About this file

This is a Request for Information (RFI) document for federal contract solicitation N6247826R2431, issued in July 2016 for Facility Lighting Maintenance and Repair Services in Hawaii. The RFI contains 105 questions and answers between potential offerors and the Government regarding proposal submission requirements, technical specifications, and scope clarifications.

The contract encompasses lighting maintenance and repair services across multiple facilities in Hawaii, including routine preventive maintenance, emergency and urgent repair work, HEMP (High-Altitude Electromagnetic Pulse) shelter maintenance requiring Secret security clearances, photovoltaic (PV) system maintenance with thermal imaging by Level I certified thermographers, pool equipment maintenance, solar hot water system servicing, and water system maintenance. Key technical requirements include ballast replacement by certified journeyman electricians adhering to NAVFAC MO-200 and NEC standards, filter changes on a bi-annual schedule for approximately 1,136 filters, triannual HEMP shelter inspections with shielding effectiveness testing per MIL-STD-188-125 Revision -1A, and mandatory PV panel cleaning. The contract establishes response requirements of one hour for emergency work orders and five working days for urgent work orders, with a $2,500 direct material and 32 labor-hour deductible threshold per occurrence for incidental repairs discovered during scheduled maintenance. Contractors must furnish all LLCT/SE test equipment and spares/consumables, provide access to NAVFAC Maximo systems for work order tracking, and develop preventive maintenance plans subject to Government approval. No historical data from previous contracts or as-built documentation is available to incoming contractors, and all facilities must be accepted in "as-is" condition at contract award.

C Non-Price Proposal

• The requirements under Section C, Non-Price Proposal, Factor 1 – Corporate Experience, paragraph (c) for Offerors to demonstrate experience self-performing all listed scope areas appear overly restrictive, as very few Prime Contractors will have past performance self-performing each of these specialized services at the required thresholds. To promote competition, please consider revising the requirement to allow Offerors to demonstrate self-performance experience in at least three (3) of the five (5) areas, as this will result in increased competition while still ensuring overall capability.

Factors remain as-is

2 C Non-Price Proposal

Please confirm whether, under the prior contract, the incumbent was required to respond to emergency work orders for HEMP shelters within one (1) hour of notification, given that this work requires highly specialized personnel with Secret security clearances and presents logistical challenges due to the location in Hawaii.

The Government does not have historical data.

Per Spec Item 3.1.1, the Contractor shall be responsible to respond within one hour of receipt of a call.

3 C Non-Price Proposal

Additionally, please confirm whether the same one

(1) hour emergency response requirement will apply under this contract. This requirement may be difficult to meet due to the limited availability of appropriately cleared and trained personnel.

Yes, per Spec Item 3.1.1, the Contractor shall be responsible to respond within one hour of receipt of a call.
