PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-20-R-1303

FY20 MCAF PAF180300, APSI EARTH COVERED MAGAZINES,

ROYAL AUSTRALIAN AIR FORCE BASE, TINDAL, AUSTRALIA

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

28. Many of the tests required by specifications list ASTM standards or test methods. Will a similar AS (Australian Standard) test be acceptable? As an example, specification item 31 23

00.3.12.2.3 calls for density testing of backfill by ASTM D1556/D1556M. Would AS 1289

5.1.1 be an acceptable equivalent for density testing of the backfill?

ANSWER: Substitution of Australian testing standards or test methods for the US standards or test methods listed in the specifications may be considered provided the Contractor submits sufficient documentation confirming the alternate standard or test method meets or exceeds the requirements. See Specification Section 01 33 00 paragraph 1.9 for proposed variation procedure.

29. In Amendment 007, spec 07 41 13 reference to an Australian product (Colorbond) was removed. Drawing not for the metal panels on sheet A205 changed the thickness to 0.48mm while spec item 07 41 13.2.2.1 states the thickness to be 0.60mm. Please confirm thickness to be followed. Please note that the 0.48 mm thickness would be an Australian product (Colorbond), while the 0.60mm thickness would likely need to come from the US and may not align with some of the Australian Standards listed in this specification section.

ANSWER: Metal roofing panels are to be provided in 0.48mm thickness (min.) and comply with the requirements listed in the Specification. See Amendment No. 0008.
