About this file

This document is an Amendment (0002) to a Navy solicitation for Architect-Engineer Services for the Comprehensive Long-Term Environmental Action Navy (CLEAN VII) contract. The solicitation (N62742-25-R-1800) is for Naval Facilities Engineering Systems Command Pacific, with a proposed contract value of $980M. The amendment addresses two Request for Information (RFI) questions regarding project qualification criteria for Criterion 1 (Specialized Recent Relevant Experience/Technical Competence).

Key changes include clarifying that for submittal purposes, a project must be a stand-alone contract or a single contract task order under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract, and that an entire IDIQ contract will not be considered a relevant project. The amendment also revises the project submission requirements, specifying that offerors must provide a maximum of ten recent, relevant projects, including a minimum of one to two projects involving Per- and Polyfluoroalkyl (PFAS) substances and a minimum of one to two projects involving munitions response investigation.

AMENDMENT 0002 - DATED 01 OCTOBER 2025

Synopsis: N62742-25-R-1800 Original Synopsis Issuance Date: 23 September 2025 Amendment 0001 Issuance Date: 26 September 2025 Navy Primary Contact: Kori-Ann Tanaka, koriann.k.tanaka.civ@us.navy.mil Navy Secondary Contact: Bryson Lum, bryson.s.lum.civ@us.navy.mil

SUBJECT: ARCHITECT-ENGINEER SERVICES FOR COMPREHENSIVE LONG-TERM

ENVIRONMENTAL ACTION NAVY (CLEAN VII) FOR NAVAL FACILITIES

ENGINEERING SYSTEMS COMMAND PACIFIC

The purpose of this amendment is to make the following changes and answer Request for Information (RFI) as follows:

1. N62742-25-R-1800 CLEAN VII Synopsis Revision 2 replaces the CLEAN VII Synopsis Revision 1 posted on 26 September 2025.

2. RFIs received as of 30 September 2025, 1200 HST

Question 4: Criterion 1 (Specialized Recent Relevant Experience/Technical Competence) states the following: “For submittal purposes, a project must be a stand-alone contract, or a single contract task order under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract.” In the most recent CLEAN procurements for NAVFAC Atlantic and NAVFAC SW, a single task order on an IDIQ contract, an entire IDIQ contract, or a standalone contract were considered a project. Will the government consider allowing an entire IDIQ contract in Criterion 1 so that the prime firm and proposed team subcontractors can demonstrate their ability to successfully complete multiple large and small task orders under this proposed $980M CLEAN contract.

This addition also aligns Criterion 1 with enterprise-wide standards and enhances the Navy’s evaluation of a contractor's specialized experience and technical competence?

Answer 4: For submittal purposes, a project must be a stand-alone contract, or a single contract task order under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. An IDIQ contract will not be considered a relevant project under Criterion 1.

Question 5: Criterion 1 (Specialized Recent Relevant Experience/Technical Competence) states the following: “Provide a maximum of ten (10) recent, relevant projects, of which a minimum of one (1) but no more than two (2) projects involving Per- and Polyfluoroalkyl (PFAS) and one (1) munitions response program project.”

Please confirm that the requirement is a minimum of one (1) munitions response program project.

Answer 5: Revised for clarity as follows:

“Provide a maximum of ten (10) recent, relevant projects, of which a minimum of one

(1) but no more than two (2) projects involving Per- and Polyfluoroalkyl (PFAS) and a minimum of one (1) but no more than two (2) projects involving munitions response investigation.”
