About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for a naval ship repair and availability contract. The amendment (Number 0007) modifies key sections of the original solicitation N6264926RL002, dated 03 Dec 2025, with changes to evaluation and proposal requirements. Key modifications include:
The amendment revises instructions for Time-and-Material (T&M) Growth Contract Line Item Numbers (CLINs), removing a sentence about plug-in numbers and adjusting price evaluation procedures. Offerors must submit proposals with detailed technical volumes covering factors like understanding the work package, ability to perform work, management control, and quality assurance. The evaluation will be based on lowest total price, with technical factors rated as acceptable or unacceptable. The solicitation requires comprehensive documentation including facility surveys, certifications, past performance information, and detailed plans for areas such as material control, weather protection, and hazardous waste management. The U.S. Navy intends to award a single contract, with liquidated damages of approximately $19,994.01 per calendar day of delay.

PROPOSAL SUBMITTAL REQUIREMENTS
Offerors shall submit the following information with their offer:
1) EVALUATION FACTOR - PRICE (VOLUME 1)
a) Proposed price for each Contract Line Item Number (CLIN) in Section B, Schedule of Supplies or Services, of the Standard Form 33 Solicitation document. The offeror shall insert the unit prices and total amount in Section B for the definite item (CLIN 0001), each option items (CLIN 0002, 0003 and 0004) and Time and Material items (0005 and 0006). All prices stated shall be in NET US Dollars inclusive of all applicable charges.
b) Proposed prices for each Work Item Number. The offeror shall submit proposed prices using Solicitation Attachment J- 3, Contractor Price Breakdown, in MS Excel format. Each Work Item Number either must be priced or marked "Not Separately Priced (NSP)".
c) In accordance with the provision at 52.215-20 "Requirements for Certified cost or Pricing Data and Data Other Than Certified Cost or Pricing Data" of this solicitation, the Government may request certified cost or pricing data (as defined in the table 15-2 "Instructions for Submitting Cost/Price Proposals When Certified Cost or Pricing Data Are Required"), data other than certified cost or pricing data, and supporting attachments to be evaluated for adequacy. Upon request, the offeror shall submit a Certificate of Current Cost or Pricing Data, as prescribed by FAR 15.406-2, or demonstrate entitlement to an exemption.
d) Time-and-Material Growth CLIN
i. For the purposes of this price evaluation only, offerors shall use the following Government-provided labor hours and material plug-ins to generate a single, total price for CLIN 0005 and CLIN 0006, the T&M Growth CLINs. The price for CLIN 0005 and CLIN 0006 should be the sum of the Labor and Material prices as calculated below. The labor hours and material plug-ins are hypothetical and have been established to provide a common baseline for a fair and equal comparison of all offerors' proposed labor rates and material handling fees.
1. Estimated Prime Labor Hours: 27,084
2. Estimated Material Costs: $1,937,073.45
ii. Labor
1. Consistent with Section H.8.0 and the provision 52.216-29 "Time-and-Materials/Labor Hour Proposal Requirements - Other Than Commercial Acquisition with Adequate Price Competition" and its alternate of this solicitation, offerors shall propose a single, fully-burdened labor rate for all prime labor to be applied to this availability. The fully burdened labor rate is a fixed hourly rate that includes all wages, overhead, other indirect costs, general and administrative expenses, Facilities Capital Cost of Money (FCCOM) and profit, as well as all costs associated with support functions and consumable materials as defined by H.8.0(e)(4).
2. Offerors will calculate a labor price as the sum of the Proposed Prime Labor Rate x Government Estimated Plug-In Hours.
3. Offerors are advised that proposed labor pricing will be incorporated into Section H.8.0 and serve as a binding ceiling price for all growth work authorized under CLIN 0005.
iii. Materials
1. Offerors shall identify and propose a single material handling percentage (%) that will be applied to the actual, verifiable cost of materials, subcontractor labor/materials, and other direct costs purchased in support of T&M work under CLIN 0006. This material handling percentage should be one rate based on complete allocable indirect costs in accordance with the Contractor's established accounting practices. The Contractor should not propose any additional form of overhead (including G&A), or profit based on material costs.
2. Offerors will calculate a material price for CLIN 0006 to be the sum of the (Offeror's material handling percentage x Government Estimated Material Costs, plus the Government Estimated Material Costs).
3. Offerors are advised that proposed material handling percentage will be incorporated into Section H.8.0 at the time of award and serve as a binding ceiling price for all growth work authorized under CLIN 0006.
iv. Note, any requests for specific clarification or deviation/exception from T&M Growth CLIN proposal submission requirements must be submitted and handled through the Clarification and Deviations process specified in this Section L.
v. Offerors are advised that evaluated price for CLIN 0005 and CLIN 0006 will not be used to establish the final funded value of the T&M CLIN in the awarded contract. Instead, the Government will establish the Not-to-Exceed (NTE) ceiling for CLIN 0005 and CLIN 0006 in the awarded contract based on its independent budget requirements. This budget is derived from historical data for similar ship repair availabilities, which indicates an average growth work requirement of approximately 39% of the Category A work items.
vi. By submitting a proposal, the offeror acknowledges the clear distinction between the hypothetical numbers used for the Government's price evaluation and the methodology used by the Government to establish the final T&M CLIN ceiling value in the awarded contract.
The Government may request certified cost or pricing data, data other than certified cost or pricing data, and supporting attachments to be evaluated for adequacy. Upon request, the offeror shall submit a Certificate of Current Cost or Pricing Data, as prescribed by FAR 15.406-2.
