About this file
This document is a Justification and Approval (J&A) for use of other than full and open competition for a Navy electrical systems upgrade project at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. The project involves replacing existing electrical infrastructure, specifically requesting approval to use Schweitzer Engineering Laboratories (SEL) equipment including SEL-351S feeder protection relay, SEL-2812 fiber-optic transceiver, and SEL-3530 real-time automation controller. The scope includes replacing transformers, switchboards, and cables at Drydock No. 4, upgrading shore power stations, and installing new 12kV cables, with a focus on maintaining system standardization, cybersecurity compliance, and operational reliability of the Navy Electrical System (NES).
The J&A cites 10 U.S.C. 3204(a)(1) as justification, arguing that only SEL equipment meets the agency's requirements due to: 1) maintenance efficiency with standardized equipment, 2) alignment with existing electrical SCADA system Authority to Operate (ATO) requirements, and 3) functional compatibility and reliability. Sources sought notices were posted on SAM.gov on 11 January 2024, requesting potential alternative products, but no viable alternatives were identified. The Contracting Officer has determined the anticipated costs to be fair and reasonable, and NAVFAC Hawaii will assess future competition if another potential source emerges.

J&A No. 25-32
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
SOLICITATION WORK ORDER NUMBER (WON) , RM22-1212 DRYDOCK
NO. 4 FLOOR AND ELECTRICAL UPGRADES,JOINT BASE PEARL HARBOR-
HICKAM, HAWAII
1. Contracting Activity.
Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI), Architect-Engineer Contract Division, Joint Base Pearl Harbor- Hickam (JBPHH).
2. Description of the Action Being Approved.
Request approval for the use of SEL-351S feeder protection relay, SEL-2812 fiber-optic transceiver, and SEL-3530 real time automation controller manufactured by Schweitzer Engineering Laboratories (SEL), 2350 NE Hopkins Court, Pullman, WA 99163, for RM22-1212 Drydock No. 4 Floor and Electrical Upgrades.
3. Description of Supplies/Services.
The primary scope of this project will replace the existing Stations A-1 and C1, with new equipment to replace the aging/failing equipment. The project scope of work also includes repairing portions of the security fence, repairing the concrete cracks and spalls in the drydock floor, walls, and in the pumpwell, and repairing the drydock floor drainage.
This project will replace existing two (2) 2500 kVA, 12kV-480V XFMRs T1 & T2, corresponding 480V Switchboard and associated 600V cables with new. The new switchboards shall maintain separation between the shore power feeders from the industrial outlets to keep them isolated. This project will also replace existing two
(2) 3000kVA, 12kV-2.4kV XFMRs T3 & T4, corresponding 2.4kV Switchgear and associated 2.4kV cables with new, up until pumpwell switchgear substation A5.
In addition, this project requires new 12kV cables between Station D and new shore power station for Oscar 2 Pier. This will require updating existing power mound at Oscar 2 to meet UFC shore power requirements.
The substation and equipment are components of the existing JBPHH Navy Electrical System (NES) maintained by the Electrical Branch of the Utilities Management (UM) group. The primary switchgear includes the SEL feeder protection relays to provide overcurrent protection and arc-flash mitigation for the primary electrical circuits and primary transformer protection. Standardizing on the SEL relays is essential for uniformity, familiarity, and having replacement parts on hand.
Primary electrical circuits require a feeder protection relay to provide overcurrent protection and arc-flash mitigation for the primary electrical circuits. The new SEL-351S feeder protection relay will be connected to the existing electrical SCADA system for monitoring and control at the main UM electrical control room at Station C, JBPHH, HI. The new SEL-351S feeder protection relay will be connected to the existing electrical SCADA system via a new SEL-3530 real-time automation controller (RTAC). The RTAC is required to consolidate data points at the remote substation before transmitting it back to the main UM electrical control room at Station C. The new SEL-2812 fiber-optic transceiver will be used to make the connection between the new SEL-351S feeder protection relay and the new SEL-3530 RTAC using fiber-optic cable.
The total estimated value for the use of SEL equipment to be installed on this project is . The breakdown is as follows:
4. Statutory Authority Permitting Other Than Full and Open Competition.
This request is submitted pursuant to the authority of 10 U.S.C.
3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
The SEL-351S feeder protection relay, SEL-2812 fiber-optic transceiver, and SEL-3580 real time automation controller should be used because of 1) maintenance efficiencies with standardized equipment, 2) to align the project with the existing electrical SCADA system Authority to Operate (ATO) requirements, and 3) functional compatibility and reliability with the existing electrical SCADA system.
1) Standardized Equipment for Maintenance
UM, Electrical Branch maintenance personnel are currently familiar with existing SEL relays installed throughout the JBPHH NES, and have received training in the use of SEL equipment. If a different brand of relays are used, it will require additional personnel training costs. Maintaining multiple brands of relays, each with their own unique hardware and interfaces, is inefficient and increases the maintenance burden. It also increases the risk of user error during maintenance, since it is more difficult for personnel to specialize in two different brands rather than a single brand. In addition, spare parts requirements will be reduced if SEL relays are utilized. Using a brand of relays other than SEL will result in substantial duplication of costs to the Government.
2) ATO Requirements
The electrical SCADA system is required to meet UFC 4-010-06 cybersecurity requirements and maintain its existing ATO through the Risk Management Framework (RMF) process. This is a shared responsibility between UM and NAVFAC Command Information Office
(CIO).
SEL-351S feeder protection relays are currently included within the existing electrical SCADA system ATO because they are already existing on the system in other locations and approved for use.
Incorporating a different feeder protection relay that is not already approved and existing on the system would cause additional costs to be incurred by the Government to maintain the electrical SCADA system’s ATO.
3) Electrical SCADA System Functional Compatibility and Reliability
UM requires new feeder protection relays that will be connected to the existing electrical SCADA system to be connected via serial port to the remote substation’s RTAC. Other potential methods of connection are possible, such as an Ethernet connection to the remote substation’s network switch, but the serial port connection has been determined to be the most reliable method of connection and to have the least impact the existing electrical SCADA system’s ATO.
The SEL-2812 fiber-optic transceivers are required in order to make this serial port connection between the feeder protection relay and the existing SEL-3530 RTAC via fiber-optic cable instead of copper cable. Using fiber-optic cable for the connection is required in order to improve safety, signal integrity, and reliability versus copper cable.
The SEL-2812 fiber-optic transceiver also does not require an additional power source when connected to the new SEL-3530 RTAC and the new SEL-351S feeder protection relay. Other fiber-optic transceivers from different manufacturers may require an additional power source if it is not compatible with the SEL RTAC and feeder protection relay, which would create additional cost and additional maintenance burden.
6. Description of Efforts Made to Solicit Offers from as Many
Offerors as Practicable.
Sources sought notices (No. N62478CON33FY2408, N62478CON33FY2410, N62478CON33FY2411) were posted on 11 January 2024 on the SAM.gov website. The sources sought requested all interested parties respond within 15 days after the date of publication of the synopsis, and if able, to provide compatible products to the SEL- 351S feeder protection relay, SEL-2812 fiber-optic transceiver, and SEL-3530 real time automation controller.
A response was received for the SEL-3530 real time automation controller and the SEL-351S feeder protection relay and possible alternate products were suggested. However, the alternate products are not viable based on the current ATO and system compatibility, standardization and reliability.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions taken to remove barriers to future competition.
For the reasons set forth in section 5 above, NAVFAC HI has no plans at this time to compete future contracts for feeder protection relays installed on the JBPHH NES. If another potential source emerges, NAVFAC HI will assess whether competition for future requirements is feasible.
