About this file
This is Notice No. 7, a pre-proposal questions and answers document dated February 3, 2025, for RFP N62742-25-R-1311 regarding an Aircraft Maintenance Support Facility at Royal Australian Air Force Base Tindal, Australia. The document is issued by the Department of the Navy, Naval Facilities Engineering Systems Command, Pacific.
The notice addresses a single question regarding Site Safety and Health Officer (SSHO) qualifications. NAVFAC confirms that a Certificate IV in Work Health and Safety meets the minimum qualification requirements for the SSHO role, consistent with EM 385-1-1 Section 01.A.17 specifications. This qualification standard aligns with a previous similar determination made for a Darwin solicitation. The document notes that this information is provided for information only and does not constitute a change to the RFP unless amended via Standard Form 30.

Notice No. 7
3 February 2025
PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-25-R-1311
FY22 MCAF PAF180400, AIRCRAFT MAINTENANCE SUPPORT FACILITY, ROYAL
AUSTRALIAN AIR FORCE BASE TINDAL, AUSTRALIA
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
NOTICE NO. 7 DATED 03 FEBRUARY 2025:
24. Background: The SSHO and Alternate SSHO must have the required training, experience, and qualifications in accordance with EM 385-1-1 Section 01.A.17, and all associated sub-paragraphs.
We note that suitably experienced project Site Safety Officers performing such roles on similar size and scale projects in Australia can have a number of different safety qualifications in Australia to perform Site Safety and Health Officer roles including Certificate IV in Work Health and Safety.
Queston - Can NAVFAC confirm if a proposed SSHO role can have a minimum qualification of a Certificate IV in Work Health and Safety that will satisfy this specification minimum qualification requirement?
(We note here also that the answer to the Darwin solicitation recently was an affirmative – allowing the cert IV would meet the minimum requirement equivalent to EM385 specification).
ANSWER:
Yes, the SSHO Cert level 4 meets the minimum criteria in relation to SSHO credentials.
