Each Task Order COR will monitor the performance of the work on assigned Task Orders.
CORs are not authorized to take any action, either directly or indirectly, that could result in a change in the pricing, quantity, quality, place of performance, delivery schedule, or other terms and conditions of the basic contract or
Task Orders, or to direct the accomplishment of efforts which would exceed the scope of the basic contract or Task Orders.
If the contractor believes that a COR’s interpretation of specifications is erroneous, the contractor shall notify the responsible Contracting Officer in writing of this position.

The CO is located at 750 Pacific Highway, NB1, San Diego, California, 92132 and is responsible for reviewing complaints from contractors and ensuring that all contractors are afforded a fair opportunity to be considered for award of Task Orders, in accordance with the requirements of the contract.
ORDER ISSUANCE PROCEDURES
Non-recurring work may be ordered at the prices offered, in two ways:
1) A FedMall order placed by an authorized Government user; or
2) A task order by the issuing activity using a SF Form 1449 “Order for Supplies and Services.”
FEDMALL ORDER PLACEMENT
In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 213.270, all micro-purchases for services falling below the threshold of the Service Contract Labor Standards shall be acquired using the Governmentwide Commercial Purchase Card (GCPC).
Orders placed through the FedMall require payment by an authorized GCPC user. When receiving a GCPC orders against ELINs the Contractor shall provide the supplies and services at the offered price without additional markup or handling fee.
The Contractor will be required to support FedMall orders in accordance with NFAS 16.504-103 Contractor Support of Electronic Contracting (FEDMALL).
TASK ORDER PLACEMENT
When work exceeds the micro-purchase threshold and/or a GCPC Holder is not available, requirements can be acquired via a task order.
a. When the Contracting Officer requires work under the contract, a Request for Quote (RFQ) or Request for Proposal (RFP) will be issued as appropriate. RFQ/RFP (including amendments and other communications) will normally be issued electronically, but may also be placed via telephone, facsimile or other electronic means.
b. Orders will be placed on a Standard Form (SF) 1449.
c. Modifications to Task Orders will be issued on a Standard Form (SF) 30.
d. Performance-based acquisition methods will be used to the maximum extent practicable.
e. Individual orders shall clearly describe all services to be performed or supplies to be delivered so the full cost or price for the performance of the work can be established when the order is placed. Orders shall be within the scope, issued within the period of performance, and be within the maximum value of the contract.
f. Each task order shall include as a minimum the following information:
(i) Date of order.
(ii) Contract number and order number.
(iii) For supplies and services, contract item number and description, quantity, and unit price or estimated cost or fee.
(iv) Delivery or performance schedule.
(v) Place of delivery or performance.
(vi) Any packaging, packing, and shipping instructions.
(vii) Accounting and appropriation data.
(viii) Method of payment and payment office, if not specified in the contract.
Task Order Proposal Submission
a. The Contracting Officer will keep submission requirements to a minimum. Contracting Officers may use streamlined procedures, including oral presentations. The competition requirements in FAR Part 6 and the policies in FAR Subpart 15.3 do not apply to the ordering process, but the Contracting Officer shall consider price or cost under each order as one of the factors in the selection decision. The Contracting Officer will consider past performance on earlier orders under the contract, including quality, timeliness, and cost control in accordance with DFAR 216.505-70(d).
b. The Contracting Officer shall consider the following when evaluating task order proposals:
i. Task order price or cost;
ii. Past performance on earlier orders under the contract, quality, timeliness, and cost control may be considered; and
iii. Any technical evaluation factors specified in the RFQ/RFP (used when appropriate for complex task orders requiring a high level of coordination).
c. Formal evaluation plans or scoring of quotes or offers are not required.
d. Pricing: This is a commercial items acquisition. Price reasonableness for each task order shall be determined in accordance with FAR 13.106-3 and/or 15.4 for Commercial Items. The Contracting Officer may require submission of cost or pricing data to support any action (contracts, subcontracts, or contract modifications) but may also require information other than cost or pricing data to support a determination of price reasonableness or cost realism as appropriate. See DFARS 252.215-7010 Requirements for Certified Cost and Pricing Data and Data Other Than Certified Cost or Pricing Data (Jan 2018) for additional details. If the Contracting Officer cannot determine whether an offered price is fair and reasonable, even after obtaining additional information from sources other than the Offeror, the Contracting Officer will require the Offeror to submit information other than cost or pricing to support further analysis in accordance with FAR 15.403-1(c)(3).
CPARS
Contractor’s performance will be evaluated using the respective contractor performance evaluation report entry system located on the website http://www.cpars.gov/. Prior to commencement of work the contractor is required to provide the government with the name, phone number and e-mail address of the “Contractor’s Representative” that will be responsible for receipt and review of draft performance evaluations prepared by the government in the appropriate system. It is the contractor’s responsibility to keep this contact information current.

Identification badges, if required, will be furnished based on the individual installation security procedures.
Contactor is responsible for all costs, if any, associated with obtaining proper credentials, including participation in the Defense Biometric Identification System (DBIDS) program. The Contractor must immediately report instances of lost or stolen badges to the Contracting Officer. Failure of contractor personnel to obtain entry approval will not affect the contract price or time of completion. All Contractor personnel shall become familiar with and obey all Government regulations including fire, traffic, and security regulations. Refer to individual Task Order or Station requirements provided at the preconstruction conference. Contractor personnel will not be admitted to the work site without approval. Access requirements will be as identified in station policy for each location. Some facilities, or areas within some facilities, restrict access to U.S. Citizens only.
(a) In accordance with CNICMEMO dated May 5, 2017, individuals currently using an NCACS credential for Installation access are required to switch to a DBIDS no later than August 14, 2017. After August 14, 2017, the NCACS credential will no longer be valid for access to Navy Installations.
(b) NCACS users may visit the local Navy Installation Visitor Control Center to obtain a DBIDS credential. To ensure uninterrupted Installation access, current NCACS credential holders are encouraged to shift to the DBIDS credential as soon as possible as Navy does not have the ability to extend this deadline. There are no fees incurred by the contractor, vendor, or supplier to obtain a DBIDS credential.
(c) Individuals who apply for NCACS credentials during the period of April 17 through May 13, 2017 must also obtain DBIDS credentials. NCACS credentials issued after April 17, 2017 will no longer be accepted without an accompanying DBIDS credential for Navy Installation access.
(d) DBIDS guidance for Vendors/Contractors to obtain a pass is accessible through the following website:
https://www.cnic.navy.mil/om/dbids.html For more information or to enroll in the DBIDS Program call: (202) 433.4784.
