs:
Hourly rates - Describe the basis of estimate for all proposed unburdened direct labor rates. Submit any information reasonably required to explain the estimating process, including the judgmental factors applied and the mathematical or other methods used in the hourly rate estimate.
a. Current Employees: Provide a screen-capture (or equivalent) from the employer's payroll system for each current named employee and explain all pertinent data on a sample screen capture, dated within the last 60 days of the solicitation closing date.
The Government must be able to derive the direct rate from the screen capture information provided by the Offeror. Identify the date of the current actual wage rate.
If proposed direct labor rates vary from actual wages of personnel, explain the basis for those rates.
b. Contingent Hires: Any proposed contingent hires shall be identified and provide justification for the wage rate. The proposed direct labor rates shall trace to supporting justification. Letters of intent must be signed by both the employer and the employee within 60 days of proposal submission manifesting the intent to employ the individual at a stated salary and indicating the applicable labor category.
c. Unnamed/TBD Labor Rates: If neither payroll data nor a signed letter of intent is available, Offerors shall list the individual as “TBD.” The basis for all "TBD" employee rates proposed shall be detailed with specificity to include providing sufficient information necessary to enable the Government to understand why the proposed rates are what the Offeror could realistically expect to pay to attract and retain qualified personnel. Offerors shall also consider the labor rates for the Bureau of Labor Statistics (BLS) equivalent labor categories identified in Attachment JS-
6. These BLS rates reflect the Government’s best approximation of the minimum labor rate for each labor category considering the level of complexity and experience necessary for the associated eCRAFT labor categories identified. The percentiles are based on BLS National Occupational Employment Statistics (OES) data found at https://www.bls.gov.
d. Service Contract Act (SCA) Covered Labor Categories: Offerors shall propose at least the minimum wage rates for SCA covered labor categories. The applicable SCA Wage Determinations (WD) are included as Attachment J-7 of this solicitation;
however, Offerors shall use the WD that is most relevant to the location that the proposed employee’s labor rate is based on. Provide the location and WD number of WD that are used in your proposal. The following locations and SCA WD are part of Attachment J-7:

4) Annual Labor escalation:
For the purposes of cost realism analysis, Offerors shall propose escalation and sufficient rationale for the rates proposed for all labor categories and shall provide the actual escalation incurred over the past three years for the business unit being proposed to perform the tasking. Provide documentation to demonstrate how the average historical actual escalation rates for the business unit were derived. Offerors shall address if escalation has been applied to base year rates and why the proposed approach to base year escalation is realistic. If the Offerors proposed escalation rates based on its historical experience and rationale provided is not considered sufficient, the escalation rates specified in Section M will be used for the purpose of calculating the projected cost to the Government.
The Government estimated direct labor escalation rate over the contract period of performance is 3.0% per period. This rate is derived from Bureau of Labor Statistics (BLS). Direct labor escalation rates less than the identified escalation rate without substantiating information explaining why the rate is realistic will be upwardly adjusted to 3.0% to address the risk of degradation in the quality of services to be provided throughout the contract period of performance.
5) Indirect rates:
Provide a Basis of Estimate (BOE) narrative describing all proposed indirect expense rates. The Offeror shall submit any information reasonably required to explain the estimating process, including actual indirect expense rates for the last three years, the judgmental factors applied, and the mathematical or other methods used in the estimate. Offerors shall not propose rates reflecting unapproved reduced indirect rates based upon speculation of becoming the successful Offeror of this contract.
Offerors shall provide their most recent three-year history of actual rates incurred for each proposed indirect rate. In addition, this history shall include the Offeror’s most recently completed fiscal year even if the rates are considered preliminary and have not yet been submitted to DCAA for audit. Note: whether the actual rates have been audited by DCAA or any other independent organization they should still be included. Specifically state which indirect rates have been finalized. Explain individual rate fluctuations greater than 10%. Note: a rate increase from 20% to 23% is considered to be a 15% increase (3% / 20% = 15%). In addition, if the Offeror uses rates in developing its proposal that are at variance from its historical rate data, the Offeror shall provide a justification for the difference, including sufficient supporting cost data.
Provide an overview of the company’s indirect cost rate structure used for estimating purposes. The Government suggests that the Offeror’s proposal include a summary schedule similar to the one below, which identifies the name of each cost burden center and related allocation. Offerors must describe each indirect cost pool.
Describe or list the major cost components that make up the indirect cost pool.
Offerors must describe the allocation bases used in the computation of indirect cost rates. Describe or list the cost elements that comprise each base.
Allocation Base
Name of Burden Center
(i.e. the cost base to which the rate is applied)
If formal forward pricing rate agreement (FPRA) has been negotiated and is the basis for proposed indirect expense rates, provide a complete copy of the FPRA. If in the Offeror’s opinion the FPRA is too voluminous to include in its Price/Cost volume, then state this and identify the company’s cognizant (DCMA) and (DCAA) offices and provide current contact information for each. The Government will consider actual historical rates as opposed to speculative rates unless the rates have been approved by DCAA for use in proposals.
If the Offeror proposes an indirect rate cap, it shall propose a clause to be incorporated into Section H of the resulting contract which enforces such cap(s). If the Offeror does not propose an indirect rate cap, the Government will utilize historical information when performing realism. Further, indirect rates lower than recent actuals, or declining indirect rates may not be evaluated as realistic. A composite cap or maximum including all burdens applied to direct labor is considered preferable to individual rate caps or maximums. The following draft clause is acceptable to the Government. Should the Offeror elect to propose an alternate, it shall cover the same substance as is contained in the draft clause.
LIMITATIONS ON INDIRECT COST RATES
a. Pursuant to FAR 42.707, an indirect cost rate ceiling is incorporated into the contract.
"Indirect cost" is defined as set forth at FAR 2.101 and 31.203. "Indirect cost rate" is defined as set forth at FAR 2.101.
b. Notwithstanding the clause of this contract entitled "ALLOWABLE COST AND PAYMENT" (FAR 52.216-7), the allowable indirect cost under this contract shall be obtained by applying limitations on indirect cost rates to bases agreed upon by the parties, as specified below.
c. Allow ability of costs and acceptability of cost allocation methods shall be determined in accordance with FAR Subpart 31.2 in effect on the date of this contract, as limited by the indirect cost rates established by this requirement.
For the duration of this contract, the indirect cost rate caps contained in the Contractor's accepted contract proposal shall be incorporated into the contract schedule as limitations on indirect cost rates for each Contractor fiscal year of contract performance. The bases to which the indirect cost rates apply shall be those contained in the Contractor's accepted contract proposal.
d. Pending establishment of indirect cost rates for any subsequent Contractor fiscal year (or other period agreed to by the parties), the Contractor shall be reimbursed either at the rates fixed for the previous fiscal year or at billing rates acceptable to the Contracting Officer, subject to appropriate adjustment when the final indirect cost rates for that period are established.
e. The Government will not be obligated to pay any additional amount should any final indirect cost rates for any Contractor fiscal year of contract performance exceed the indirect rates incorporated into the contract schedule.
