About this file
This document is a Request for Proposal (RFP) for a Comprehensive Long-Term Environmental Action, Navy (CLEAN) contract with solicitation number N62742-25-R-1800. The contract will be a Cost-Plus-Fixed Fee (CPFF), Indefinite Quantity-Indefinite Delivery (IDIQ) type, supporting the Navy's Environmental Program through environmental technical and engineering services primarily focused on Environmental Restoration (ER) projects under CERCLA, including assessment of sites with emerging contaminants for Naval Facilities Engineering Systems Command Pacific (NAVFAC Pacific).
Services will encompass a broad range of environmental investigations and support, including site assessments, field investigations, risk assessments, remedial design, construction oversight, and reporting for various environmental programs. These may involve evaluating sites with contaminants, Munitions and Explosives of Concern (MEC), General Radioactive Material (G-RAM), and supporting programs like Underground Storage Tank management and Resource Conservation and Recovery Act (RCRA) compliance. The contract requires all work to be performed in accordance with numerous federal, state, and local regulations, with field crews comprised of U.S. citizens due to the sensitive military property locations involved.

MEC investigation services may include methodologies for anomaly avoidance, geophysical surveys and classification, MEC detection, clearance, removal and safety, including preparation of Explosive Safety Submittals (ESS).
Services may also include evaluating sites impacted with General Radioactive Material (G-RAM). The stages of investigation done for G-RAM sites include (but are not limited to) Historic Site Assessment (HSA), Scoping Survey, Characterization Survey, Remedial Action Support Survey, and Final Status Survey, done in accordance with guidance under the Multi-Agency Radiation Survey and Site Investigation Manual (MARSSIM).
The required services may also include environmental and engineering services to support various other DoD programs such as: Underground Storage Tank; Subsurface Oil Recovery; Asbestos Abatement;
Resource Conservation and Recovery Act (RCRA) and development and maintenance of the Navy Installation Restoration Information System (NIRIS); Electronic Data Management System (EDMS); web page development and maintenance; Geographic Information System (GIS) and graphic support.
