About this file
This is a Request for Specification Clarification document (Attachment J-5) containing questions and answers regarding a federal contract maintenance specification for USNS Puerto Rico.
The document addresses four primary specification clarifications. First, regarding Section 7.4.2 (Crane Maintenance - 1 Year), MSC concurs with the OEM's recommendation to remove Section 7.4.2(b), the Deck Crane Hydraulic Winch Tear Down Inspection, from the scope of work. The tear down inspection was identified as a copy-paste error since the crane was recently serviced with new winch oil in November 2025, and the winch manufacturer does not require a rebuild unless specific conditions exist (unknown repair history, oil contamination, undocumented invasive repairs, neglected maintenance, or leaking oil). Section 7.4.2(a), requiring lube oil sampling and analysis with oil replacement, remains required. Second, regarding Section 3.1.3 and 7.2 (Underwater Hull Clean & Paint - Spot Blast - 2.5 Year), MSC confirmed that all paint materials are CFM (not GFM) and that the paint material list is correct. For Section 7.2, the shipyard will provide the services of an International Interspeed 5640 Coating Representative and Sherwin-Williams SeaVoyage Coating representative as stated in the specification, with MSC also employing a NAVSEA Coating Inspector. Third, the document lists extensive reference files and drawings required for accurate quotation preparation across multiple work items (105, 110, 114, 120, 151-156A, 163-165, 199-201, 302A-351, 461, 503-515, 532, 801A-802, 910, 934, 1001, and 1003). Finally, regarding Work Item 515, the clarification identifies that Shipyard Work Item 523 (Stern Ramp Fiber Rope Replacement Interim Docking) is mentioned in Section 2.1 of WI-0515 specification but is not included in the work item list in the maintenance package, with reference drawings provided.

REQUEST FOR SPECIFICATION CLARIFICATION
SPECIFICATION ITEM NO.: N6264926RL012 PARA. NO. 7.4.2
TITLE: CRANE MAINTENANCE (1 YR)
QUESTION:
Below is a clarification from OEM. Please confirm if MSC would like to proceed with the 7.4.2
Deck Crane Hydraulic Winch Tear Down Inspection
//QUOTE//
Item 7.4.2 – This appears to be a copy-n-past error. Crane was just serviced and winch oil changed November 2025. Winch manufacturer does not require a winch rebuild unless 1 of below criteria apply. If annual oil change practices are upheld and oil samples are ok, a winch rebuild would not be necessary. Appleton does not support this item and service quote does not reflect winch rebuild at this time.
MSC needs to be aware of this to avoid creating unnecessary repairs.
• Winch has an unknown history of repair and/or maintenance.
• Oil exceeds the acceptable contaminant criteria
• Undocumented invasive repairs
• If regular maintenance is not upheld (would not apply if winch is not used)
• Leaking oil
//UNQUOTE//
ANSWER: MSC concurs with the OEM's recommendation. Section 7.4.2 (b), Deck Crane
Hydraulic Winch Tear Down Inspection, is not required for this maintenance period.
Please remove this item 7.4.2 (b) from the scope of work.
b. A tear down inspection should include the hoist being completely disassembled, cleaned and inspected and replacement of all worn, cracked, corroded or distorted parts such as pins, bearings, shafts, gears, brake rotors, brake plates, drum and base. All seals and o-rings should be replaced during a tear down inspection.
Note that 7.4.2 (a) is still required.
a. Take a lube oil sample and send off for analysis. Drain and dispose of remaining oil.
Replace with new oil.
