The amendment incorporates revisions to several paragraphs in the subcontracting plan template, including modifications to language about subcontract solicitations, reporting thresholds, and documentation of outreach efforts to various small business categories.
The solicitation was originally issued on 23 September 2025, with this being the fifth amendment, dated 16 October 2025. The primary Navy contacts are Kori-Ann Tanaka and Bryson Lum. The amendment responds to multiple Request for Information (RFI) questions received by 10 October 2025, each resulting in updates to the Small Business Subcontracting Plan template to ensure compliance with current federal regulations.
