About this file

This document is an Amendment (0001) to a Navy solicitation for Architect-Engineer Services for the Comprehensive Long-Term Environmental Action Navy (CLEAN VII) for Naval Facilities Engineering Systems Command Pacific, synopsis N62742-25-R-1800. The amendment addresses three key Request for Information (RFI) questions: (1) clarifying A-E firm registration requirements, which mandate that firms must provide proof of legal eligibility to practice architecture or engineering; (2) explaining page limitations for submission of past performance information, specifying that four pages for Criterion 4 are not counted in the 10-page section limit; and (3) addressing potential impacts of a possible government shutdown on October 1, with the government indicating they will consider questions received before that date and potentially extend submission response dates if a prolonged shutdown occurs.

AMENDMENT 0001 - DATED 26 SEPTEMBER 2025

Synopsis: N62742-25-R-1800 Original Synopsis Issuance Date: 23 September 2025 Navy Primary Contact: Kori-Ann Tanaka, koriann.k.tanaka.civ@us.navy.mil Navy Secondary Contact: Bryson Lum, bryson.s.lum.civ@us.navy.mil

SUBJECT: ARCHITECT-ENGINEER SERVICES FOR COMPREHENSIVE LONG-TERM

ENVIRONMENTAL ACTION NAVY (CLEAN VII) FOR NAVAL FACILITIES

ENGINEERING SYSTEMS COMMAND PACIFIC

The purpose of this amendment is to make the following changes and answer Request for Information (RFI) as follows:

1. N62742-25-R-1800 CLEAN VII Synopsis Revision 1 replaces the original synopsis posted on 23 September 2025.

2. RFIs received as of 25 September 2025, 1200 HST

Question 1: Does the Prime need to have AE registration or can a AE registered subcontractor fill the requirement?

Answer 1: CLEAN VII Synopsis Revision 1 addresses this question as follows in section SF 330 SUBMISSION REQUIREMENTS:

“In accordance with FAR 36.601-4(b), contracts for architect-engineer services may only be awarded to firms permitted by law to practice the professions of architecture or engineering. Firms must submit proof that they are permitted by law as required by FAR 36.601-4(b). If a firm is in a jurisdiction that requires A-E firm registration, the firm must provide proof of registration. If a firm is in a jurisdiction that does not require A-E firm registration, the firm must provide proof eligibility to practice (e.g., a summary explaining eligibility under the laws of that jurisdiction). Failure to submit the required proof could result in a firm’s elimination from consideration.”

Question 2: Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Criterion 1 Specialized Experience. Firms may also address any adverse past performance issues. Information shall not exceed four (4) single-sided pages or two (2) double-sided pages in total.

a) Please confirm that the phrase “past performance issues” applies only to the Criterion 1 projects.

b) Please confirm that the 4 pages in question are outside of the 10-page limit specified for Section H (that is, those pages are not included in the 10 pages for Section H).

Answer 2a: The referenced "past performance issues" applies to Criterion 1 Specialized Experience.

Answer 2b: The page limitation set for Criterion 4 has been revised in the Synopsis Revision 1 as follows:

“Information shall not exceed four (4) single-sided pages or two (2) double-sided pages in total and will not be considered as part of the page limitation set forth in the SF 330 SUBMISSION REQUIREMENTS section of this announcement and shall be clearly marked as pertaining to Criterion 4, Past Performance on Relevant Contracts.”

The section for SF 330 SUBMISSION REQUIREMENTS is also revised for clarity as follows:

“Should more than ten (10) single-sided or five (5) double-sided pages be submitted for Part I, Section H, the information contained in the pages exceeding this limitation will not be considered.”

Question 3: We understand that there is the possibility of a government shutdown on October 1. If the shutdown were to affect the government’s ability to respond to questions, would the government consider providing answers to any questions received prior to October 1?

Answer 3: If there is a government shut down, it may affect the ability to respond to questions. The government will consider questions received prior to October 1, however the timing of any responses depends on the nature of the question, when it is received, and whether there is a government shut down. If a prolonged government shut down occurs, the government may consider extending the submission response date accordingly.
