About this file

This document is Attachment J-5, a compilation of Questions and Answers (Q&A) addressing contractor inquiries regarding a Repair Overhaul (ROH) for USNS Puerto Rico, a military sealift command vessel.

The Q&A addresses multiple specification items and work items (WI) across various ship systems and components. Key clarifications include: Work Item 523 (Stern Ramp Fiber Rope Replacement) is not included in the current work package. Work Item 515 references are being provided with red-highlighted items attached separately. Section 7.4.2(b) regarding Deck Crane Hydraulic Winch Tear Down Inspection has been removed from scope per MSC concurrence with OEM recommendation, while 7.4.2(a) (lube oil sampling and replacement) remains required. The vessel contains 43 CO2 extinguishers (DOT type). Four roller door/shutter sizes are specified: 1450 x 1080 mm, 1750 x 1080 mm, 915 x 1143 mm, and 850 x 1080 mm—all A0 fire-rated Bolton Gate doors per Drawing 602-8497675. Paint must remain Contractor Furnished Material (CFM) with recommended vendor lead time of 30-60 days post-order placement; MSC will not procure paint in advance for reimbursement. Specific part numbers are provided for interior speakers, loud hailer drivers, master control stations, and cameras. For OEM waterjet maintenance by Defense Maritime Solutions, MSC will ship waterjet assemblies including cylinders to DMS in Chesapeake for refurbishment, with notification by contract change order if execution approaches change. Reference materials subject to copyright restrictions cannot be distributed; specific lubricants and quantities will be confirmed post-award with the MSC REP.

ANSWER:

There is no WI 523 included in the current work package; therefore, no fiber rope replacement is required under that work item.

Please refer to the attached latest revision of WI 515. The references highlighted in red are attached. All other references should have been provided previously.

EQUEST FOR SPECIFICATION CLARIFICATION

NAME OF CONTRACTOR: HANWHA OCEAN

SPECIFICATION ITEM NO.: 546 PARA. NO.7.4.2

TITLE: Clarification of para 7.4.2

1. Regarding para. No. 7.4.2, OEM’s thought an error that occurred within copy & paste.

Please identify this.

ANSWER: This was answered on 06/02/2026.

ANSWER: MSC concurs with the OEM's recommendation. Section 7.4.2 (b), Deck Crane

Hydraulic Winch Tear Down Inspection, is not required for this maintenance period.

Please remove this item 7.4.2 (b) from the scope of work.

b. A tear down inspection should include the hoist being completely disassembled, cleaned and inspected and replacement of all worn, cracked, corroded or distorted parts such as pins, bearings, shafts, gears, brake rotors, brake plates, drum and base. All seals and o-rings should be replaced during a tear down inspection.

Note that 7.4.2 (a) is still required.

a. Take a lube oil sample and send off for analysis. Drain and dispose of remaining oil.

Replace with new oil.

SPECIFICATION ITEM NO.: 570 PARA. NO.7.4.2 / 7.4.9 / 7.4.10

TITLE: Paint supply

Contractor should furnish paint for this ROH. But we are worry about lead time if we order paint after award.

So, is it possible that MSC order paint first then contractor pay paint maker?

The paint must remain Contractor Furnished Material (CFM) in accordance with the work item specifications. MSC will not procure the paint in advance for later reimbursement by the contractor.

Paint lead time has been considered in the planning for this ROH. The contractor is advised to continue identifying paint vendors capable of meeting the required delivery window, preferably within 30–60 days after order placement.

a) Please provide reference 2.1.1 MSC Tech Manual L-T8265-COT-010; LUBE OIL TEST

ANALYSIS GUIDE described in the specifications.

b) Please provide required lubricants for our basis of our proposal.

The requested technical manual is subject to copyright restrictions and cannot be distributed.

Upon award, the prime contractor shall coordinate with the MSC REP to identify the specific lubricants, confirm the required quantities and types, and ensure timely delivery to the vessel.

TITLE: OEM SUPPORT WATERJET MAINTENANCE – INTERIM DOCKING (2.5 YR)

Please see below response of the OEM, Defense Maritime Solutions, with regards to WI 0992A

//QUOTE//

Good morning, DMS will discuss with MAC directly, however if shop work/refurb is to be accomplished at

DMS in Chesapeake we would want to run that effort through MSC direct rather than UniThai.

//UNQUOTE//

DMS should quote all work in accordance with the specification requirements. For estimating purposes, assume MSC will ship the waterjet assemblies, including cylinders, to DMS in

Chesapeake for refurbishment.

If MSC changes the planned refurbishment location or execution approach, the prime contractor and subcontractor will be notified by contract change order.
