About this file

This document is a Justification and Approval (J&A) for use of other than full and open competition for a naval facilities electrical upgrade project at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. The project, designated as RM22-1212, involves replacing aging electrical infrastructure including transformers, switchboards, cables, and protection relays at Drydock No. 4, with a specific focus on standardizing equipment by using SEL-787 transformer protection relays manufactured by Schweitzer Engineering Laboratories.

The primary scope includes replacing two 2500 kVA and two 3000 kVA transformers, associated switchboards and cables, repairing concrete infrastructure, and updating shore power systems at Oscar 2 Pier. The Navy is justifying sole-source procurement under 10 U.S.C. 3204(a)(1) due to maintenance efficiencies, personnel familiarity with existing SEL equipment, reduced training costs, and simplified spare parts management. A sources sought notice was posted, and no alternative options to the SEL-787 relay were identified, further supporting the sole-source rationale.

JBPHH, HAWAII 96860-3139

J&A No. 25-37

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

SOLICITATION WORK ORDER NUMBER (WON) , RM22-1212 DRYDOCK

NO. 4 FLOOR AND ELECTRICAL UPGRADES,JOINT BASE PEARL HARBOR-

HICKAM, HAWAII

1. Contracting Activity.

Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI), Architect-Engineer Contract Division, Joint Base Pearl Harbor- Hickam (JBPHH).

2. Description of the Action Being Approved.

Request approval for the use of SEL-787 transformer protection relay manufactured by Schweitzer Engineering Laboratories (SEL), 2350 NE Hopkins Court, Pullman, WA 99163, for RM22-1212 Drydock No. 4 Floor and Electrical Upgrades.

3. Description of Supplies/Services.

The primary scope of this project will replace the existing Stations A-1 and C1, with new equipment to replace the aging/failing equipment. The project scope of work also includes repairing portions of the security fence, repairing the concrete cracks and spalls in the drydock floor, walls, and in the pumpwell, and repairing the drydock floor drainage.

This project will replace existing two (2) 2500 kVA, 12kV-480V XFMRs T1 & T2, corresponding 480V Switchboard and associated 600V cables with new. The new switchboards shall maintain separation between the shore power feeders from the industrial outlets to keep them isolated. This project will also replace existing two

(2) 3000kVA, 12kV-2.4kV XFMRs T3 & T4, corresponding 2.4kV Switchgear and associated 2.4kV cables with new, up until pumpwell switchgear substation A5.

In addition, this project requires new 12kV cables between Station D and new shore power station for Oscar 2 Pier. This will require updating existing power mound at Oscar 2 to meet UFC shore power requirements.

J&A No. 25-37

The substation and equipment are components of the existing JBPHH Navy Electrical System (NES) maintained by the Electrical Branch of the Utilities Management (UM) group. The primary switchgear includes the SEL transformer protection relays to provide differential protection for the primary transformer. Standardizing on the SEL relays is essential for uniformity, familiarity, and having replacement parts on hand.

The estimated procurement cost for SEL-787 is .

4. Statutory Authority Permitting Other Than Full and Open Competition.

This request is submitted pursuant to the authority of 10 U.S.C.

3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority.

The SEL-787 transformer differential relay should be used because of the maintenance efficiencies with standardized equipment.

UM’s Electrical Branch maintenance personnel are currently familiar with existing SEL relays installed throughout the JBPHH NES, and have received training in the use of SEL equipment. If a different brand of relays are used, it will require additional personnel training costs. Maintaining multiple brands of relays, each with their own unique hardware and interfaces, is inefficient and increases the maintenance burden. It also increases the risk of user error during maintenance, since it is more difficult for personnel to specialize in two different brands rather than a single brand. In addition, spare parts requirements will be reduced if SEL relays are utilized. Using a brand of relays other than SEL will result in substantial duplication of costs to the Government.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

A sources sought notice (No. N62478CON31FY2504) was posted on 17 April 2025 on the SAM.gov website to determine if there were any alternative options to the SEL-787 transformer protection relay.

Two responses were received. One response was from a vendor that distributes SEL relays and another response was from a vendor that installs SEL relays. None of the responses offered alternative options to the SEL-787 transformer protection relay.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions taken to remove barriers to future competition.

For the reasons set forth in section 5 above, NAVFAC HI has no plans at this time to compete future contracts for feeder protection relays installed on the JBPHH NES. If another potential source emerges, NAVFAC HI will assess whether competition for future requirements is feasible.
