AMENDMENT 1
Amendment 1 Q&A
1. Question: Please provide the Specifications/Official Government Drawing Documents.
Answer: There are numerous specifications applicable to the work described in this RFP. Some of those specifications are available to the public. Specifications which are subject to restricted distribution will not be provided via DoD SAFE because those specifications are not needed to prepare proposals
AMENDMENT 2
Amendment 2 Q&A
1. Question: Section 10.2 FACTOR 4: Price/Cost Proposal, Subsection IV (a), Subparagraph 1(D), SCA WD Table in Pages 105-106 shows for the geographic locations associated with WD 2015-4341 as REV 21 in the solicitation and in Attachment_J-7_SCA_Wage_Determination, WD 2015-4341 that was provided is REV 22. Please confirm which REV (21 or 22) contractors should use for WD 2015-4341.
Answer: The table in Section L has been updated to reflect Attachment J-7 revision number. For WD 2015-4341, use REV 22.
2. Question: Section L, 4.0 PROPOSAL SUBMISSION, Subparagraph 4.1 states that Offerors shall submit all proposal volumes via email and on DoD SAFE. Please clarify when Offerors should request a DoD SAFE link for upload.
Answer: Offerors should request a DoD SAFE link within 14 days of solicitation due date.
3. Question: Can the government please confirm that the entire SOW is being performed under a GDIT TO?
If not, will the government please provide the relevant current TO numbers in which this work being currently executed on.
Answer: The Statement of Work (SOW) is not under a General Dynamics Information Technology (GDIT) task order (TO). All task orders have expired.
AMENDMENT 3
The purpose of this amendment is to:
1. Update language in Section 3.2.2.4 of the Statement of Work.
2. Correct numbering under Section L, 7.0 Factor 1. Element 2 - Key Personnel is now 7.1.2 and Element 3 -
Staffing Plan is now 7.1.3.
3. Correct Section L, Cost Summary, Labor Categories and Hours table. “Senior Engineer III (E4)” is now
“Senior Engineer (E4)” and “SR. Technician III” is now “Senior Technician.”
4. Add information for the Small Business Subcontracting Plan in Sections J, L, and M.
5. Add information for escalation rate in Section M, 3.7(i)(2).
6. Provide a response to questions.
Amendment 3 Q&A
1. Question: Will there be any Government furnished test equipment or tooling for 3.2.5 assemblies?
Answer: The Government does not intend to provide any Government furnished test equipment or tooling.
2. Question: SOW paragraph 3.2.5.1 states, “Contractor shall upgrade, inspect, test, and deliver, including packing and shipping IAM items.” Please confirm IAM represents material supplied by the contractor (aka Industrial Activity).
Answer: The material is to be supplied by the contractor.
3. Question: SOW paragraph 3.2.5.4 states, “The contractor shall perform the tasks listed in 3.2.5.1 in contractor facilities.” Paragraph 3.2.5.1 applies to IAM items. Please identify if any VLS equipment are included in the scope of 3.2.5.4.
Answer: No VLS equipment will be provided.
4. Question: Section L 2.2 states that “proposal material shall be presented on double-sided pages only.”
Considering this is an electronic submission, double-sided pages are not applicable. Please clarify.
Answer: FAR 52.204-4(b) clarifies this applies when not using electronic commerce methods.
5. Question: Section L.3.2 limits the Management Approach page allocation to four pages to address the extensive requirements including graphics described in Section L.8.0. To provide adequate detail of the Offeror’s capabilities, would the Government consider increasing the page allocation for Volume 2, Management Approach to 25 pages?
Answer: The Government has increased the page allocation to 25 pages.
6. Question: Past Performance – Section L, 9.1.viii requests a discussion of past performance for significant subcontractors. Is discussion of subcontractor’s performance to be included in the two page allocation for each of the three Prime Contractor’s past performance reference?
Answer: Discussion of subcontractor’s past performance is to be included in the two page allocation for each Offeror.
7. Question: Does the required narrative describing and relevant past performance for all subcontractors whose total subcontract price (inclusive of all options) is greater than or equal to 10% or more of the total proposed price (inclusive of all options) count against the maximum of three past performance contract references for the prime?
Answer: No. The limit of 3 applies to the prime only. In addition to those three references, submit at least one reference for each major subcontractor.
8. Question: Do past performance contract references for proposed subcontractors count against the maximum of three past performance contract references for the prime? If not, is there a limit to the number of proposed subcontractor past performance contract references?
Answer: Please see answer to Question 7.
9. Question: Concerning the Proposal Format and Organization (Section L 2.1), would the Government allow 11x17 foldout pages?
Answer: The Government will not allow 11x17 foldout pages. Proposals are to be submitted electronically in accordance with Section L 4.1.
10. Question: Within Section L under Full Clauses incorporated, the clause L-219-H001 SUBMISSION OF SMALL BUSINESS SUBCONTRACTING PLAN (NAVSEA) (JAN 2021) is invoked. There is no mention of a Small Business Subcontracting plan within Section L’s Volume 1 (Factor 3 Staffing Plan) or Volume 2 Management Plan. Section M does not offer clear guidelines on where the Small Business Subcontracting plan will be evaluated. Will the government please confirm the Small Business Subcontracting Plan as Volume 5?
Answer: Information about the Small Business Subcontracting Plan has been added to Section L as 7.2 under Volume 1, Section M 1.1, and Section J.
11. Question: Section I, Page 73 - 52.219-9 Small Business Subcontracting Plan. Should this be provided as Volume 5 or as a section of Volume 4?
Answer: Please see answer to Question 10.
12. Question: SOW paragraph 3.2.1.3 states, “The contractor shall perform … removal/installation, … on MK 41 VLS hardware and support systems ….” NAVSEA Technical Specification 9090-310 applies to certain afloat installations and is not listed in the documents referenced in solicitation paragraph 2.0, Applicable Documents. Please clarify that the scope of removal and installation efforts under the contract either are or are not subject to the requirements of 9090-310?
Answer: The Government will accompany any contractor to remove/install onboard the ship due to On- Site Installation Coordinator (OSIC) requirement. NAVSEA Technical Specification 9090-310 is not required on this contract.
13. Question: Section 3.2.2.4 of the RFP states The contractor shall conduct pre-installation site surveys/ship checks on designated ships and develop a detailed installation schedule detailing the installation, testing, and checkout phases of the effort. We respectfully request any PICO procedures requirements to ensure procedural compliance.
Answer: Offerors will not need pre-installation check out (PICO) procedure requirements for submission of proposals. Language from Statement of Work Section 3.2.2.4 has been changed to read “The contractor shall partner with the Government for pre-installation site surveys…” In addition, the Government will accompany any site survey.
14. Question: Section L, Cost Summary (iv)(a)(8) “Subcontractor/Consultant Costs, if proposed,” Page 110 states that Offerors shall state the planned subcontract type and pricing arrangement for each subcontractor.
For any proposed subcontractor without an approved accounting system, please clarify if a Time & Materials (T&M) or Firm Fixed Price, Level of Effort (FFP-LOE) pricing arrangement would be acceptable.
Answer: The Government does not determine the contract type used by subcontractors. Subcontracts can be T&M or FFP.
15. Question: Section L, Cost Summary (iv)(a)(4), “Annual Labor Escalation,” Page 107 states that if the Offerors proposed escalation rates based on its historical experience and rationale provided is not considered sufficient, the escalation rates specified in Section M will be used for the purpose of calculating the projected cost to the Government. Please clarify where these escalation rates are provided in Section M.
Answer: The escalation rate of 3.0% has been added to Section M, 3.7(i)(2).
16. Question: Section L, Cost Summary (iv)(a)(4), “Annual Labor Escalation,” Page 108 states that the Government estimated direct labor escalation rate over the contract period of performance is 3.0% per period. This rate is derived from Bureau of Labor Statistics (BLS). Section M, Section 3.7 Factor 4:
Price/Cost (Volume 4), subparagraph (i)(2)states that in the absence of Offeror-provided information to sufficiently justify why the proposed escalation rate is what the Offeror could realistically expect to experience during contract performance or Offeror’s furnished historical actual rates, the Government will compare the proposed escalation rate to the estimated direct labor escalation over the contract period of performance as derived by IHS Global Insight North America Long-Term Forecast rate for CEU6054130008 Architectural, Engineering, & Related Services. If the proposed escalation rate exceeds or equals the average Global Insight rate, the Government will accept the escalation rate as proposed for performance of the cost realism. Please clarify if the BLS rate of 3.0% and the average Global Insight rate are the same – meaning 3.0%. In addition, please provide additional information as to where to find the IHS Global Insight North America Long-Term Forecast rate for CEU6054130008 Architectural, Engineering, & Related Services.
Answer: The BLS rates are the default rates for direct labor costs. The IHS Global Insight rate is the default rate for labor escalation.
17. Question: Section L, Section 2.0 PROPOSAL FORMAT AND ORGANIZATION, subparagraph 2.4(D), Page 98 states that Volume 4 must contain the Requirements of Section K. If the Offeror has completed Certifications and Representations in SAM, can a statement be made to that effect and suffice the requirement for Section 2.0 PROPOSAL FORMAT AND ORGANIZATION, subparagraph 2.4(D)(ix) noted on Page 99?
Answer: No. A copy of the Certifications and Representations in SAM must be included in the proposal.
18. Question: Section 10.2, iv. a), 2), Labor Categories and Hours. Would the Government please provide the requirements for the non-key labor categories?
Answer: Attachment JS-6 defines the required hours and labor categories. The categories the Government cites come from eCRAFT. This system defines the requirements for labor categories. There are no key labor categories. There are key positions. The solicitation will not otherwise define education and experience requirements for non-key positions.
19. Question: Section L, 4.0 PROPOSAL SUBMISSION, Subparagraph 4.1 states that Offerors shall submit all proposal volumes via email and on DoD SAFE. Due to the proposal content and volume, an email submission will most likely require several emails due to size limitations. Therefore, please confirm if an email submission will be required in addition to the DOD SAFE submission.
Answer: In accordance with Section L, 4.1, please submit proposals via email and on DoD SAFE.
Historically, the DoD has imposed size limits on e-mails. Those limits are, unfortunately, somewhat unpredictable. Offerors are encouraged to use mail receipts or other methods to ensure their e-mail was received by the intended recipient.
20. Question: The Government provides the key position of LEAD FIELD ENGINEER, but this position is not listed in RFP, Page 106, Table Level of Effort Table by Contract Year. Can the Government provide clarification as to what labor category is to be used for the Lead Field Engineer key position?
Answer: Section L 7.2.1 has been updated with corrected labor category and eCRAFT labor category, from Engineer I (E1) to Engineer IV (E4), for Lead Field Engineer.
21. Question: The Government provides a level of effort for the base year and option years by labor category for offerors to propose. For pricing and staffing plan purposes, can the Government provide the breakout of regular time hours v. overtime hours?
Answer: The Government estimate was built without the use of overtime hours; however, this does not preclude Offerors from proposing overtime hours.
AMENDMENT 4
The purpose of this amendment is to:
1) Remove the following language from Section L, 10.0, Cost Summary, item 5, and from Section M, 3.7(d):
“A composite cap or maximum including all burdens applied to direct labor is considered preferable to individual rate caps or maximums.”
2) Correct Statement of Work 3.2.2.1 reference.
3) Extend the due date from 23 February 2023 to 10 April 2023.
4) Provide a response to questions.
Amendment 4 Q&A
1. Question: The key labor category, Lead Field Engineer – MK41 VLS eCraft Code E1, Engineer I, is titled as a deck plate supervisor who supervises senior and junior technicians in the completion of VLS life cycle support tasks in the scope of work for SOW items 3.2.1, 3.2.2, 3.2.3, 3.2.4, 3.2.5, and 3.2.6. These tasks performed by a Lead Field Engineer do not appear to fall under the exemption for Executive, Administrative, Professional, Computer & Outside Sales Employees under the Fair Labor Standards Act
(FLSA). To conform to the FLSA, request the government revise the labor matrix for the Lead Field Engineer from an exempt eCraft occupation code E1 to a non-exempt eCraft occupation code 30086. To maintain the desired hierarchical structure of the labor matrix, request the government redesignate the Senior Technician eCraft Code 30086 to eCraft code 30085.
Answer: The Government maintains Senior Technician eCRAFT code of 30086.
2. Question: May offerors include the OCI as part of Volume I as an Appendix?
Answer: Yes.
3. Question: May offerors include the Small Business Subcontracting Plan as part of Volume I as an Appendix?
Answer: In accordance with Section L 7.2, please include the Small Business Subcontracting Plan as an attachment.
4. Question: Section 3.2.6.1 states "Valves will need to be packaged and shipped IAW 3.3.3.", but there is not a section 3.3.3. Please clarify.
Answer: The language of Section 3.2.6.1 and CDRL A020 in the Statement of Work has been updated to read “Valves will need to be packaged and shipped IAW commercial vendor packaging requirements.”
5. Question: Would the Government please confirm offerors are not required to complete Blocks 17 and 18 of the DD Form 1423 as part of their submission?
Answer: Offerors are not to complete Blocks 17 and 18 of DD Form 1423. These are filled as “N/A” and “NSP” for not separately priced, respectively.
6. Question: Section 2 has the reference for the Hatch Drive Linkage inspection as: Procedure (AVP- 20140728-1J) SOW Section 3.2.1 says to perform using, (AVP-20140728-1F). Can the government please clarify which reference is correct?
Answer: Document AVP-20140728-1J is correct. Statement of Work 3.2.2.1 has been updated with the correct reference.
7. Question: The SOW calls out numerous references that are critical to execution. Will the government please provide the following documents.
- VLS MK 41 MODS 0/2/7/15/31 Technical Manual (SW394-AF-MMO-000/VLS REV 5 (with upcoming

- VLS Cell Hatch Adjustment Procedure (AVP-20180501
- PEOIWS 3.0 Memorandum Mk 41 VLS Deluge Valve Certification Program, May 29, 2018 (Memorandum 8391 Ser, IWS3/026)
- 86-2D (Mk 41 VLS Standing Instruction 86-2D “US Navy Mk 41 VLS Personnel Certification Program”, Required a certified System Maintenance Technicians (SMT) card Carrier for certain tasking (latest version) (submit document request to Contract Specialist identified in section G. a copy of the approved DD form 2345 must be submitted with request) Answer: Please see answer from Amendment 1 Question 1.
8. Question: As prescribed in DFARS 219.708(b)(1)(B), In contracts with contractors that have comprehensive subcontracting plans approved under the Test Program described in 219.702-70, including contracts using FAR part 12 procedures for the acquisition of commercial items, use the clause at 252.219- 7004, Small Business Subcontracting Plan (Test Program), instead of the clauses at 252.219-7003 , Small Business Subcontracting Plan (DoD Contracts), FAR 52.219-9, Small Business Subcontracting Plan, and FAR 52.219-16, Liquidated Damages—Subcontracting Plan, will the government incorporate DFARS 252.219-7004 Small Business Subcontracting Plan (Test Program) for those contractors holding a negotiated Comprehensive Small Business Subcontracting Plan?
Answer: A Comprehensive Small Business Subcontracting Plan is acceptable as long as it covers the requirement’s period of performance. It must be approved and signed by the Government.
9. Question: As prescribed in DFARS 219.708(b)(2), In contracts with contractors that have comprehensive subcontracting plans approved under the Test Program described in 219.702-70 , do not use the clause at FAR 52.219-16, Liquidated Damages–Subcontracting Plan, will the government remove FAR 52.219-16 Liquidated Damages-Subcontracting Plan for those companies holding a negotiated Comprehensive Small Business Subcontracting Plan?
Answer: If the Offeror with a Comprehensive Small Business Subcontracting Plans (Test Program) is the awardee, the appropriate clauses can be removed at time of award.
10. Question: Pg 116 of 123: DoD Comprehensive Small Business Subcontracting Plans (CSBSP) have pre-approved and negotiated goals and language with DCMA. As a result, these goals may be different than the DoD published subcontracting goals or the RFP requirements for a subcontracting plan, but have been accepted as meeting the requirements by DCMA. Will the government please confirm that a contractor with an approved CSBSP meets all requirements for L-219-H001 Submission of Small Business Subcontracting Plan?
Answer: The Offeror would need to identify which contracting officer Defense Contract Management Agency has designated to approve the Comprehensive Small Business Subcontracting Plans (Test Program) and would need to review the Comprehensive Small Business Subcontracting Plans (Test Program) as part of the proposal.
11. Question: L-219-H001 States, “...The plan shall include a five percent (5%) goal for small disadvantaged business concerns or a detailed explanation as to why the goal cannot be included in the plan.” Will the Government please confirm this clause should read, “...The plan shall include a five percent (5%) goal for small business concerns or a detailed explanation as to why the goal cannot be included in the plan.”?
Answer: The provision is correct as written in the solicitation.
12. Question: As per the government’s response to Amendment 3 Question 20, regarding the Key Lead Field Engineer (E4) position. Is it the government’s intention for the hours of the person filling this key position to come from the original Engineer I (E1) labor category which is 71,115 hours?
Answer: The Government’s intent is the hours for Key Lead Field Engineer (E4) position come from the corrected Senior Engineer (E4) labor category, which is 7,150 hours.
13. Question: SCA WDs are governed by the Department of Labor and contractors do not have a reliable way of forecasting changes to SCA WDs. To ensure our labor escalation estimates are fair and reasonable, can the Government clarify whether escalation should also be applied to labor categories listed on the Department of Labor (DOL) Wage Determination?
Answer: Escalation should be applied to labor categories listed on Department of Labor Wage Determinations.
14. Question: Based on the Government’s response to Question #20 as part of Amendment 003, which corrected the labor category and eCRAFT labor category, from Engineer I (E1) to Engineer IV (E4), for Lead Field Engineer, would the Government also please update the Labor Categories and Hours Table and the Level of Effort table in Section L 10.2?
Answer: The tables are correct as written in the solicitation.
15. Question: Statement of Work Section 3.2, Specific Requirements, Page 28, Para 3.2.5.6 states, “The contractor shall be certified in all the most recent version of standards required to fabricate, upgrade, inspect, and test Mk 41 VLS hardware at time of award.” Section L - Labor Categories and Hours lists all the labor categories to support the contract and does not call out a Bachelor of Science, Electrical Engineering to support electronic components in 3.2.5.2. Are sites required to have certification to overhaul and test electronic components or are individuals required to have certifications to support electronic assembly, overhaul, and testing of components listed in para 3.2.5.2?
Answer: The individual needs to be certified.
16. Question: Amendment 0002 now provides detailed labor categories and hours directly related to ISEA support and waterfront activities. If individuals require certification, would the Government provide a 45 day extension to the due date?
Answer: The Government extends the due date by 45 days, from 23 February 2023 to 10 April 2023.
