About this file

This document is an Amendment to a Navy solicitation for Architect-Engineer Services for Comprehensive Long-Term Environmental Action Navy (Clean VII) for Naval Facilities Engineering Systems Command Pacific. The amendment, dated 15 October 2025, addresses several Request for Information (RFI) questions related to the solicitation N62742-25-R-1800, with key focus areas including System for Award Management (SAM) registration requirements during a potential government shutdown and proposed changes to the Small Business Subcontracting Plan template.

Notable details include guidance for offerors experiencing SAM registration issues during a government shutdown, with instructions to take screenshots, submit Federal Service Desk incident tickets, and notify Navy contacts. The amendment also includes multiple questions about modifying subcontracting plan language to comply with current Federal Acquisition Regulation (FAR) requirements, though most proposed changes were deferred to a later amendment. The solicitation maintains the current SF330 submissions due date of October 30, 2025, at 1400 HST, with a commitment to post any potential deadline extensions on SAM.gov.

Once approved and implemented, plans will be monitored through the submission of periodic reports, and/or, as time and availability of funds permit, periodic visits to review subcontracting program progress.
