Q13. If an offeror is a Small Business are they required to submit a Small Business Subcontracting Plan? If so, where in their proposal shall this plan be included?

A13. Please refer to Document 00100, Paragraph 1.6, Small Business Subcontracting Plan.

Q14. Would the Government consider removing the requirement stated in the last sentence of Document 00110, Section 2.2 a, paragraph “a” which states “Out of a maximum of three (3) relevant projects, at least (1) project must include all of the following types of work: Magazine construction; Grounding and lightning protection system”?

A14. See response A2.

Q15. Section 00700 has some areas requiring fill-ins? Should offerors include a completed Section 00700 in their proposal? Or would the Government prefer that offerors include only those pages of Section 00700 requiring fill-ins? If so, where in proposals should this be placed? Please advise.

A15. Fill-in clauses or provisions are in Document 00600. See Document 00100, Paragraph 1.1a.

A20. See response A17.

Q21. Details on C-503 specifying the sawcut groove width for expansion (C3), contraction (A1), and construction joints (A5) appear to conflict with the detail C5/C-503. Please confirm if every type of joint is to be cut 3/4” - 7/8” wide to serve as the sealant reservoir or if the 1/8-1/4” width is correct for the construction joint and contraction joints.

A21. See Am-0001, SF30, Paragraph 2a(2).

Q22. Detail C3/C503 shows a doweled expansion joint with 16” smooth dowels and slip caps. This is typical for the expansion joints (EJ) as shown on the jointing plan C-111. However, on sheet C-502, where the concrete pavement abuts the magazine door trench foundation, it is not typically recommended to dowel the pavement to a structure; a normal expansion joint would be more appropriate. Please confirm if this expansion joint is to be doweled.

A22. Adhere to Detail C5/C-503 for Expansion Joint.

Q23. Ref. Sheet C-104 Note 2 and Spec Section 02 41 00 Demolition.

Please clearly indicate on the contract drawings what is to be primed and painted, galvanized or galvanized and painted.

A31. See Am-0002, SF30, Paragraph 2a(1).

Q32. 6 09 90 00 Please confirm that it is necessary for all contractors and subcontractors that perform surface preparation or coating application must be QP1 certified by the Society for Protective Coatings.

A32. See Sheet S-001, Door and Miscellaneous Metal Paint Spec Note.

Q33. Section 08 13 73 Sliding Metal Doors:

1.2.2 Seal Performance - Magazine Type “D” doors do not have inflatable seals and are not de-signed for them. Do you want a custom design seal system, or do you want to delete these specifications that have nothing to do with a Type “D” door?

A33. See Am-0002, SF30, Paragraph 1b(5).

Q34. Section 08 13 73 Sliding Metal Doors:

2.3.1 Power Operators - This part of the specifications require that you have an automatic closing system in case of a fire/power failure, this spec is used in locations where you have a fire rated door system.

If the door closes automatically, this could trap personnel in the building with no access to get out. This is not normally used in a Type “D” design.

A34. See Am-0002, SF30, Paragraph 1b(6).

Q35. Section 08 13 73 Sliding Metal Doors:

2.6 Safety Device - This requires a safety device on the leading edge of the door, which is only used in fully automated door systems. This would get in the way of the bumps, lock system, and most of the doors.

The blast doors are designed to open automatically when you hit the open button, but you must hold the close button to ensure that no personnel or equipment is damaged in the door closing process, this acts as the safety device.

A35. Please comply with Specification Section 08 13 73, Paragraph 2.6.
