PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-20-R-1303
FY20 MCAF PAF180300, APSI EARTH COVERED MAGAZINES,
ROYAL AUSTRALIAN AIR FORCE BASE, TINDAL, AUSTRALIA
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
5. SPEC 32 12 36 13. Can you confirm the Asphalt design as the specification are unclear of the asphalt design mix to be lay? Asphalt specifications state 26mm, Australian standard layer thickness is 30mm, is it acceptable to increase layer thickness to 30mm?
ANSWER: As recommended by our local geotechnical engineer, the asphalt mix is a two coat spray seal (using 14mm and 10mm aggregate and S15E polymer modified binder), over a prime, over 200mm unbound basecourse (FCR in accordance with DIPL “Standard Specification for Roadworks” with a minimum 100% modified compaction), over a 150mm unbound subbase (Type 2 natural gravel or FCR in accordance with DIPL “Standard Specification for Roadworks” with a minimum 98% modified compaction.). See Amendment No. 0006.
6. Drawing S-510, Details C4 & A1. Detail A1 shows a Bottom Flange and Cap Plate used to attach the fastener for the Column to Beam Connection. Detail C4 does not show the Bottom Flange or Cap Plate being used for the fastener in the Column to Beam Connection.
Can the Government please verify if there has to be a Bottom Flange and Cap Plate used to attach the fastener for the Column to Beam connection?
ANSWER: There is to be a bottom and top flange plate used to attach the beam flanges to the column. See Amendment No. 0006.
7. If unspecified native artifact is found during stage of clearing or excavation will the days missed during research shutdown be added back to the schedule.
ANSWER: This will be handled by the ACO Contract Officer on a case by case basis. See FAR 52.236-2 – Differing Site Conditions, and Specification Section 01 32 17.00 Paragraph 1.11.1(c).
8. Please provide stationing and profiles of new roads to be constructed.
ANSWER: Bidding documents provide grading plans that provide elevation calls at all grade breaks as well as geometry points along the road. Site plans identify width and radial dimensions. Information is sufficient for bidding purposes.
9. Sheet ES102 – Please confirm Catenary poles outside of production pad slab can be connected to earthing ring and do not require an embedded earthing receptacle per detail A1/E502.
ANSWER: Confirmed. Catenary poles should be connected to the earthing ring with an exothermic weld. They do not directly connect to any embedded earthing receptacle.
Embedded earthing receptacles are bonded to the earth ring separately per keynote 102 on
ES102.
10. Please confirm ASTM A706 rebar is acceptable as equivalent to D500N.
ANSWER: To clarify, use of ASTM A706 rebar is not acceptable in the Earth Covered Magazines (ECM). Modifications to the standard ECM design were made to account for D500E reinforcing bar and Australian concrete. The modified standard ECM design uses D500E rebar and was approved by Corps of Engineers and DDESB.
However, Contractor can submit a proposed variation in accordance with specification section 01 33 00 paragraph 1.9, for the rebar at the MAC Pad area.
11. Specification 074113 are to receive a Colorbond factory finish. Colorbond is an Australian product that will not conform with all ASTM specification requirements. Please confirm Colorbond is an acceptable roof panel product.
ANSWER: Colorbond has been removed from the specifications and drawings. See forthcoming Amendment No. 0007.
12. Please confirm PFAS is not expected to be encountered during excavations and removal
ANSWER: Response deferred.
13. Multiple materials, products, and supplies are manufactured in the U.S. or are not common to the Northern Territory. Subcontractors and Suppliers in Australia are still waiting for prices for these unique items. Can the Government push the bid date to accommodate the Australian Subs and Suppliers?
ANSWER: See Amendment No. 0004
14. Drawing A-201 Keynote 104, A-501 Keynote 311, A-312 Keynote 104. Drawing A-501 Keynote 311 calls for a “continuous steel channel” at the top of the Pre-Cast Cap Wall Panel.
Drawing A-312 shows a cross-section of the sloped portion of the panel and it does not show the “continuous steel channel”. Can the government confirm that the “continuous steel channel” continues on the sloped portions of the Pre-Cast Cap Wall Panel?
ANSWER: Yes, steel channel is continuous along top of wall for attachment of rail shown in elevation B1/A-201.
15. N6274220R1303_Notice #1, Question 3. We are aware of Australian Award Rates. Are we to use these Award Rates?
ANSWER: See DFARS 252.222-7002 - Compliance with Local Labor Laws (Overseas)
16. Drawing S-302, Quadrant D2. Epoxy Anchors are shown in the plans to connect some metal angle to the Pre-Cast Cap Wall Panel on the back side. Will we be allowed to drill these holes on site to ensure proper alignment of anchor holes to metal angle piece?
ANSWER: Yes, drilling on site will be permitted. Do not cut or drill through existing reinforcing. Coordinate with the pre-cast manufacturer or use suitable non-destructive methods to locate reinforcing bars in order to avoid drilling through them. Preclude damage to pre-case concrete reinforcing.
17. Drawing S-705. Will the High Security HASPs be supplied by the Government?
ANSWER: No, HASPs are to be procured or fabricated by the Contractor.
18. Specification STRUCTURAL STEEL 05 12 00, Paragraph 2.2.1. The provided specification requires that the structural steel contain a recycled steel content of 80% or more.
Steel manufacturers in the area of RAAF Tindal that can supply the appropriate sizes for the project only meet 20% recycled steel content. Can the Government clarify if the recycled steel content can be changed to meet local standards?
ANSWER: Response differed.
19. Drawing CS500, Detail A2. The Chain Link Security Fence design is not the common fence design within the RAAF Tindal Base. The proposed design by the fencing contractors meets area and RAAF Tindal base standards. Would the Government consider an alternate fence design? Alternative fence design is included in a PDF file submitted in email with question Word file. PDF is on the last page of this Notice.
ANSWER: Contractor can submit a proposed variation in accordance with Specification Section 01 33 00 paragraph 1.9.
20. Drawing CS500, Detail A2. The extension arms shown on the drawing are not manufactured in Australia. Would the Government please supply an alternative product/option found locally?
ANSWER: Contractor can submit a proposed variation in accordance with Specification Section 01 33 00 paragraph 1.9.
21. Please provide requirements for lean concrete, if applicable.
22. Please provide requirements for conductive concrete, if applicable.
23. Please confirm QC Manager position identified in specification section 033000 is not applicable. Contractor should follow QC requirements in 014500.1.5.
24. Specification section 271000 Security Appendix section requests contractor to reference drawings to identify existing Base Wide Alert System (BWAS). However, there are no drawings indicating BWAS. Please see appendix A within specification (page 680 of file 20R1303_TM.pdf.
25. Please confirm Australian Advanced Rigger’s ticket complies with specification
034533.1.4.2 PCI certification (USA) as an equivalent.
