PRE-PROPOSAL QUESTIONS & ANSWERS
WON 1663847, FY24 MCAF PROJECT PAF180500, BOMBER APRON,
ROYAL AUSTRALIAN AIR FORCE (RAAF) BASE TINDAL,
AUSTRALIA
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
1. In the Specifications Section 02 61 13, Paragraph 1.3, third sentence, there is reference to an
Appendix Site Engineering Investigation SEI report. Please provide us with a copy of this report.
ANSWER: See Summary on drawing C-002.
2. In the Specifications Section 02 61 13, Paragraph 1.3, third sentence from the bottom, it states: “The excess 60,000 cubic meters of PFAS contaminated soil will be stockpiled long term on the base in an agreed designated location.” Please provide us with a location for this stockpile so we may adequately price the placement of these materials.
ANSWER: Please refer to drawing G-105 Stockpile notes and spoil location site plan insert.
3. In the Specifications Section 02 61 13, Paragraph 1.3, first sentence, it states: “The work consists of excavation and temporary storage of approximately 72,000 cubic meters of PFAS contaminated soil.” If 60,000 cm of the PFAS is to be hauled to a long-term stockpile location, would we need to place it in a temporary storage area? It would be much better to haul to a long-term storage area only.
ANSWER: Please refer to drawing G-105 Stockpile notes. As per the notes, site-won material must be tested and assigned a PFAS contamination category prior to reuse or stockpile of material. The contractor is responsible for the design and management of stockpiles, including coordination with KC-30 project. Temporary storge may or may not be required, depending on during required to confirm testing and PFAS contamination category, as well as coordination with KC-30 project.
4. To assist in developing better quantities for the civil construction, would it be possible to get the CAD drawings for this project?
ANSWER: CAD files will not be provided.
5. If a soil report was developed for this project, could we get a copy of it?
ANSWER: Boring log details are provided in Drawing sheets B-001 through B-605.
6. In the RFP, Section 00 21 16 Instructions to Proposers, 1.1d, it is stated that “an electronic copy of the price and technical proposals shall be submitted in .pdf format on a CD-ROM with the paper copy of the subcontracting plan.” Since we do not see mention of a subcontracting plan elsewhere in the RFP, can we assume that this was unintentionally included and not a part of the RFP requirements?
ANSWER: Confirmed. Submission of a subcontracting plan is not required. See Amendment
No. 0001, which revised Section 00 21 16 of the RFP to indicate that a CD-ROM shall be submitted with the paper copy of the price and technical proposals.

30. Standard Form 1442 - Form 1442, states “D. Offers providing less than 180 calendar days for
Government acceptance after the date offers are due will not be considered and will be rejected.” Since the evaluation criteria is acceptable/ unacceptable for Factors 1-4 and then low price. Given the extraordinary long bid validity of 180 days and the escalating inflation on labor, materials and equipment in Australia, contractors have to factor additional costs into the bid, which unnecessarily increases the total cost. Can the government simply adjust the evaluation criteria to open the price envelope first and select the low bidder and then evaluate that bidders’ technical factors? This could accelerate the evaluation time schedule with a bid validity of 90 days, thereby reducing the contractors and sub-suppliers risk dollars.
ANSWER: Block 13. ADDITIONAL SOLICITATION REQUIREMENTS, Item D, remains unchanged.
31. a. Price Proposal (RFP Page 8 of 82) - The price proposal requirements list the following requirements: SF1442, Bid Guarantee, Reps and Certs, Pre-Award Survey, and Partnerships, however there is no specific call out for the Price Proposal Schedule (RFP page 5 of 82).
