About this file
This document is an Amendment (Amendment 0004) to Solicitation N6264926RL002 for general services and maintenance for the USNS Richard E BYRD (T-AKE 4), a U.S. Navy vessel. The amendment extends the period of performance from 30 Mar 2026 - 28 May 2026 to 6 Apr 2026 - 4 Jun 2026 and pushes the solicitation closing date to 7 JAN 2026 at 01:00 PM Singapore Standard Time.
The amendment includes clarifications to multiple work items, addressing contractor questions about electrical shore power (confirming 8,000 amps at 505 volts), alternative communication methods, ballast tank zinc inspection, and laundry vent cleaning. The government consistently instructs contractors to adhere strictly to original work specifications, requiring marine-certified portable generators, heat lamps to prevent condensation, and specific service standards. Key work items involve berthing and mooring requirements, general ship services, information technology services, and specialized maintenance tasks for the naval vessel.

WI 0011 GENERAL SERVICES FOR SHIP
Question:
7.1.1 Electrical Shore Power
Since our proposed port does not have the capacity to provide Electrical Shore Power as required in the work specifications, we would like to propose to provide portable generators that can meet the requirement. This is the same service that we have provided in the previous availabilities.
Please confirm if this is acceptable.
7.1.12 Heat Lamps
Our country has warm weather conditions, and we have not provided this service in our past projects with US Navy Ships. Kindly advise if we can delete this work item in the package.
7.1.27 Crane, Forklift and Transportation Services
Since the ship will be berthing at Third Party Port, crane charges will not be charged on per lift but on a per day basis. We will provide crane daily at the port during the whole duration of the PoP.
This is the same arrangement as what we have provided in the previous availabilities.
Contractor shall not deviate from the work specifications. Portable generators are to be marine-certified, comply with current safety standards and regulations and approved by regulatory bodies. Heat lamps are required to prevent any condensation build-up especially in places with high humidity in warm weather.
