About this file

This is a Request for Information (RFI) document for Solicitation No. N6247826R2431, a Navy facility maintenance and repair service contract located in Hawaii. The RFI contains 104 questions and responses received from potential offerors between April 27 and May 26, 2026, addressing clarifications on contract requirements, scope of work, evaluation criteria, and technical specifications.

The contract encompasses facility lighting maintenance and repair services across multiple Hawaiian locations including JBPHH (Joint Base Pearl Harbor-Hickam) and MCBH (Marine Corps Base Hawaii). Key service areas include routine and emergency lighting maintenance, filter replacement (1,136 filters requiring semi-annual or annual changes), HEMP (High Altitude Electromagnetic Pulse) shelter maintenance with triannual inspections, photovoltaic solar panel systems with thermal imaging, solar hot water systems, pool equipment maintenance, and Maximo asset management system data entry. Critical questions address emergency response timeframes (particularly the one-hour response requirement for HEMP shelters requiring Secret-cleared personnel), contractor responsibilities for defects discovered during maintenance (subject to a 32-hour labor and $2,500 materials deductible threshold), equipment provision (test equipment, lift availability, scaffolding), ballast replacement certification requirements, and the scope of self-performance experience required for evaluation. The document also clarifies proposal submission requirements including attachment page limits, organizational chart formatting, CPARS evaluations for past performance, and Key Personnel resume submission. Offerors requested historical data including Maximo service records, routine/urgent/emergency ticket volumes, prior award values (N6247821D2404 valued at $744,000 FFP; N6247821D2401 valued at $1,310,588 FFP), and facility as-built diagrams. The government response column remains largely blank, indicating this document captures the questions posed rather than formal responses.

C Non-Price Proposal

• The requirements under Section C, Non-Price Proposal, Factor 1 – Corporate Experience, paragraph (c) for Offerors to demonstrate experience self-performing all listed scope areas appear overly restrictive, as very few Prime Contractors will have past performance self-performing each of these specialized services at the required thresholds. To promote competition, please consider revising the requirement to allow Offerors to demonstrate self-performance experience in at least three (3) of the five (5) areas, as this will result in increased competition while still ensuring overall capability.

2 C Non-Price Proposal

Please confirm whether, under the prior contract, the incumbent was required to respond to emergency work orders for HEMP shelters within one (1) hour of notification, given that this work requires highly specialized personnel with Secret security clearances and presents logistical

3 C Non-Price Proposal

Additionally, please confirm whether the same one (1) hour emergency response requirement will apply under this contract. This requirement may be difficult to meet due to the limited availability of appropriately cleared and trained personnel.
