Reference (page #, etc.) RFP Section (s) PWS Section (s) Question Government Response

Date Rec'd Annex

PWS Section Revised A m en dm en t#

Corporate Experience Contract Value

Section L and M for Factor 2 N/A

Please confirm that $4 million is the correct threshold.

In section L, it says:

The five (5) projects submitted for Factor 2 – Corporate Experience, must also be submitted for Factor 1 – Past Performance.

The additional five (5) recent relevant projects must have a value of $4 million or more per year, may be cost-type or firm-fixed price, multi-function and performed in remote locations outside of the U.S

In Section M, it says:

Five recent relevant cost-type, multi-function support service contracts, performed in remote locations outside of the U.S. with a value of $15 million or more per year.

The $4 million threshold is only applicable to "the additional five (5) recent relevant projects" submitted for Factor 1 - Past Performance.

For Factor 2 - Corporate Experience, refer to RFP Section L, "The Offeror shall complete and submit Attachment JL-6, Corporate Experience Worksheet identifying a total of five (5) recent relevant projects that are cost-type, multi-function support service contracts, performed in remote locations outside of the U.S. with a value of $15 million or more per year."

For Factor 1 - Past Performance, refer to RFP Section L, "The five (5) projects submitted for Factor 2 – Corporate Experience, must also be submitted for Factor 1 – Past Performance.

The additional five (5) recent relevant projects must have a value of $4 million or more per year, may be cost-type or firm-fixed price, multi-function and performed in remote locations outside of the U.S."

EMR, TCR and DART Safety Metrics

Factor 5 - Safety N/A

Factor 5, Safety requires offerors to provide DART and TCR rates.

Since both of these rates are self-reported and open to manipulation, will the Government consider also requiring offerors to provide their Experience Modification Rating (EMR)? The EMR is calculated by insurance companies, not self-reported by the Offeror.

No, offers will not be required to provide their EMR. DART and TRC are not to be confused with EMR, as only the U.S. uses EMR (primarily for insurance purposes).

3/8/2024 N/A N/A N/A

3 Quality Management System

Section L.6, Factor 5, Safety, Item 4 N/A

The last sentence of Item 4, Safety, states "The Quality Management System submission is limited to ten (10) single-sided pages." There is no other reference in Section L.6 to a Quality Management System.

Can the Government please confirm that there is no requirement for Offeror's to discuss a Quality Management System in their proposals?

Confirmed there is no requirement for Quality Management System.

Amendment 0002 has removed the sentence "The Quality Management System submission is limited to ten (10) single sided pages."

3/8/2024 N/A N/A 0002

4 Proposal Adequacy Checklist

Clause Incorporated by Reference 252.215-7009

N/A

Can the Government please specify whether or not a Proposal Adequacy Checklist is required? If it is required, where in the proposal should it be provided?

Proposal Adequacy Checklist is not a submission requirement of the RFP. DFARS 252.215-7009 is included in the RFP by reference to facilitate submission of a thorough, accurate, and complete proposal.

Per DFARS 252.215-7009, Offerors shall complete the Proposal Adequacy Checklist when preparing their proposals.

5 Earned Value Management System

Under part (5) Contractor Business Systems and Cost Accounting Standards (CAS)

N/A

The referenced section states that "Earned Value Management Systems (EVMS) is not applicable;" however, clause incorporated by reference 252.234-7002 Earned Value Management System is included in the RFP. Can the Government please confirm that EVMS is not a requirement?

In accordance with the RFP, Section L.6, Volume I - Cost Proposal, Under Part (5) Contractor Business Systems and Cost Accounting Standards (CAS), Contractor Business Systems, the RFP does not require the submission of the date, results, and the reporting Government office for the most recent reviews performed of the Earned Value Managment Systems (EVMS) in proposals.

However, DFARS 252.234-7002 will remain in the contract. For additional information, see the DFARS prescription and clause.

3/8/2024 N/A N/A N/A

8 Proposal Due Date Section L.1 N/A Will the Government consider extending the proposal due date to 4/26 due to the size a volume of pages?

No, this requirement will not change. 3/8/2024 N/A N/A N/A

10 Laundry Service N/A J-1000000-03

Laundry service is usually measured in pounds, not number of articles.

15 pieces of clothing could be 5 to 10 lbs, depending on bulk. Would the USG consider changing to a pounds per person per week?

No. This requirement, Annex 1000000 Spec Item 3.5.4 will not change. 3/15/2024 1000000 N/A N/A

11 Integrated Solid Waste Program N/A J-1503000-03

The Workload indicates quantities for Collection, Disposal and containers for the Contractor Provided Warehouse Space, but only requires containers for the project sites. Is it the Government's intent that collection and disposal for the project sites is not part of the Contractor's responsibility (containers only)?

No. Annex 1503000 Spec Item 3.1 Integrated Solid Waste Collection and Annex 1503000 Spec Item 3.2 Integrated Solid Waste Disposal, for remote project sites are also the Contractor's responsibility.

Amendment 0002 includes "Remote Project Sites per Annex 1, spec item 1.3 to be funded with project funding" in Spec Items 3.1 and 3.2, for each detail location.

Annexes 0200000 1000000 1501000 1503000 1503020 1700000

How does the USG intend for the contractor to price "unspecified" workload? If so, on what basis do we provide pricing?

Additionally, It is difficult to estimate "General Conditions" support / staffing without a basis.

Suggestion is to include a plug number or some indicator of workload.

Specific area are:

Annex 0200000, Contingency Exercise Support indicates 10/yr and Site Surveys 5/yr, but without scope.

Annex 1000000, Construction Material indicates project dependent.

What are we supposed to price?

Annex 1501000, Facilities Management is all "Project Dependent" with no workload indicated.

Annex 1503000, There is a requirement for Solid Waste Containers for project sites, but workload indicates project dependent with no indicator of level of effort.

Annex 1503020, States pest control is required for project site but provides no level of effort (i.e. average acreage/square footage).

Annex 1700000, Indicates a requirement for MHE and Construction Rentals, but no indication of an average level of effort for a "project".

Refer to JB-1, Note 7 for additional instructions on pricing. See Amenment 0002.

For proposal purposes, utilize $5,000 per site survey under Annex 02000000 Spec Item 2.14

For proposal purposes, utilize 20,000 sq. ft. for Annex 1503020 Spec Item 3.1 Scheduled Pest Control at remote project sites

13 Site Visit Follow Up N/A N/A

During the Palau Site Visit, the CAT Chief indicated there have been significant logistical issues associated with the ongoing Containerized Housing Unit (CHU) project. It was unclear whether these issues are internal government, or external relating to COFAs, country to country agreements. Would the USG provide details of those issues if they involve entities outside Navy's and NEFRSC contractor's direct control?

The logistical issues related to the CHU project were unique to the current Contractor. The CHU project is not part of this solicitation.

Per Annex 0200000 Spec Item 2.1.1 Overseas Operations, "Offerors are expected to familiarize themselves with the laws of host nations whether or not the United States Government provides notice of the existence of such requirements.".

14 Proposal Due Date SF33, Item 9 L6 Volume II, Non Cost Proposal

N/A

The combination of a short proposal period (40 days) and requirement for a highly detailed technical proposal provides a significant advantage to the incumbent.

If NAVFAC's intent is to maximize competition while minimizing proposal time, the technical proposal should be no more than 30 pages, with focus on past performance on similar contracts.

If NAVFAC's desire is for a more detailed proposal, then a 90 day proposal period should be provided to allow non-incumbents to identify subcontractors, sources of supply, etc. The 90 days should begin after responses to the technical questions.

The current RFP timeline and Non-Price Volume requirements will challenge any non-incumbent proposer to submit a complete, compliance and competitive proposal.

The Proposal due date of 10 April allows only a 40 day proposal development period of 40 days from issuance. Furthermore, the site visit did not take place until 14 days after the issuance.

20 Government- Furnished Items PWS

Spec Item 2.4 – Government- Furnished Items

Paragraph 4 states: "Government-Furnished Items, which becomes worn out due to normal wear and tear, shall be returned to the Government and its replacement shall be the responsibility of the Contractor at no additional cost to the Government." FAR 52.245-1, Government Property Clause indicates that the Contractor is responsible for replacing Government Property due to Contractor's Negligence.

QUESTION: Would the USG please confirm that the FAR 52.245-1 clause takes precedence over this Spec Item?

Confirmed, FAR 52.245-1 Government Property, takes precedence. Please refer to FAR 52.215-8 Order of Precedence- Uniform Contract Format (Oct 1997). Requirements for Location-Specific Details

RFP Section L .1 N/A

The solicitation requires country-specific details for the operational approach, logistics plans, staffing, and other aspects of the program covering seven locations and five distinct and separate countries. The USG, however, only provided bidders an opportunity to participate in site surveys for two of these seven locations. The absence of site surveys to each distinct country/location, combined with the short submission timeline, benefits the incumbent and is a disadvantage to the remaining bidders.

QUESTION: To allow bidders adequate opportunity to gather data and propose country-specific approaches to the level of detail required by the solicitation, would the USG please provide a 90-day extension or reduce the level of country-specific detail required?

See answer to Question #9. 3/19/2024 N/A N/A 0002
