About this file

This document is an indirect rate ceiling attachment (JH-2) for the Navy Expeditionary Forces Regional Contract (NEFRSC) II solicitation. It provides a template for offerors to submit proposed indirect rate ceilings, including fringe benefits, labor overhead, material overhead, and general and administrative rates, for the base period and each option period of the contract. The attachment specifies that the proposed indirect rate ceilings will be incorporated into the contract and represent the maximum rates that may be charged. Offerors are instructed to list their proposed indirect rate pools and allocation bases consistent with their estimating/accounting systems. The document also includes a provision for an incentive fee ceiling percentage that shall remain constant throughout the contract. The key details of the related federal contract opportunity indicate it is a solicitation to provide support services to various Department of Defense components in Southeast Asia, South Asia, and Oceania, including humanitarian assistance, civic assistance, construction projects, and contingency efforts.

* Indirect rate pools and allocation bases listed above are EXAMPLES ONLY. Offeror shall list indirect rate pools and allocation bases consistent with its estimating/accounting system.
** The proposed Incentive Fee Ceiling Percentage shall be effective for the Base Period, all subsequent Option Periods, and Service Extension. The Incentive Fee Ceiling Percentage(%) shall remain constant and shall not fluctuate from period
to period.
Note 1 - Offerors shall enter their proposed indirect rates (Prime, JV Partners, all Cost Reimbursement Subcontractors > $2M per year, etc.) utilized in pricing of the proposal, and indicate the application base to which each indirect rate is applied.
Note 2 - The Government is seeking to establish maximum or ceiling rates for the Prime, JV Partners, Subcontractors > $2M per year, and all Cost Reimbursement Subcontractors. Offerors should identify their proposed ceiling rates applicable to the various contract
periods during contract performance. The indirect rates and incentive fee rate as detailed in this Attachment JH-2 will be incorporated into the contract and will establish ceiling rates for the Contractor’s indirect rate pools. Any amount incurred by the Contractor
above the ceiling rate shall be unallowable unless otherwise authorized by the Contracting Officer.
Note 3 - The ceiling rates represent the maximum indirect rates and incentive fee rate that may be charged on any effort performed under the contract. Should actual indirect rates experienced during performance of the contract be lower than those shown on this
Attachment JH-2, the actual rates will be charged.
