Solicitation No. N62742‐18‐R‐1171 Construction Management Services (CMS) within the NAVFAC Pacific Area of Responsibility

JL‐7 Questions and Answers

Ques. # Reference (page #, section #, etc.) Question Government Response

1 QUESTION IN REFERENCE TO: Miscellaneous Technical Specialist Page 75 of 128 (Miscellaneous Technical Specialist)

On page 75 (Miscellaneous Technical Specialists), the Government acknowledges that " It is understood that no one individual will have the qualification/experience to fulfill all the following duties. Separate individuals shall be priced and provided according to the task order details," and on page 76 there are seven (7) different labor categories cited. However, there is only one labor category for Miscellaneous Technical Specialist in the Price Proposal for these very different labor qualifications and experiences. Please clarify the expectations for pricing these labor categories.

Government will amend such that there are 7 line items for this section (one for each labor category).

QUESTION IN REFERENCE TO: Staffing and Resource Plan - Contract Number Provided for Incumbent Contract RFP: Section L, Volume II, Factor C, Page 121 of 128 Paragraph B

a) Will the government provide the name/contact information of the current contractor(s) and the current scope of work of the contractor’s personnel?

b) Could there be an error in the referenced contract number (Contract #: N40192-16-C-0006)?

• We were unable to find/locate incumbent contract details on Contract Number Provided, but we did find pertinent information on a similar contract – Number: N40192-16-D-0006. This award was a MAC with associated awards N40192-16- D-0007 and N40192-16-D-0008.

There is a multiple award indefinite delivery indefinite quantity type contract for construction management services under contracts N40192-16-D-0006, N40192-16-D-0007, and N40192-16-D-0008. The Government will not be provdiing additional contract information, but the correct Contract No. referenced in Section L, Factor C - Staffing and Resources should be N40192-16-D-0006.

QUESTION IN REFERENCE TO: Staffing and Resource Plan- Incumbent Contract(s) RFP: Section L, Volume II, Factor C, Page 121 of 128, Paragraph B

Can the government confirm that there are no other incumbent Contracts than what was provided in the RFP/PWS (i.e., Contract #: N40192-16-C-0006)?

The Government will not be provdiing additional contract information, but the correct Contract No. referenced in Section L, Factor C - Staffing and Resources should be N40192-16-D-0006.

QUESTION IN REFERENCE TO: Clarification on Commissioning Services Delivery Task Order PWS, Page 49 of 128, Paragraph 2

Since the Basic Contract is for Construction Management, will Commissioning Services be requested on unique Task Orders, and will Contractor execution require use of a Teaming Partner or Sub-Contractor that exclusively, and only, performs Commissioning Services? Will a legal “firewall” be required between the Commissioning Firm and the rest of the Basic Contract team?

This basic contract has specific PWS for each service. All services will be procured via Task Order. Standard financially independent, 1st tier subcontracting rules shall apply. See WBDG UFGS Section 01 91 00.15 Total Building Commissioning restrictions shall apply.

QUESTION IN REFERENCE TO: Commissioning Services Past Performance Reference Task Order PWS, Page 49 of 128, Paragraph 2

Please clarify that the requirement for 10 project references for Commissioning is correct (Page 52/128, Section:

Certifications, License, Physical Requirements or Other Expertise Required, Bullet/Para #1), as it is in conflict with the Past Performance Reference requirements in Section L, Volume II, Factor A, Sub Paragraph a, which states that the Offeror can submit no more than a combined total of five (5) relevant project references ?

Limit the project references to 5.

QUESTION IN REFERENCE TO: Top Secret (TS) Special Compartmental Information (TS/SCI) Clearance Requirement PWS: Page 59 of 128, Section: Certifications, License, Physical Requirements or other Expertise Required, Paragraph 1, Bullet 1

Please confirm that: 1) The government will hold any collateral clearances required for any Services/CLINs/Positions requiring TS/SCI clearance on the Basic Contract and/or any Task Orders issued with this requirement; and 2) That Prime Offerors will require at least a TS Facilities Clearance in order to support this requirement?

Clearances are as stated for each service required. This basic contract has specific PWS for each service. All services will be procured via Task Order. 1) Task Orders will dictate the specifics of the TS/SCI clearance. NOTE that this level of clearance is only for one type of service (Information Technology / Communications Project Coordinator Service Support) 2) Refer to the PWS for each service. Most of the services require Secret (NOT TOP SECRET) clearances, including the key personnel. Only ONE type of service requires TS/SCI.

JL‐7 Questions and Answers

QUESTION IN REFERENCE TO: General Question Regarding DoD Benefits for CONUS Contracts

PG- N/A

Will contractor’s employees be allowed access to MWR Facilities (NEX/MCX/AAFES), DeCA Commissary, Naval Medicine, DoDEA Schools or other DoD benefits? No

QUESTION IN REFERENCE TO: Volume II - Non-Cost/Price Proposal: Factor A RFP: Section L.5, page 119 of 128, Notes for Factor A (1) and page 120 item (6) I

The solicitation significantly limits competition of successful small business to a select few that will receive the past performance preference by having projects valued at or over $3-$5 M range with an aggregate contract value totaling a minimum of $36M in construction management services per item (1) on page 119. To offset this limitation on competition within the small business community will the Government modify the solicitation to indicate on page 120 item (6) that past performance of subcontractors that are identified to perform 25% or more of the services will be evaluated equally on past performance evaluations?

No

QUESTION IN REFERENCE TO: Task Order Performance Work Statement Page 27 of 128, Section 7, Construction Safety Oversight, Certifications, License, Physical Requirements or Other Expertise Required

Two positions are mentioned in Section 7, Certifications, Licenses, Physical Requirements or Other Expertise Required for Construction Safety Oversight. Starting on page 37, the RFP refers to a Safety Trained Supervisor (STS) and a Certified Safety Professional (CSP) position. However, nowhere else in Section 7 is there any mention of these two different positions.

Please clarify the responsibilities of the STS position and the CSP position.

This will be revised via Amendment.

QUESTION IN REFERENCE TO: Attachment JL-2 Safety Data Sheet Page 105 of 128, Section J, List of Documents, Exhibits and Other Attachments

Attachment JL-2 was included with the RFP, but Section L instructions does not indicate where NAVFAC would like this information. Does NAVFAC want this Attachment completed and included with Volume II, Factor B, Occupational Safety? We presume that submission of this form would not included as part of the 5-page requirement for the safety approach.

Yes, JL-2 will be excluded from the page limitation.

QUESTION IN REFERENCE TO: Attachment JL-2 Safety Data Sheet Page 105 of 128, Section J, List of Documents, Exhibits and Other Attachments

Attachment JL-2 requires 3 complete years of safety data but states years 2014, 2013, and 2012. Should we revise the form to include the most recent complete safety data for years 2017, 2016, and 2015?

Offeror shall follow Section L. The JL-2 is a template that may be modified for your submittal. Provide DART rates for 2017, 2016, 2015, 2014 and 2013.

12 QUESTION IN REFERENCE TO: Solicitation SF33, Page 1, Paragraph 9

Is it possible to extend the proposal due date given the response time that may be required upon receipt of answers from the Navy to questions submitted by 14 February and subsequent proposal delivery logistics? Yes, the revised proposal due date is now March 2, 2018 at 2 p.m. HST

QUESTION IN REFERENCE TO: Amendment #3, Question #20, Base Contract PWS- IT Equipment and Softward Quantities Page 6 of 128, Section C, Paragraph D

a) Since “etc” is not a clear statement of requirement, and is not defined anywhere in the RFP, should we assume that the anticipated requirement in the Task Order PWS should be included in the Hourly Rate for all Service Categories (except Program Analyst, Drone Operations, HVAC/TABS and MEC/QA and Misc. Technical Specialists) for the following IT Equipment & Software?

• Primavera P6,

• Schedule Analyzer,

• US Costworks,

• Success Estimator,

• MS project, B82

• AutoCAD,

• REVIT,

• ArcGIS, and

• CM software

b) Will the Government please define the term “etc” in the context of the Task Order PWS?

a) Yes. Per section C, paragraph d. "Contractor personnel shall be proficient in the use of Microsoft Office and Primavera software. Contractor shall obtain all necessary software and licenses to use software in the performance of a Task Order. The Government anticipates the Contractor shall require the use of the latest versions of Primavera P6, Schedule Analyzer, US Costworks, Success Estimator, MS Project, AutoCAD, REVIT, ArcGIS, CM software, and other software. The contractor shall secure and control all information and documents to assure compliance with standards for DoD control and dissemination of information." Specifically, the Construction Safety Oversight, Program Analyst, MEC, Drone Operator, Misc Tech Specialists do NOT require the BIM software or any scheduling software. Accordingly the BIM individual will not require any estimating software.

b) "Etc" covers any additional software that may need to be added during task order awards during the life of the project. Should the need be there to add software requirements, the contracting officer will include that into the task order RFP.

JL‐7 Questions and Answers

QUESTION IN REFERENCE TO: Contractor Clearance Requirement and Prime Offeror Facilities Clearance Requirement Clarification- FCL Requirements for Offerors Page 10 of 128, Paragraph #1: 2) TS/SCI Rqt for IT Comms on PWS Page 59/128, Bullet/Para #1); and 3) SECRET Rqt for PM on PWS Page 122/128, PM Para #1, last sentence AND AMENDMENT #3, Question #25 a)Please confirm that the Prime Offeror must hold a TS Facilities Clearance per the National Industrial Security Program Operating Manual (NISPOM), minimally, in order to hold the SECRET and/or TOP SECRET Clearances (or above) required for the following positions (per the RFP):

• IT/COMM position(s),

• PM position, and

• Any other potential Task Orders that could include Service Areas/Positions with a SECRET or TS clearance requirement?

b)Please confirm that the Government will provide the necessary Form DD254 (DoD Contract Security Classification Specification) at the Task Order level?

a) Clearances are as stated for each service required. Contact DSS Industrial Security for additional information.

Facility Security Officer duties may be required.

b) The Government will provide all the forms necessary at task order level when services are ordered.

15 QUESTION IN REFERENCE TO: Past Performance Reference Page 119 of 128, Paragraph 3 AND Amendment #3, Question #27

Please confirm that the Government will accept and consider as highly relevant - a current and/or recent US DoD, Firm Fixed Price (FFP) single award non-IDIQ Construction PMO (Program Management Office) support contract, in the Pacific AOR and with clear US DoD Program Management and Construction Management scope (nearly identical to this solicitation) with scale of 100-200 vertical construction projects and over $4.5B of US DoD construction value over an 8-year period?

The Government will review each submitted project to determine relevancy. When looking at the relevency of a submitted project, work in the Marianas AOR would be considered more favorably than a project performed elsewhere in the Pacific AOR.

16 QUESTION IN REFERENCE TO: Conformed RFP Request Please confirm that the Government will provide a Conformed RFP that reflects RFP changes and revisions based on RFP Q&A responses, and includes all changes from Amendments #2, and #3, and future Amendments?

Yes

17 QUESTION IN REFERENCE TO: Base Access, Vehicle Pass Page 6 of 128, Paragraph C

Please confirm that Contractor will be provided vehicle passes for contractor-provided vehicles to enter construction zones and individual project sites?

Yes. Contractors will be provided vehicle passes where required in order to enter construction zones.NOTE:

Certain areas are restricted to government only vehicles for rough terrain. This will be specified at task order time as well.

QUESTION IN REFERENCE TO: Vehicle Pricing at TO Level Request / Section C – Description and Specifications, PWS, Basic Contract OWS, Contract Procurement Objective and Overview – How to price Common Use Items Page 6 of 128, Paragraph C

Given the potential for varying transportation requirements (i.e., the exact number and type of vehicles), and costs (insurance, fuel, maintenance, etc.) being fully dependent upon location and number/type/location of projects assigned; will the Government consider addressing vehicle pricing at the TO level as done for Field Offices in Amendment #2?

• BACKGROUND: Without more information, offerors will have to make very general assumptions that could result in undue additional cost to the gov’t, and/or excessive financial risk to the small businesses bidding on this work.

Yes, vehicle pricing will be done on the task order level. For this RFP review process, submit prices for each proposed office location on Guam as the Government understands that the prices may vary in the non-Guam locations of work.

QUESTION IN REFERENCE TO: Construction Safety Overnight position

For the Construction Safety Oversight position, three levels of experience/positions are included, a base, an STS, and a CSP; however only one rate is requested in the Price Schedule (JB-1 and JB-2). Due the varying level of requirements the associated cost for each position varies significantly. Please clarify which position should be used as the basis for our price proposal.

See attached revised JB-1 & 2 Pricing Schedule (Amd No. 0004), which was revised to change the Construction Safety Oversight position into two separate positions as follows: (1) Construction Safety Oversight - Safety Trained Supervisor (STS); and (2) Construction Safety Oversight - Certified Safety Professional (CSP).

20 QUESTION IN REFERENCE TO: JB-1 & 2 Pricing Schedule JB-2 appears to calculate an hourly labor and fringe rate for each labor category which is pulled into the Total column for each labor category in JB-1. However, it is unclear how this develops a 12 month cost. Should the number “1” in the Quantity column be replaced with the number of hours in a 12 month period (e.g. 1920) to calculate the 12 month cost?

See attached revised JB-1 & 2 Pricing Schedule (Amd No. 0004). The JB-2 Labor & Fringe Benefits Worksheet was revised to add two additional columns: (1) Straight-Time Productive Hours; and (2) Hourly Rate.

21 QUESTION IN REFERENCE TO: JB-1 & 2 Pricing Schedule Please confirm the annual hours basis the Government wants offerors to use. As stated in the response to Amendment No. 0003, Question No. 7, please use 2,080 hours for each labor classification to develop your fully burdened hourly rates.

JL‐7 Questions and Answers

22 QUESTION IN REFERENCE TO: JB-1 & 2 Pricing Schedule Does the Government want us to calculate the Hourly Rates for Schedule B CLINs by dividing the Total Firm Prices in JB-1 Base Year and Option Periods by the sum of annual hours for the 20 labor categories (e.g. 1920 hours/year x 20 labor categories = 38,400/year)? Please clarify.

No, as noted in Schedule B, B.1, "Offerors shall enter the proposed fully burdened HOURLY RATE for each labor classification listed.

QUESTION IN REFERENCE TO: Schedule B Modification Request for STS and CSP Rates Page 37 of 128, Paragraph 1, AND Amendment #3, Question #24

Please confirm we should modify Schedule B to reflect Amendment #3 Question #24 direction to include both STS and CSP Rates? See attached revised JB-1 & 2 Pricing Schedule, which adds the STS and CSP rates.
