About this file

This document is a Justification and Approval (J&A) for use of other than full and open competition for a Naval Facilities Engineering Systems Command (NAVFAC) project at Joint Base Pearl Harbor-Hickam, Hawaii. The project involves upgrading Drydock No. 4's electrical systems, specifically replacing existing electrical equipment with new components, including two 2500 kVA and two 3000 kVA transformers, switchboards, and associated cables. The primary focus is procuring 23 SEL-751 feeder protection relays manufactured by Schweitzer Engineering Laboratories, with justification based on maintenance efficiency, standardization, and compatibility with the existing Navy Electrical System.

The J&A cites 10 U.S.C. 3204(a)(1) as statutory authority, noting that only one responsible source exists to satisfy agency requirements. NAVFAC Hawaii conducted a Sources Sought Notice on SAM.gov, receiving one response for a similar product. However, the document argues that using alternative products would increase maintenance costs, training expenses, and system reliability risks. The estimated procurement cost for the SEL-751 relays is redacted, and NAVFAC Hawaii commits to monitoring the market for potential future competitive alternatives.

J&A No. 25-34

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

SOLICITATION WORK ORDER NUMBER (WON) , RM22-1212 DRYDOCK

NO. 4 FLOOR AND ELECTRICAL UPGRADES,JOINT BASE PEARL HARBOR-

HICKAM, HAWAII

1. Contracting Activity.

Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI), Architect-Engineer Contract Division, Joint Base Pearl Harbor- Hickam (JBPHH), Hawaii.

2. Description of the Action Being Approved.

Request approval for the use of SEL-751 feeder protection relay, manufactured by Schweitzer Engineering Laboratories (SEL), 2350 NE Hopkins Court, Pullman, WA 99163 for RM22-1212 Drydock No. 4 Floor and Electrical Upgrades.

3. Description of Supplies/Services.

The primary scope of this project will replace the existing Stations A-1 and C1, with new equipment to replace the aging/failing equipment. The project scope of work also includes repairing portions of the security fence, repairing the concrete cracks and spalls in the drydock floor, walls, and in the pumpwell, and repairing the drydock floor drainage.

This project will replace existing two (2) 2500 kVA, 12kV-480V XFMRs T1 & T2, corresponding 480V Switchboard and associated 600V cables with new. The new switchboards shall maintain separation between the shore power feeders from the industrial outlets to keep them isolated. This project will also replace existing two

(2) 3000kVA, 12kV-2.4kV XFMRs T3 & T4, corresponding 2.4kV Switchgear and associated 2.4kV cables with new, up until pumpwell switchgear substation A5.

In addition, this project requires new 12kV cables between Station D and new shore power station for Oscar 2 Pier. This will require updating existing power mound at Oscar 2 to meet UFC shore power requirements.

The primary circuits and associated equipment are components of the existing Navy Electrical System (NES) maintained by the Electrical Branch of the Utilities Management (UM) group. The primary switchgear includes the SEL feeder protection relays to provide overcurrent protection and arc-flash mitigation for the primary electrical circuits and primary transformer protection.

Standardizing on the SEL relays is essential for compatibility of communication protocol with the existing system, uniformity, familiarity, and having replacement parts on hand.

The estimated procurement cost for 23 SEL-751 is $ .

4. Statutory Authority Permitting Other Than Full and Open Competition.

This request is submitted pursuant to the authority of 10 U.S.C.

3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority.

The SEL-751 feeder protection relay should be used because of the maintenance efficiencies with standardized equipment.

UM’s Electrical Branch maintenance personnel are currently familiar with existing SEL relays installed throughout the JBPHH NES, and have received training in the use of SEL equipment. If a different brand of relays are used, it will require additional personnel training costs. Maintaining multiple brands of relays, each with their own unique hardware and interfaces, is inefficient and increases the maintenance burden. It also increases the risk of user error during maintenance, since it is more difficult for personnel to specialize in two different brands rather than a single brand. In addition, spare parts requirements will be reduced if SEL relays are utilized. Using a brand of relays other than SEL will result in substantial duplication of costs to the Government.

6. Description of Efforts Made to Solicit Offers from as Many

Offerors as Practicable.

A Sources Sought Notice (No. N62478CON33FY2405) was posted on 26 October 2023 on the SAM.gov website. The sources sought requested all interested parties respond within 15 days after the date of publication of the synopsis and if able to provide compatible products to the SEL-751 feeder protection relay.

One response was received from a vendor that could provide a similar item. However, as also stated in section 5, using any other product besides the SEL-751 feeder protection relay will affect system reliability as well as accrue substantial duplication of costs to the government.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions taken to remove barriers to future competition.

NAVFAC Hawaii will continue to monitor the feeder protection relay industry to determine if other manufacturer compatible equivalent becomes available. If another potential source emerges, NAVFAC HI will assess whether competition for future requirements is feasible.
