Offerors may submit past performance information on up to five (5) projects/contracts within the past five (5) years, considering the issue date of the solicitation, or are currently active with at least 12 months of performance from the date of this solicitation, that demonstrate the offeror’s ability to successfully deliver products and services that are similar to the work described in the performance work statement. If the offeror is a Joint Venture (JV), relevant past performance projects should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, relevant past performance projects may be submitted for the Joint Venture members. Offerors are still limited to a total of five (5) projects. If an offeror is utilizing past performance projects of an affiliate, the proposal shall clearly demonstrate how the affiliate will be involved in the performance of the contract. The Offeror may utilize past performance projects of a subcontractor that will perform major or critical aspects of the requirement under this evaluation factor. The Offer must provide a letter of commitment from the subcontractor and an explanation of the involvement that the subcontractor will have in performance of this contract.

For each project/contract, there are two (2) submittal requirements:

(1) Past Performance Evaluation Forms; and

(2) a Narrative Statement

(1) Past Performance Evaluation Forms – For each project/contract, the offeror must submit the most recent completed Contractor Performance Assessment Reporting System (CPARS) evaluation or a Past Performance Questionnaire (PPQ) Attachment 13 (see Attachment 13 Exhibit B of Solicitation). If a completed CPARS evaluation is available on the CPARS website for the contract/project, the offeror must submit the CPARS evaluation for the project/contract. If there is not a completed CPARS evaluation for the project/contract, a PPQ must be submitted. An offeror should not submit a PPQ when a completed CPARS evaluation is available. A PPQ form is included as an Attachment 13 to the solicitation. Offerors must submit the PPQ form to the client for completion. Offerors should take care to ensure correct phone numbers and email addresses are provided for the client point of contact on the PPQs.

Offerors should follow-up with clients/references to ensure timely submittal of the questionnaires. If the offeror is unable to obtain a completed PPQ from a client for a project/contract before proposal closing date, the offeror should complete and submit with the proposal, the first page of the PPQ which will provide contract/project and client information. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Melissa Izarelli by email at melissa.a.izarelli.civ@us.navy.mil prior to proposal closing date.

The Government will only consider recent past performance. Recent is defined as projects/contracts completed no more than five (5) years from the posting date of this solicitation, or currently active with at least 12 months of performance. In other words, projects/contracts which were completed more than five (5) years before the posting of this solicitation or are currently active with less than 12 months of performance from the date of this solicitation, will not be evaluated.

The requirement to submit these forms cannot be satisfied by directing the Government to consider forms or information submitted on other procurements.

However, the Government may utilize previously submitted PPQ information or any other information available in the past performance evaluation.

In addition to the above, the Government may review any other sources of information for evaluating relevant past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror’s quote, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the Offeror.

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate, and complete past performance information rests with the Offeror.

(2) Narrative Statement – Offerors must submit a statement for each project/contract submitted that provides an overview of each project/contract and how the project/contract is relevant to the work described in the performance work statement of this solicitation, as well as the offeror’s roles and responsibilities for the project/contract. The statement for each project/contract may not exceed two

52.212-2 Evaluation—Commercial Products and Commercial Services (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government intends to award the contract to the eligible, responsible offeror, who submits the lowest priced, technically acceptable (LPTA) offer. The LPTA process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. The following factors shall be used to evaluate offers:

Factor 1: Technical Capability/ Time Specification Factor 2: Past Performance Factor 3: Safety

Basis of Evaluation

In order to promote efficient competition, proposals will be initially screened for price and placed in order of price (lowest price to highest price). The lowest priced offer will be evaluated for fair and reasonableness. If the lowest priced offer is determined fair and reasonable, the Government will then evaluate the non-price factors of the lowest priced proposal in accordance with the criteria of acceptability set forth in the solicitation. However, the Government, at its sole discretion, reserves the right to increase the number of offers it will review under this methodology. If the lowest priced offer is technically acceptable, and if the price is determined to be reasonable in the price evaluation, the Government will make an award to that offeror with the lowest price. If the lowest priced offer is not technically acceptable, the next lowest priced offer will be evaluated in the order of lowest price to highest price until one (1) offer has been determined to be technically acceptable. The evaluation will continue until the LPTA offer is determined by the contracting officer.

Accordingly, under this methodology, the Government may not evaluate the non-price factors of some offers.

The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

If discussions are deemed necessary by the Contracting Officer, all offers will be evaluated (both non-price and price) for establishing a competitive range. The Government reserves the right to eliminate any offerors whose proposals are deficient, or omitted any submittal requirements, from the competitive range without corrections through discussions. Each initial offer should, therefore, contain the Offeror’s best terms from both a price and technical standpoint.

Factor 1: Technical Capability/ Time Specification

(i) Basis of Evaluation

The evaluation will be based upon:

• The Offeror’s demonstrated technical capability to meet the autobody painting, refinishing, and mechanical repair services per the specifications in Annex 1700000.

• The Offeror’s ability to demonstrate work control procedures and work prioritization to ensure timely accomplishment of required work and job completion repair per the specifications in the Performance Work Statement and the time allowances at Annex 1700000 section 2.6.

• The Offeror’s ability to demonstrate the required certification, training, and licenses to perform the task in accordance with the attached PWS.

The Government will evaluate the Offeror’s Factor 1: Technical Capability/ Time Specifications, and assign a rating as follows:

ACCEPTABLE Proposal meets the requirements of the solicitation.

UNACCEPTABLE Proposal does not meet the requirements of the solicitation.

Factor 2: Past Performance

The Government will evaluate each offeror’s past performance using a three-step process.

First, the Government will evaluate the recency of the offeror’s projects/contracts (Recency Assessment). Second, the Government will evaluate the relevancy of all projects/contracts submitted by the offeror and other information available…
