General Requirements

Fire is a great hazard to life and property, especially when ammunition and explosives are involved. Many of these materials are extremely sensitive to heat and react at temperatures substantially lower than those required to ignite ordinary wood, paper, or fabrics. Even indirect heat generated by a fire could initiate a reaction and result in an explosion. Therefore, the first and most important rule in operations involving ammunition and explosives is to keep ammunition and explosives away from heat.

An essential element of any fire prevention effort is good housekeeping. Accumulations of combustible scrap and flammable residue are primary sources of fires. Working areas shall be kept clean and orderly to minimize fire hazards. Rubbish and trash such as empty boxes, scrap lumber, nails, and strapping materials shall not be permitted to accumulate in these areas.

Matches, lighters and similar spark producing devices are not permitted in explosives areas.

Smoking is prohibited in explosives areas except for authorized smoke sheds: Buildings 319, 399, 444, 489 and 543 at the West Loch Branch.

Work requiring soldering; melting of asphalt or use of blowtorches or other heat or spark-producing devices shall not be performed in an explosive area without proper and continuous supervision. Authorization will include a signed safety permit issued by the Explosive Safety Office (West Loch Bldg 588). After safety permit is signed, a burn permit will be obtained from the Fire Department.

All food will be stored and consumed in designated break/lunch room areas. Personnel may bring beverage coolers or dispensers in an area where ammunition is being handled or stored as long as the ammunition is in approved shipping containers.

Hazards of Electromagnetic Radiation to Ordnance (HERO) Warning Labels will be affixed to all portable and mobile radios that are brought into the restricted areas.

Personnel will be familiar with HERO restrictions and follow radio transmission prohibitions listed on the warning label. Warning labels will be obtained at the Explosives Safety Office (West Loch Bldg 588).

Personnel who need to operate a cellular telephone in a restricted area must come to the Explosives Safety office (West Loch Bldg 588) to have the telephone evaluated and labeled. The individual will receive a briefing and sign a receipt acknowledging the briefing.

During thunderstorms, all personnel must evacuate from explosives areas.

Maintenance Work on or around the explosive wharves

Construction workers must stay at least 250 feet away from all ammunition handling operations.

Gasoline or diesel powered equipment

Should be fueled prior to being put in service.

Shall not be refueled inside buildings. Refueling shall be accomplished at least 100 feet from the nearest explosives area and at least 20 feet from warehouses and other inert storage buildings.

Suitable fire extinguishers shall be ready for use.

Portable Engine-driven Generators

When in use, exposed, non-current-carrying, metallic frame and parts shall be grounded

Shall be placed at least 50 feet from magazines or other hazardous locations.

The ground area around the generator and between the generator and hazardous location shall be clear of debris and other combustible material.

The exhaust from the generator shall not impinge on grass or any other combustible material.

The power cord connecting the generator to the load shall be positioned as to prevent trucks or personnel from running over or otherwise damaging the cable.

No cable-to-cable splices shall be made within the hazardous location.

In the event of an electrical storm, the generating unit shall be turned off and all cables removed from the hazardous location and all personnel must evacuate from the explosives area.

Portable engine-driven generator refueling

Shall be accomplished at least 100 feet from hazardous location.

Suitable fire extinguishers shall be ready for use.

Smoking or open-flame devices shall not be permitted within 50 feet.

The tank being filled shall be electrically bonded to the supply tank by means of an approved bonding strap. In addition, either the supply tank or tank being filled shall be grounded with a suitable ground strap from the tank to a metallic ground rod that is driven into the ground.

The generating unit and the gasoline supply containers shall be located so that spilled gasoline will flow by gravity away from the explosives facility.

In the event of a fuel spill, no motors shall be started until the area is thoroughly washed with water.

At least one person shall be present during the entire operation.
