About this file
This document contains a question and answer file and a solicitation for an Indefinite Delivery Indefinite Quantity (IDIQ) Fixed Price Remedial Action Contract (FRAC) #7 for the Naval Facilities Engineering Systems Command Pacific area of responsibility. The solicitation seeks services for performing remedial actions at contaminated sites located at Navy, Marine Corps, and other government agency installations. Work may include sites on the Superfund National Priority List as well as non-NPL, RCRA, UST, operational small arms firing ranges, and other sites requiring remediation. Services will be ordered via individual Contract Task Orders to be performed within the NAVFAC Pacific area including Hawaii, Marianas, Far East, Northwest, and Southwest as well as potentially outside the area for other NAVFAC components, DOD, or federal agencies. The question and answer file provides clarification that Comprehensive Procurement Assistance Reviews Satisfaction (CPARS) may be substituted for Past Performance Questionnaires (PPQs) if they specifically address relevant task orders, and confirms page limits and examples for introductory sheets in Volume II of proposals.

69 Q&A #12
NAVFAC Pacific and other clients provide CPARS for the Basic IDIQ, but provide evaluations/comments for individual, specific task orders within the CPARS. Please confirm that these CPARS may be provided in lieu of PPQs as long as the referenced information for the relevant task order is highlighted. Obtaining PPQs for projects for which CPARS have already been provided puts a significant burden on our clients, and in some cases, is not allowed by government agencies.
Refer to section M6(3)d(2)a.
70 Q&A #17
The answer to Q&A #17 directs contractors to use the wage determinations provided with the solicitation in our proposal. It is our understanding that the rates in Attachments JL.1 are ceiling rates. SCA and DBA wage rates have significant variability by region, and several locations covered by the NAVFAC Pacific AOR have higher wage determinations than those provided. Do these SCA/DBA labor category ceiling rates only apply to work in the locations covered by these wage determinations, or are the SCA/DBA rates in these forms for evaluation purposes only?
The SCA and DBA rates provided are for evaluation purposes only.
71 Amendment 0002 Section L2(2)B added a page limitation of 1 page for Introductory Sheets in Volume II. Introductory Sheets noted in the solicitation include Table of Contents, List of Figures, and List of Acronyms. Please confirm that these items (and in particular, a List of Acronyms) are provided as examples (“e.g.,”), but are not required, as it is not possible to fit a Table of Contents, List of Figures, and a List of Acronyms within 1 page.
Confirmed.
