Amendment 4 Q&A

1. Question: The key labor category, Lead Field Engineer – MK41 VLS eCraft Code E1, Engineer I, is titled as a deck plate supervisor who supervises senior and junior technicians in the completion of VLS life cycle support tasks in the scope of work for SOW items 3.2.1, 3.2.2, 3.2.3, 3.2.4, 3.2.5, and 3.2.6. These tasks performed by a Lead Field Engineer do not appear to fall under the exemption for Executive, Administrative, Professional, Computer & Outside Sales Employees under the Fair Labor Standards Act (FLSA). To conform to the FLSA, request the government revise the labor matrix for the Lead Field Engineer from an exempt eCraft occupation code E1 to a non-exempt eCraft occupation code 30086. To maintain the desired hierarchical structure of the labor matrix, request the government redesignate the Senior Technician eCraft Code 30086 to eCraft code 30085.

Answer: The Government maintains Senior Technician eCRAFT code of 30086.

2. Question: May offerors include the OCI as part of Volume I as an Appendix?

Answer: Yes.

3. Question: May offerors include the Small Business Subcontracting Plan as part of Volume I as an Appendix?

Answer: In accordance with Section L 7.2, please include the Small Business Subcontracting Plan as an attachment.

4. Question: Section 3.2.6.1 states "Valves will need to be packaged and shipped IAW 3.3.3.", but there is not a section 3.3.3. Please clarify.

Answer: The language of Section 3.2.6.1 and CDRL A020 in the Statement of Work has been updated to read “Valves will need to be packaged and shipped IAW commercial vendor packaging requirements.”

5. Question: Would the Government please confirm offerors are not required to complete Blocks 17 and 18 of the DD Form 1423 as part of their submission?

Answer: Offerors are not to complete Blocks 17 and 18 of DD Form 1423. These are filled as “N/A” and “NSP” for not separately priced, respectively.

6. Question: Section 2 has the reference for the Hatch Drive Linkage inspection as: Procedure (AVP- 20140728-1J) SOW Section 3.2.1 says to perform using, (AVP-20140728-1F). Can the government please clarify which reference is correct?

Answer: Document AVP-20140728-1J is correct. Statement of Work 3.2.2.1 has been updated with the correct reference.

7. Question: The SOW calls out numerous references that are critical to execution. Will the government please provide the following documents.

- VLS MK 41 MODS 0/2/7/15/31 Technical Manual (SW394-AF-MMO-000/VLS REV 5 (with upcoming

CAN 6A)

- VLS Cell Hatch Drive Linkage Inspection and Adjustment Procedure (AVP-20140728-1j)

- VLS Cell Hatch Adjustment Procedure (AVP-20180501

- PEOIWS 3.0 Memorandum Mk 41 VLS Deluge Valve Certification Program, May 29, 2018 (Memorandum 8391 Ser, IWS3/026)

- 86-2D (Mk 41 VLS Standing Instruction 86-2D “US Navy Mk 41 VLS Personnel Certification Program”, Required a certified System Maintenance Technicians (SMT) card Carrier for certain tasking (latest version) (submit document request to Contract Specialist identified in section G. a copy of the approved DD form 2345 must be submitted with request) Answer: Please see answer from Amendment 1 Question 1.

8. Question: As prescribed in DFARS 219.708(b)(1)(B), In contracts with contractors that have comprehensive subcontracting plans approved under the Test Program described in 219.702-70, including contracts using FAR part 12 procedures for the acquisition of commercial items, use the clause at 252.219- 7004, Small Business Subcontracting Plan (Test Program), instead of the clauses at 252.219-7003 , Small Business Subcontracting Plan (DoD Contracts), FAR 52.219-9, Small Business Subcontracting Plan, and FAR 52.219-16, Liquidated Damages—Subcontracting Plan, will the government incorporate DFARS 252.219-7004 Small Business Subcontracting Plan (Test Program) for those contractors holding a negotiated Comprehensive Small Business Subcontracting Plan?

Answer: A Comprehensive Small Business Subcontracting Plan is acceptable as long as it covers the requirement’s period of performance. It must be approved and signed by the Government.

9. Question: As prescribed in DFARS 219.708(b)(2), In contracts with contractors that have comprehensive subcontracting plans approved under the Test Program described in 219.702-70 , do not use the clause at FAR 52.219-16, Liquidated Damages–Subcontracting Plan, will the government remove FAR 52.219-16 Liquidated Damages-Subcontracting Plan for those companies holding a negotiated Comprehensive Small Business Subcontracting Plan?

Answer: If the Offeror with a Comprehensive Small Business Subcontracting Plans (Test Program) is the awardee, the appropriate clauses can be removed at time of award.

10. Question: Pg 116 of 123: DoD Comprehensive Small Business Subcontracting Plans (CSBSP) have pre-approved and negotiated goals and language with DCMA. As a result, these goals may be different than the DoD published subcontracting goals or the RFP requirements for a subcontracting plan, but have been accepted as meeting the requirements by DCMA. Will the government please confirm that a contractor with an approved CSBSP meets all requirements for L-219-H001 Submission of Small Business Subcontracting Plan?

Answer: The Offeror would need to identify which contracting officer Defense Contract Management Agency has designated to approve the Comprehensive Small Business Subcontracting Plans (Test Program) and would need to review the Comprehensive Small Business Subcontracting Plans (Test Program) as part of the proposal.

11. Question: L-219-H001 States, “...The plan shall include a five percent (5%) goal for small disadvantaged business concerns or a detailed explanation as to why the goal cannot be included in the plan.” Will the Government please confirm this clause should read, “...The plan shall include a five percent (5%) goal for small business concerns or a detailed explanation as to why the goal cannot be included in the plan.”?

Answer: The provision is correct as written in the solicitation.

12. Question: As per the government’s response to Amendment 3 Question 20, regarding the Key Lead Field Engineer (E4) position. Is it the government’s intention for the hours of the person filling this key position to come from the original Engineer I (E1) labor category which is 71,115 hours?

Answer: The Government’s intent is the hours for Key Lead Field Engineer (E4) position come from the corrected Senior Engineer (E4) labor category, which is 7,150 hours.

13. Question: SCA WDs are governed by the Department of Labor and contractors do not have a reliable way of forecasting changes to SCA WDs. To ensure our labor escalation estimates are fair and reasonable, can the Government clarify whether escalation should also be applied to labor categories listed on the Department of Labor (DOL) Wage Determination?

Answer: Escalation should be applied to labor categories listed on Department of Labor Wage Determinations.

14. Question: Based on the Government’s response to Question #20 as part of Amendment 003, which corrected the labor category and eCRAFT labor category, from Engineer I (E1) to Engineer IV (E4), for Lead Field Engineer, would the Government also please update the Labor Categories and Hours Table and the Level of Effort table in Section L 10.2?

Answer: The tables are correct as written in the solicitation.

15. Question: Statement of Work Section 3.2, Specific Requirements, Page 28, Para 3.2.5.6 states, “The contractor shall be certified in all the most recent version of standards required to fabricate, upgrade, inspect, and test Mk 41 VLS hardware at time of award.” Section L - Labor Categories and Hours lists all the labor categories to support the contract and does not call out a Bachelor of Science, Electrical Engineering to support electronic components in 3.2.5.2. Are sites required to have certification to overhaul and test electronic components or are individuals required to have certifications to support electronic assembly, overhaul, and testing of components listed in para 3.2.5.2?

Answer: The individual needs to be certified.

16. Question: Amendment 0002 now provides detailed labor categories and hours directly related to ISEA support and waterfront activities. If individuals require certification, would the Government provide a 45 day extension to the due date?

Answer: The Government extends the due date by 45 days, from 23 February 2023 to 10 April 2023.
