PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-25-R-1311
FY22 MCAF PAF180400, AIRCRAFT MAINTENANCE SUPPORT FACILITY, ROYAL
AUSTRALIAN AIR FORCE BASE TINDAL, AUSTRALIA
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
3. We Note S51 on DRG S-002 nominates PUR3 which is a 3-Coat System, this was changed to HDG on two other NAVFAC Projects at Tindal & Darwin.
Please Clarify the surface treatment requirements for the following.
• Internal Concealed Steelwork
• Internal Exposed Steelwork
• External Exposed Steelwork
ANSWER: Response deferred.
4. We would like to request a 4-week extension to the proposal response due date to the major holidays in the USA and Australia included in the solicitation’s proposal development period.
ANSWER: Amendment no. 0001 extends the proposal closing date.
5. Please revise the proposal delivery requirement of hard copies to electronic copy only.
Pricing for these proposals comes in at the last hour and it is extremely difficult to provide the government with the best price when a hard copy is required.
6. Please revise the proposal delivery requirement of hard copies to electronic copy first with a hard copy to follow within 5 days of the proposal due date. Pricing for these proposals comes in at the last hour and it is extremely difficult to provide the government with the best price when a hard copy is required.

7. The RFI at 52.228-1 states that failure to furnish a bid bond “may” result in rejection.
I note that SF24 require a US Treasury Approved Corporate Surety, SF28 requires individual Sureties to be US Citizens. For Australian Corporations and Australian Citizens, will bids be considered that are not accompanied by a Bid Bond? We will not be in a position to provide a bid guarantee on this project, but are interested in tendering the opportunity.
Would appreciate some clarity around the “may” wording.
ANSWER: See FAR 28.101-4 Noncompliance with bid guarantee requirements.
8. Referencing Drawing S503, detail A1 shows a ridge connection: “Mitre cut and FSBW R1 members at ridge. Provide 12 PL stiffeners to full flange depth both sides of web, 6 CFW all round”.
Can a bolted end plate connection be considered to ease transportation?
9. Referencing Drawing S502, can the truss be spliced with a bolted connection to ease transportation issues?
10. There appears to be a type of the SF1442 form. The last data entry position on page 4 asks for the TOTAL OF CLINS 0001 through 0006. Should this read 0001 through 0002?
ANSWER: Amendment no. 0001 revises the Price Proposal Schedule.
