About this file
This document is a Justification and Approval (J&A) for use of other than full and open competition for the Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI). The document supports the procurement of six Electro Industries/GaugeTech Shark 270 Electric Meters for the RM22-1212 Drydock No. 4 Floor and Electrical Upgrades project at Joint Base Pearl Harbor-Hickam, Hawaii. The project scope includes replacing existing electrical stations and equipment, repairing security fences and concrete surfaces, and upgrading electrical infrastructure.
The J&A provides technical justification for sole-source procurement, citing that the existing Advanced Metering Infrastructure (AMI) system can only fully communicate with Electro Industries/GaugeTech Shark 270 Electric Meters. The document explains that other meter manufacturers cannot provide the same level of configuration and programming compatibility. A Sources Sought Notice was posted on SAM.gov on 26 October 2023 to determine alternative options, but no responses were received. NAVFAC Hawaii will continue to monitor the AMI meter industry for potential future competitive alternatives. The procurement is authorized under 10 U.S.C. 3204(a)(1) for cases where only one responsible source can satisfy agency requirements.

DEPARTMENT OF THE NAVY
NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND, HAWAII
400 MARSHALL ROAD
JBPHH, HAWAII 96860-3139
J&A No. 25-35
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
SOLICITATION WORK ORDER NUMBER (WON) , RM22-1212 DRYDOCK
NO. 4 FLOOR AND ELECTRICAL UPGRADES, JOINT BASE PEARL HARBOR-
HICKAM, HAWAII
1. Contracting Activity.
Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI), Architect-Engineer Contract Division, Joint Base Pearl Harbor- Hickam (JBPHH), Hawaii.
2. Description of the Action Being Approved.
Request approval for the use of Electro Industries/GaugeTech Shark 270 Electric Meter, manufactured by Electro Industries/GaugeTech, 1800 Shames Drive, Westbury, NY 11590 for RM22-1212 Drydock No. 4 Floor and Electrical Upgrades.
3. Description of Supplies/Services.
The primary scope of this project will replace the existing Stations A-1 and C1, with new equipment to replace the aging/failing equipment. The project scope of work also includes repairing portions of the security fence, repairing the concrete cracks and spalls in the drydock floor, walls, and in the pumpwell, and repairing the drydock floor drainage.
This project will replace existing two (2) 2500 kVA, 12kV-480V XFMRs T1 & T2, corresponding 480V Switchboard and associated 600V cables with new. The new switchboards shall maintain separation between the shore power feeders from the industrial outlets to keep them isolated. This project will also replace existing two
(2) 3000kVA, 12kV-2.4kV XFMRs T3 & T4, corresponding 2.4kV Switchgear and associated 2.4kV cables with new, up until pumpwell switchgear substation A5.
In addition, this project requires new 12kV cables between Station D and new shore power station for Oscar 2 Pier. This will require updating existing power mound at Oscar 2 to meet UFC shore power requirements.
The primary circuits and associated equipment are components of the existing JBPHH Navy Electrical System maintained by the Electrical Branch of the Utilities Management group. The Shark meters provide advanced revenue metering features that allow it to be used not only for measuring basic energy, but also for providing a full complement of necessary tools, such as transformer/line loss compensation, CT/PT compensation, advanced test mode, perpetual Time of Use. Standardizing on the Shark meters is essential for uniformity, familiarity, and having replacement parts on hand.
The estimated procurement cost for six Electro Industries/GaugeTech Shark 270 Electric Meters is $ .
4. Statutory Authority Permitting Other Than Full and Open Competition.
This request is submitted pursuant to the authority of 10 U.S.C.
3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
The Department of the Navy has determined that interval consumption and power quality information should be captured and conveyed over cyber secure communication networks to a central repository. The existing Advanced Metering Infrastructure (AMI) system can only fully communicate with meters manufactured by Electro Industries/Gauge Tech, specifically Shark 270 Electric Meters. Other contractors do not offer programmable meters that can be configured/programed with existing Electro Industries/Gauge Tech Shark 270 Electric Meter software. Although the open protocol is the chosen communications protocol for many meter manufacturers, it only allows for different manufacturers’ equipment to share basic point data. However the open protocol does not allow for configuration and programming functions to take place between different manufacturers’ meters.
In order to meet the current Commander, Navy Installation Command metering requirements, it is NAVFAC’s intent to add additional meters to the existing AMI systems. This will facilitate the uniform capture and analysis of time-stamped interval data for electricity and water commodities. The existing and future AMI systems are the foundation and key enabler of the Navy’s Smart Grid initiatives. This requires the AMI systems to maintain full functionality through expansion with the Shark 270 electric meter.
The NAVFAC AMI networks consist of advanced utility meters connected to data acquisition and other servers through complex communication networks utilizing a combination of wired and wireless solutions. Additions to these networks require integration of compatible devices that will utilize the existing network infrastructure including radio/hardwired communications, servers and software. The use of different metering and wireless devices in these standardized systems would result in significant duplication of costs. Additionally, the associated risk of integration failures would endanger the existing AMI system warranty and the Navy’s utility billing integrity and energy analysis capability. The resulting substantial duplication of costs and risk to the NAVFAC AMI systems cannot be recovered through competition.
The use of different metering and network devices would also violate the Platform Risk Assessment (PRA) accreditation packages NAVFAC has submitted for its AMI networks. The AMI PRA accreditation consists of the common set of AMI hardware, software and firmware that is intended for installation at the installations. Integrating different devices would require a complex and lengthy modification of the AMI Platform Risk Assessments and Fleet Cyber Command approval would not be certain.
6. Description of Efforts Made to Solicit Offers from as Many
Offerors as Practicable.
A Sources Sought Notice (No. N62478CON33FY2406) was posted on 26 October 2023 on the SAM.gov website to determine if there were any alternative options to the Electro Industries/Gauge Tech Shark 270 Electric Meter. No responses were received in response to the sources sought.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions taken to remove barriers to future competition.
NAVFAC Hawaii will continue to monitor power AMI meter industry to determine if other manufacturer compatible equivalent becomes available. If another potential source emerges, NAVFAC HI will assess whether competition for future requirements is feasible.
