About this file

This document is a federal contract clause template for Electronic Transfer of Funds Payments via the Federal Reserve Wire Transfer System, effective March 2026 (NAVSUPFLCY MAR 2026).

The clause establishes requirements for contractors to provide banking information for electronic payment receipt within five days after contract award and before the first payment request. Contractors must designate a bank capable of receiving Federal wire transactions via either SWIFT Code or International Bank Account Number (IBAN). Required information includes the recipient's name (maximum 25 characters), CAGE code, UEI number, beneficiary's bank name (maximum 29 characters), bank address (maximum 25 characters per line), account number, and either an 8 or 11-character SWIFT Code or an IBAN. For United Kingdom banks, a six-digit Sort Code may be provided instead. Account types must be designated as either checking (Type 22) or savings (Type 32). The clause further specifies that any changes to banking information must be submitted at least 30 days before the effective date, that the electronic transfer does not constitute fund assignment, and that the contractor's designated official must sign and submit the form with name, title, and telephone number. The provision explicitly states it supersedes all other contract provisions regarding payment methods.
