FY23 MCON P-209 – DRY DOCK 3 REPLACEMENT,
JOINT BASE PEARL HARBOR-HICKAM, HAWAII
Your feedback is important. Please respond to the following questions:
1. Based on your review of the portion of the P-209 35% drawings released for Industry feedback: What project components do you see as particularly challenging or difficult? Please explain why you feel they are particularly challenging or difficult.
2. Based your review of the portion of the P-209 35% drawings released for Industry feedback: Do you see opportunities for improvement or innovation with respect to?
a. Design revisions that could provide more efficient contractor means or methods of construction.
b. Dredging and excavation sequencing that would provide for more efficient use of material.
c. Provision of temporary utilities (particularly in regard to power demand).
d. Security restrictions, badging, and transport. Particularly in regard to delivery of materials through the base.
e. Given that laydown area is limited to Waipio Peninsula, do you see any issues establishing an offloading and storage area for the proposed material stockpile and/or precast yard?
f. Regulatory limitations. It is anticipated that silt curtains will be required for dredge activities. Potential Munitions and Explosives of Concern (MEC) handling will require some limitations on dredge timing. Do these standard or other limitations appear to be a major time constraint on construction?
g. Do you foresee constructability issues in regard to the precast elements for lifting or fabrication?
h. Are you aware of any severe shortages of material expected to be used for this construction?
i. Movement of materials and pre-constructed segments to laydown areas and the construction site.
j. Barge or on-water storage.
k. Schedule improvements.
l. Procurement strategies that will reduce cost, schedule, and/or risk.
3. Based on your review of the portion of the P-209 35% drawings released for Industry feedback: The current assumption for parking is that there will be a need for up to 300 stalls between the work crews and management compound. Does this appear reasonable? If not, please indicate the minimum number of parking stalls you envision in support of construction operations (for the following conditions)?
a. Total for all contractor staff.
b. On the construction site, or area immediately adjacent to the construction site.
c. At locations away from the construction site, where personnel will be transported via ferry to the construction site.
4. Based on your review of the portion of the P-209 35% drawings released for Industry feedback: Do you see opportunities for improvement or innovation with respect to transport of construction personnel?
a. What is most beneficial method for transporting personnel and why?
b. What difficulties do you see transporting personnel, and what is the best way to mitigate those issues?
c. Due to the project complexity and size, are there any recommendations to mitigate traffic impacts? i.e. minimizing/avoiding a bottleneck scenario?
d. Number of barges (equipment barges, material barges, storage barges, etc.) permitted in the Harbor.
5. Based on your review of the portion of the P-209 35% drawings released for Industry feedback:
a. What is the minimum area required for construction laydown (including equipment and construction and material staging, manufacturing, and storage)?
b. What qualities or infrastructure are needed for construction laydown (i.e. utilities, power, security, loading/unloading structure)?
c. Given the potential constraints at Waipio Peninsula, what is the optimum area you envision for construction laydown (including equipment and construction and material staging and storage)?
6. Based on your review of the portion of the P-209 35% drawings released for Industry feedback: What portions of construction would you suggest being completed prior to the March 2023 construction start date?
