About this file
This document is a Justification and Approval (J&A) for Use of Other Than Full and Open Competition for a naval facilities electrical system upgrade project at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. The project involves replacing existing electrical infrastructure, including transformers, switchboards, cables, and upgrading the electrical Supervisory Control and Data Acquisition (SCADA) system. Specifically, the Navy seeks to use Open Systems International (OSI) programming to modify and expand the existing electrical SCADA system, which requires proprietary software integration that only OSI can provide.
The project scope includes replacing two 2500 kVA and two 3000 kVA transformers, associated switchboards and cables, repairing drydock floor and security fence, and installing new 12kV cables for Oscar 2 Pier. The justification emphasizes that OSI is the sole source capable of programming new equipment into the existing SCADA system, which is critical for maintaining system functionality, cybersecurity compliance, and operational continuity. A sources sought notice posted on SAM.gov received no responses, further supporting the sole source determination under 10 U.S.C. 3204(a)(1).

NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND, HAWAII
400 MARSHALL ROAD
JBPHH, HAWAII 96860-3139
J&A No. 25-31
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
SOLICITATION WORK ORDER NUMBER (WON) , RM22-1212 DRYDOCK
NO. 4 FLOOR AND ELECTRICAL UPGRADES,JOINT BASE PEARL HARBOR-
HICKAM, HAWAII
1. Contracting Activity.
Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI), Architect-Engineer Contract Division, Joint Base Pearl Harbor- Hickam (JBPHH).
2. Description of the Action Being Approved.
Request approval for the use of Open Systems International (OSI) programming, provided by Open Systems International Inc., 4101 Arrowhead Drive Medina, Minnesota, 55340 for RM22-1212 Drydock No.
4 Floor and Electrical Upgrades.
3. Description of Supplies/Services.
The primary scope of this project will replace the existing Stations A-1 and C1, with new equipment to replace the aging/failing equipment. The project scope of work also includes repairing portions of the security fence, repairing the concrete cracks and spalls in the drydock floor, walls, and in the pumpwell, and repairing the drydock floor drainage.
This project will replace existing two (2) 2500 kVA, 12kV-480V XFMRs T1 & T2, corresponding 480V Switchboard and associated 600V cables with new. The new switchboards shall maintain separation between the shore power feeders from the industrial outlets to keep them isolated. This project will also replace existing two
(2) 3000kVA, 12kV-2.4kV XFMRs T3 & T4, corresponding 2.4kV Switchgear and associated 2.4kV cables with new, up until pumpwell switchgear substation A5.
In addition, this project requires new 12kV cables between Station D and new shore power station for Oscar 2 Pier. This will require updating existing power mound at Oscar 2 to meet UFC shore power requirements.
The substation and equipment are components of the existing JBPHH Navy Electrical System (NES) maintained by the Electrical Branch of the Utilities Management (UM) group. The new primary electrical circuits will be incorporated into the existing electrical supervisory control and data acquisition (SCADA) system in order to allow for monitoring and control at the main UM electrical control room at Station C, JBPHH, HI. The new electrical circuits, and existing electrical substation and SCADA system are components of the JBPHH Navy Electrical System (NES) maintained by Utilities UM, Electrical Branch.
A SCADA system is a centralized control system that utilizes computers, networked data communications, and graphical user interfaces to monitor and control the electrical distribution system. SCADA systems typically implement a tag database. Each tag is a point of data the system monitors. Incorporating the new primary electrical circuits into the existing electrical SCADA system will include programming new graphical interfaces for the new circuit equipment on the existing SCADA interface, and programming new control points into the existing SCADA system.
The electrical SCADA system is required to meet UFC 4-010-06 cybersecurity requirements and maintain its existing Authority to Operate (ATO) through the Risk Management Framework (RMF) process.
This is a shared responsibility between UM and NAVFAC Command Information Office (CIO).
The existing electrical supervisory control and data acquisition SCADA system utilizes OSI programming and software. This project will require modification of and expansion to the existing SCADA system. All new equipment procured under this construction project will need to be connected to the existing OSI SCADA system. The monitoring and control station must be online at all times and must perform all required functions. Inconsistencies and incompatibilities between new and existing SCADA systems can result in inefficient, complex, and non-functioning building systems. This is due to the inability of different proprietary elements of software systems to interoperate with each other.
Integration of system components with and operability of the base-wide system justify why this brand name equipment is necessary. In order to ensure compatibility with existing equipment, this project will require the OSI SCADA software to be installed and integrated with the existing SCADA system to reduce the potential reliability issues and operator confusions.
The estimated value for the use of OSI programming is
4. Statutory Authority Permitting Other Than Full and Open Competition.
This request is submitted pursuant to the authority of 10 U.S.C.
3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
OSI programming should be used to maintain functional compatibility with the existing electrical SCADA system.
OSI is the manufacturer of the existing electrical SCADA system software including the master station software. The software is a proprietary product of OSI. The master station software for the existing SCADA system was developed and programmed by OSI to meet NAVFAC Hawaii UM requirements and is unique to any other master station software. OSI is the only entity with knowledge of the programming code, points, graphical display, and configurations for the existing master station software. OSI’s proprietary master station software controls all electrical SCADA system user functions and interacts with all SCADA system components. Although equipment connected to the SCADA system can be provided by third party sources, modification of the SCADA system software to incorporate new equipment can only be performed by OSI.
Entities other than OSI do not have proprietary rights to OSI software and would not be able to program this project’s new equipment into the existing SCADA system software. If this project’s new equipment is not incorporated into the existing SCADA system, monitoring and control of the new equipment will not be possible at the main UM electrical control room at Station C.
By standardizing with OSI programming, UM Electrical reduces inaccuracies relative to, including the variance necessary to adapt, as well as ease of maintaining ATO, network communications and the SCADA database.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
A sources sought notice (No. N62478CON33FY2409) was posted on 11 January 2024 on the SAM.gov website. The sources sought requested all interested parties respond within 15 days after the date of publication of the synopsis and if able to provide compatible services to OSI programming. By the due date, there were no responses to the sources sought notice for this requirement.
The Government’s understanding is that due to the issues noted in section 5, no other source can program this project’s new equipment into the existing electrical SCADA system.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions taken to remove barriers to future competition.
For the reasons set forth in section 5 above, NAVFAC HI has no plans at this time to compete future contracts for programming new equipment into the existing electrical SCADA system. If another potential source emerges, NAVFAC HI will assess whether competition for future requirements is feasible.
