About this file

This is Notice No. 3 dated December 18, 2024, containing pre-proposal questions and answers for RFP N62742-25-R-1311 regarding an Aircraft Maintenance Support Facility at Royal Australian Air Force Base Tindal, Australia.

The document addresses several technical and administrative questions. For steel surface treatment requirements, all external canopies and internal steel members should be Hot-Dip Galvanized (HDG), including connection brackets fixed to masonry, as specified in section 05 12 00. Regarding proposal submission requirements, bidders are directed to Amendment No. 0002 for electronic submission instructions. For structural connections, the document confirms that the apex connection on drawing S503 can be updated to allow bolted end plate connections, and the truss shown on drawing S502 can be spliced at approximately third points (3 pieces of ~5600mm) to facilitate transportation. Updated drawings for these modifications will be provided in a forthcoming amendment.

PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-25-R-1311

FY22 MCAF PAF180400, AIRCRAFT MAINTENANCE SUPPORT FACILITY, ROYAL

AUSTRALIAN AIR FORCE BASE TINDAL, AUSTRALIA

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

RESPONSES DEFERRED FROM NOTICE NO. 2 DATED 16 DECEMBER 2024

3. We Note S51 on DRG S-002 nominates PUR3 which is a 3-Coat System, this was changed to HDG on two other NAVFAC Projects at Tindal & Darwin.

Please Clarify the surface treatment requirements for the following.

• Internal Concealed Steelwork

• Internal Exposed Steelwork

• External Exposed Steelwork

ANSWER: All steel for the external canopies and internal steel members should be HDG including the connection bracket fixed to the masonry per specification 05 12 00, paragraph 2.5.

Applying an architectural finish to the HDG exposed steel work is avoided to prevent an ongoing regular maintenance process of repainting, as the HDG process provides the required corrosion protection to the exposed steel work in the first place in this building’s location. Updated drawings will be available in a forthcoming amendment.

5. Please revise the proposal delivery requirement of hard copies to electronic copy only.

Pricing for these proposals comes in at the last hour and it is extremely difficult to provide the government with the best price when a hard copy is required.

ANSWER: Please refer to Amendment No. 0002 for instructions on electronic proposal submissions.

6. Please revise the proposal delivery requirement of hard copies to electronic copy first with a hard copy to follow within 5 days of the proposal due date. Pricing for these proposals comes

Can a bolted end plate connection be considered to ease transportation?

ANSWER: Confirm, apex connection can be updated on drawing S503. An updated drawing will be available in a forthcoming amendment.

9. Referencing Drawing S502, can the truss be spliced with a bolted connection to ease transportation issues?

ANSWER: Confirm, truss can be spliced at approx. third points (i.e. 3 pieces approx.. 5600mm long). S501 has the splice detail already on it. Drawing S502 to be updated to show splice locations in a forthcoming amendment.
