The purpose of Amendment 0001 is to:
1. Answer the following requests for information submitted in response to N62473‐24‐R‐3204.
a. Question: Section L, Submittal Requirements, No. 3. Basis of Evaluation and Submittal
Requirements for Each Factor (page 135 of 147) lists Tab B as the appropriate section for submittal of the ELIN Price Proposal in Excel and PDF format. This request conflicts with the information provided within the Instruction to Offerors section (page 133 of 147) where Tab B is listed as requiring submittal of Section B of the RFP where the overall total is being provided. Additional Tabs also have conflicting information. Can NAVFAC please clarify what information is requested within each Tab for Volume 1, Price Proposal?
Answer: Section L Instructions to Offerors and Submittal Requirements have been updated to clarify the information in each tab. There should be 4 tabs (A, B, C, and D.) See the revised Request for Proposal for further details.
b. Question: Please confirm that large business subcontractor project experience and personnel resumes can be utilized to meet the requirements of Factor 3 Corporate Experience.
Answer: Large business subcontractor project experience can be utilized for the project data sheets of Factor 3 Corporate Experience. Section L, paragraph 3(b)(3) has been updated to reflect this. However, the Quality Assurance Manager must be an employee of the Prime as stated in Section L, Paragraph 3(b)(3)(i)(b)(2). See the revised Request for Proposal for further details.
c. Question: Section L on Page 133 defines four (4) “TABs” A, B, C and D. However, later in Section L. 3. “Basis of Evaluation and Submittal Requirements for Each Factor” on Page 135 defines only three (3) TABs (A, B, and C) and there is no TAB D defined. For the purposes of organizing Volume 1, which section is correct and identifies the correct content and associated materials and TABs required for Volume 1?

This is an Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award acquisition with Firm Fixed-Price Exhibit Line Item Numbers (ELINs) and Non Pre-Established Fixed Price Work for cultural resource services and ancillary supplies in accordance with (IAW) the Performance Work Statement, (Section C, Annexes 1 & 2 and Annex 18). Work will be performed at various locations in Arizona, California, Colorado, Nevado, New Mexico, Utah, and other various locations in the United States. The majority of the work is expected to be performed in California. On occasion, work may also be performed in other locations under Annex 18, Spec Item 3, Non Pre-Established Fixed Price Work.
Each awardee will be provided a fair opportunity to be considered for each order IAW FAR 16.505(b)(1). The period of performance is for a base year from the date of award of the contract with two (2) two-year option periods, and one (1) three-year option period. 1.1 Outline of
Services
Except where otherwise stated, the Contractor shall furnish all labor, management, supervision, tools, materials, travel, lodging/subsistence, equipment, and transportation to provide cultural resources related studies, investigation, preparation of historic and archaeological documents, and implementation of plans in accordance with Sections 106 and 110 of the National Historic Preservation Act of 1966, as amended.
This is an IDIQ contract for work with no pre-established fixed contract prices (Annex 18, Spec Item 3.0) and pre-established fixed contract prices (Annex 18, Spec Item 4.0). Work under this contract will be ordered by issuance of written Task Order (TO) by the Contracting Officer (KO). Task Orders may be based on the following procedures: (1) to the firm providing the lowest price based on Exhibit Line Items Numbers (ELINs) (Annex 18, Spec Item 4); or (2) through price or best value competition for work requirements not covered by the fixed priced ELINs (Annex 18, Spec Item 3).
The Performance Work Statement (PWS) is organized into annexes. Annex 1 is "General Information". Annex 2 contains the on-site project management and administration requirements. Annexes 3 through 18 contain the technical requirements. The “Note to Spec Writer” (as seen below) refers to insertions at the Task Order level, not to/in the basic contract.

1.2 Project
Location
The work shall be performed primarily at various locations throughout the States of Arizona, California, Colorado, Nevada, New Mexico, and Utah. The majority of the work is expected to be performed in California. However, on occasion work may also be performed in other locations within the continental 48 states and will be competed under Annex 18, Spec Item 3, Non Pre- Established Fixed Price Work of the resulting contracts.

1.4 Verification
of Workload and Conditions
Throughout the PWS, the workload data is generally referred to as being located in Section J.
Section J in each Task Order provides attachments, such as maps, figures, and tables to represent the type, quantity, and location of services to be provided. However, Offerors are encouraged to visit the project site during the site visit for Offerors as part of the Offeror’s due diligence to assess the nature of work and conditions under which work is to be performed.
1.5 Related
Information
There are four (4) types of “Related Information” that can be found in the “Description and Related Information” columns of the specification as follows:
Informational Notes as used throughout this PWS provides additional information to Offerors to be used in developing a thorough understanding of the work to be performed in this contract.
Any block of text marked “Informational Notes” throughout Annexes 1 through 18 is subject to this disclaimer. Offerors may not rely upon the "Informational Notes" as material representations of the Government. Information provided in "Informational Notes" does not create a contractual requirement on either party to this contract.
Clarifying Information describes client expectations in a more detailed manner than the Performance Objective and Performance standard alone.
Constraining Information describes limitations to the work performed to meet the Performance Objective and Performance Standard.
Requirement Information further describes client requirements associated with each Performance Objective.
1.6 Navy
Approach to Service Contracting
The Department of Navy (DoN) spends billions of dollars each year to provide base operations support services (BOSS). The Head of the Contracting Activity (HCA) of the Naval Facilities Engineering Systems Command (NAVFAC) has focused increased attention on re-engineering service contracts in response to customer and industry feedback, budget constraints, and the impact of a variety of contracting, program management, and financial management regulations. The Navy also supports the following principles:
1.6.1 Partnering
Philosophy
The first principle is that the Navy views its contractors as partners and not just abstract service providers. The Navy wants its contractors to succeed because a partner’s success drives the Navy's successful mission completion. Within the bounds of acquisition policy, the Navy intends to work to find solutions that will be beneficial to both the Government and its partners.
1.6.2 Contractor's
Knowledge
The second principle is that the Navy will receive insightful management from its contractors.
This management will include the knowledge, skills, authority, and willingness to use contractor resources to find better ways of serving Navy clients’ strategic and operational goals and objectives. The Navy's use of performance-based objectives illustrates this principle.
Although performance work statements will typically contain several levels of performance assessment, the Navy wants its contractors to exercise maximum discretion within bounds of prudent risk management to adjust processes and resources needed to reach specified objectives at the highest performance level.
1.6.3 Industry
Best Practices
The third principle is that the Navy will adopt industry-best commercial practices and maintain state-of-the-art service delivery. It is the Navy's and contractor's responsibility as partners to

1.7 Standard
Template
Key to implementing a programmatic approach is using a standard template that ensures Navy-wide consistency yet affords appropriate tailoring to meet local needs. This contract conforms to the standard template and has been tailored for this solicitation. NAVFAC intends to use this template-based approach for future service contracts. Offerors should develop an understanding of the template as part of performing due diligence in reaching an understanding of the Navy’s requirements and expectations.
The standard template contains 18 standard Annexes. Annex 1 will contain information that is relevant to the entire scope of the contract. Annex 2 contains on-site project management and administration requirements that are relevant to the entire scope of the contract. Annexes 3 through 18 contain the technical information and requirements peculiar to that technical annex.
For this solicitation, Annexes 1, 2, and 18 are applicable. Within each technical annex, the organization of information and requirements are also standardized. Specification Item 1 will contain General Information. Specification item 2 will contain management and administrative requirements. Annex 18, Specification item 3 contains Indefinite Delivery-Indefinite Quantity (IDIQ) work requirements with No Pre-Priced Fixed Contract Prices. Annex 18, Specification Item 4 contain the IDIQ work requirements with Pre-Established Fixed Contract Prices (see Exhibits A through E in Section J). All costs associated with Annexes 1 and 2 must be priced and distributed within Annex 18, Specification Item 4.
1.8 Navy PBSC
Approach
The Navy’s approach to performance-based service contracting (PBSC) includes four (4) component parts which are 1) performance outcomes, 2) measurable standards, 3) consideration of incentives, and 4) performance assessment plan.
1.9 General
Contract Requiremen ts
In accordance with the 48 Federal Register 44738-39 (September 29, 1983) requirements and Archaeological Resources Protection Act (ARPA) guidelines, the Contractor must have employees with knowledge and experience in military architecture, prehistoric and historic archaeology, and architectural history for Arizona, California, Colorado, Nevada, New Mexico, and Utah. The Contractor shall have employees that possess the minimum educational and experience required for such work included as Annex 2, Specification Item 2.6.3.1.
The Contractor shall have experience in cultural resources (prehistoric and historical archaeology and built environment historic resources) investigations for complying with Sections 110 and 106 of the National Historic Preservation Act of 1966 (NHPA), as amended and the preparation of cultural resources management documents. Documents to be prepared include, but are not limited to, Archeological Surveys, Historic Resources Survey and Evaluation/Eligibility Investigations, Archeological Evaluation/Eligibility Investigations, Mitigation: Archeological Data Recovery, Mitigation: Sparse Lithic Scatter Program, Integrated Cultural Resources Management Plans (ICRMP), Archeological Monitoring services, Cultural Landscape Studies, Historic Structure Reports (HSR), Design Guidelines/Historic Building Maintenance Plans, Historic or Archaeological Research Designs, Context Studies (Historic or Prehistoric), HABS/HAER/HALS Documentation, Regional Research Designs and Studies, Historic Context Studies, and Historic Building Maintenance Plans, specifically in Arizona, California, Colorado, Nevada, New Mexico, and Utah. The Contractor and subcontractor(s) shall have employees with at least 5 years’ experience and expertise in the areas of prehistoric and historical archaeology, history, military history, and architectural history in Arizona, California, Colorado, Nevada, New Mexico, and Utah. The Contractor shall have the ability to conduct specialized studies in support of compliance cultural resources investigations either conducted by the Contractor’s key personnel or by subcontractors with demonstrated experience and expertise in the fields of lithic technology, Spec Item
Title Description ceramic analysis, ceramic sourcing (INAA analysis), lipid residue analysis, faunal analysis, physical anthropology, pollen and phytolith analysis, macrobotanical studies, protein residue analysis, obsidian hydration and sourcing, radiocarbon (14C) analysis, geomorphology, geophysical archaeology, historical archaeology, history, historic architecture, architectural history, and landscape history. The Contractor is required to use only personnel that have experience and expertise required to complete the Task Order. The Government will approve the Contractor’s personnel proposed for each Task Order before the Contractor is authorized to begin work on the Task Order. Any changes or substitutions in personnel will require Government approval before work can proceed. The Contractor shall provide information on experience and expertise in accordance with Annex 2, Specification Items 2.3.4.1.2 and 2.6.3.1.
1.10 Technical
Proposal Certification
The contractor warrants that its proposal incorporated herein by reference including, but not limited to, proposed approaches, staffing, methodology, or work plans, will meet the performance objectives set forth in this contract during execution thereof. The Contractor is not excused from meeting such performance objectives in the event such proposal proves inadequate as conceived or executed to meet such performance objectives. The Contractor understands that it bears all of the cost and performance risk associated with adopting acceptable additional (and/or alternative) means or methods of meeting the performance objective.
1.11 Applicable
Laws, Regulations, and Reference Documents
The following are all applicable publications, manuals, directives, and instructions referenced by this contract. The Contractor is required to perform all work in accordance with these publications. The Contractor shall abide by the newest version, supplement, or edition as it is issued. 2.1 Definitions
and Acronyms
As used throughout this contract, the following terms shall have the meanings set forth below.
Additional definitions are in the "definitions" clause below.
A. Where "as shown", "as indicated", "as detailed", or words of similar import are used, reference is made to this specification and the drawings accompanying this specification unless stated otherwise.
B. Where "as directed", "as required", "as permitted", "approval", "acceptance", or words of similar import are used, reference is made to the direction, requirement, permission, approval, or acceptance of the Administrative Contracting Officer (ACO) is intended unless stated otherwise.
2.1.1 Administra

(ACO)
The individual designated, or his/her designated representative, by the Contracting Officer (KO) to administer the contract.
2.1.2 Advisory
Council on Historic Preservatio n (ACHP)
The agency established pursuant to Title II of the National Historic Preservation Act of 1966, as amended, (NHPA), that is to be afforded a reasonable opportunity under Section 106 and 110(f) of NHPA to comment with regard to proposed federal, federally licensed, or federally assisted undertakings that may affect properties which are included in or eligible for inclusion in the National Register of Historic Places (NRHP) and that reviews Federal programs pursuant to Section 202(a)(6) of NHPA.
2.1.3 Auger
Probe
A Contoured subsurface testing technique used to determine the presence or absence of archaeological material within the horizontal and vertical plane as well as help characterize the content of the cultural material and the soil itself.
2.1.4 Backhoe
Trench
A linear trench approximately 0.66 meters (m) wide by a maximum of 30 m in length and a maximum depth of 3 m.
2.1.5 Carbon-14
(radiocarbo n or C14) Dating
A method for determining the age of organic material by measuring the extent to which the radioactive isotope carbon-14 has decayed into stable nitrogen-14, comparing the observed carbon 14 fraction with the known half-life of 5568 +/- 30 years.
2.1.6 Contractor That entity or its representative responsible for the delivery of the services or materials specified in this contract, as designated by contract award. The term “Contractor” as used herein refers to both the prime Contractor and any subcontractors. The prime Contractor is responsible for fulfillment of the contract and shall insure that subcontractors comply with the provisions, terms and conditions of this contract.
2.1.7 Contract
Discrepanc y Report
(CDR)
A report, sent by the Government to the Contractor, which the Contractor is required to complete when performance is unsatisfactory. The CDR requires the Contractor to explain to the KO, in writing and within 10 calendar days, why performance is unsatisfactory, how performance shall be returned to satisfactory levels, and how recurrence of the problem shall be prevented in the future.
2.1.8 Contractor
Representa tive
A person(s) designated by the Contractor to be his/her authorized representative. One (1) such person shall serve as the Government's principal point of contact.
2.1.9 Contractin
g Officer
(KO)
That individual with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority as delegated by the KO.
2.1.1
Facilities Industrial property for production, maintenance, research, development, or testing, including real property and rights, therein, buildings, structures, improvements, and built-in equipment.
Frequency of Service
Unless otherwise noted, services designated with the following frequencies shall be performed at intervals specified:
A. Annual (A). Services performed once during each 12 month period of the contract at intervals of 335 to 395 days.
B. Semi-Annual (SA). Services performed twice during each 12 month period of the contract at intervals of 160 to 200 calendar days.
C. Biennial (BA). Services performed once every 2 years on a date or during the month specified.
D. Quarterly (Q). Services performed 4 times during each 12 month period of the contract at intervals of 80 to 100 calendar days.
E. Monthly (M). Services performed 12 times during each 12 month period of the contract at intervals of 28 to 31 calendar days.
F. Bimonthly (BM). Services performed 6 times during each 12 month period of the contract at intervals of 58 to 63 days.
G. Weekly (W). Services performed 52 times during each 12 month period of the contract at intervals of 6 to 8 days.
H. Biweekly (BW). Services performed 26 times during each 12 month period of the contract at intervals of 13 to 15 days.
I. Daily (D). Services performed 261 times during each 12 month period of the contract, once each day, Monday through Friday, including holidays unless otherwise noted.
Geographic Informatio n System
(GIS)
GIS data shall be stored in the Navy Data Model GIS Database, and shall follow the “Navy IGI&S Standards & Specifications for Vector GIS Deliverables,” unless otherwise specified in the individual Task Order. See Spec Item 2.5.5 for additional information.
Hand/powe r Auger Testing
An auger hole is approximately 10 centimeters (cm) to 20 cm in diameter and to a maximum depth of 20 feet (ft) controlled subsurface testing technique used to determine the presence or absence of archaeological material and to help characterize the content of the cultural material and the soil.
Historic Property
Any prehistoric or historic district, site, building, structure, or object included in or eligible for inclusion in the National Register of Historic Places; such terms include but are not limited to boundary markers, monuments, mileposts, fountains, sculptures and statuary.
Interested Party
Those organizations and individuals that are concerned with the effects of an undertaking on historic properties.

National Historic Preservatio n Act of 1966, as amended
(NHPA)
Enacted to Establish a Program for the Preservation of Additional Historic Properties throughout the Nation, and for Other Purposes, Approved October 15, 1966 (Public Law 89- 665; 80 STAT.915; 16 U.S.C. 470, et seq.) as amended by Public Law 91-243, Public Law 93-54, Public Law 94-422, Public Law 94-458, Public Law 96-199, Public Law 96-244, Public Law 96-515, Public Law 98-483, Public Law 99-514, Public Law 100-127, and Public Law 102-575).
Obsidian Hydration Dating
A method for determining the age of obsidian artifacts or debitage by measuring the thickness of a specimen’s hydration rim (layer of water penetration) and comparing the rim depth with the established hydration rate for the particular climatic-geographic area (effective hydration temperature) and type of obsidian.
Property Type
A grouping of properties defined by common physical and associative attributes (See National Register Bulletin 15).
2.1.2
Quality Assurance
(QA)
Program
A program implemented by the Government to evaluate the output quality and responsiveness of the Contractor to ensure that the Government receives the services for which public funds are expended. It is emphasized that the Government's quality assurance program is not a substitute for the quality control program implemented and administered by the Contractor.
Contractin g Officer Representa tive (COR)/Nav y Technical Representa tive (NTR)
An individual designated in writing by the KO to perform specific technical or administrative functions. The COR/NTR is responsible for monitoring performance and the technical management of the effort required hereunder, and should be contacted regarding questions or problems of a technical nature. The COR/NTR is not authorized to make any commitments or changes that will affect price, quality, quantity, delivery, or any other term or condition of the contract. The COR is assigned at the basic contract level and the NTR is assigned at the Task Order level.
Quality Control
(QC)
A method used by the Contractor to control the quality of goods produced and services provided.
Quality Assurance
(QA)
A method used by the Government to provide some measure of control over the quality of purchased goods and services received.
Records and Literature Search
Identifies previous cultural resources documentation, studies, reports, and the location of historic records and collections including the review of site forms and National Register forms that will be used as a basis for developing the research design in the new report.
Research Design
Explicit statements of the theoretical and methodological approaches to be followed in an archaeological study. An historic built environment research design will have different requirements (see Annex 18, Specification Item 18.4.8.1). The following are minimum amounts acceptable:
A. Discuss the theoretical basis of the proposed research. Cite or discuss the research paradigms under which the investigators are operating. For an historical archaeological site, a detailed historic context identifying the themes, significance thresholds, and integrity requirements that characterize NRHP-eligibility shall be included.
B. Summarize previous research. A summary of important research questions pertinent to the study area or identified resources should be presented, with particular emphasis on the identification or relevant data gaps.
C. Present testable hypothesis or state the goals of the research. Any useful theoretical approach should be capable of generating testable hypotheses. A research design should present important research questions recognized for the region and relevant to the study, based on previous research.
D. Identify the test implication of the hypotheses. Describe expected archaeological resources types, patterns, and data categories anticipated, as they relate to test implications.
Shovel Test Pit
(STP)
STPs typically measure to between 30 cm to 50 cm in diameter and are excavated to a minimum depth of 30 cm or to a sub-stratum that cannot be penetrated. STPs may be excavated in bulk or in designated levels.
Site A discrete and potentially interpretable locus of cultural materials, where “discrete” means spatially bounded by at least relative changes in material densities. “Interpretable” refers to the presence of material densities of a quality and quantity sufficient to attempt and sustain inferences about behavior, and “materials” refers to artifacts, ecofacts, and features.
State Historic Preservatio n Officer
(SHPO)
Administers the State program of Federal assistance for historic preservation within the State.
The SHPO shall advise, assist, and consult with the appropriate Federal agency(s) in accordance with NHPA on Federal undertakings that may affect historic properties.
Station Contact
(SC)
A representative from a specified Department of Defense installation designated as the point of contact for access and site issues for the Contractor while working on a given Task Order.
2.1.3
Task Order
(TO)
A Task Order is a document (DD Form 1155) prepared by a KO that is issued unilaterally for IDIQ work to be performed in accordance with Annex 18, Spec Item 4.0 (Exhibit A – E, ELINS) or bilaterally for non-pre-established price work in accordance with Annex 18, Spec Item 3. Any changes to a Task Orders shall only be made by the KO.
Test or Excavation Unit
Unless otherwise specified in the Task Order, a Test Unit is measured as a one-meter (1m) square excavated in 10 cm levels until sterile soil is reached and then excavated to a depth of 10 cm beyond. The Alternative Test Unit Specification for Deflated/Eroded Prehistoric Archaeological Sites/Loci is measured as a two-meter (2m) square excavated through light brushing or scrapping to intuitive depths in order to define shallow archaeological features.
Traditional Cultural Property
(TCP)
A property that is eligible for inclusion in the National Register because of its association with cultural practices or beliefs of a living community that 1) are rooted in that community’s history, and 2) are important in maintaining the continuing cultural identity of the community.
Undertakin g
Any project, activity, or program that can result in changes in the character or use of historic properties, if any such historic properties are located within the area of potential effects. The project, activity, or program must be under the direct or indirect jurisdiction of a Federal agency or licensed or assisted by a Federal agency. Undertakings include new and continuing projects, activities, or programs and any of their elements not previously considered under Section 106 of the NHPA.

2.2 General

2.2.1 Governme
nt Regular Working Hours
The Government's regular (normal) working hours are from 0730 to 1630 Monday through Friday except federal holidays and other days specifically designated by the KO.
2.2.1 .1
Observed Federal Holidays
The Government observes the following holidays: New Year’s Day, Martin Luther King Day, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving Day, and Christmas Day.
2.2.1 .2
Restriction to Contractor Working Hours
All work is to be performed during the Governments regular (normal) working hours unless prior permission is obtained. No overtime is authorized unless directed by the Contracting Officer. Overtime must be approved in advance and authorized in the Task Order or modification by the KO.
2.2.2 Wage
Determinat ions
Wage Determinations are issued by the Department of Labor as required by the Service Contract Act. Refer to NAVFAC CLAUSE H1, for the applicable Service Contract Labor Standards Wage Determinations and Section I for FAR Clause 52.222-41 Service Contract Act of 1965.
2.2.3 Governme
nt Furnished Property, Materials, and Services
The Government will furnish or make available to the Contractor certain Government owned materials for use in connection with this contract. Any Government furnished property, materials, and services will be identified in the individual Task Orders issued under the resulting contracts.
2.2.3
Governme nt- Furnished Facilities
(GFF)
The Government will not furnish or make available to the Contractor any facilities.

Governme nt- Furnished Equipment
(GFE)
The Government will not furnish or make available to the Contractor any tools and equipment.

Availabilit y of Utilities
The Government will not furnish utility services.
2.2.4 Contractor-
Furnished Items
Except for items identified as Government Furnished, the Contractor shall provide all equipment, materials, parts, supplies, components, facilities, incidental engineering, transportation, lodging/subsistence, and services to perform the requirements of this contract.
The KO may inspect Contractor-furnished items for adequacy and compliance with contract requirements. Inadequate or unsafe items shall be removed and replaced by the Contractor at no cost to the Government. Materials containing asbestos, lead, and PCB’s shall not be brought on site. The KO may at any time require samples, Material Safety Data Sheets (MSDS), and manufacturer’s data cut sheets of materials used in this contract.
2.2.4
Curation Supplies and Materials
If required as part of the Task Order Spec Item, the Contractor shall provide all new professional quality curation supplies and materials as required by 36 CFR Part 79 and the curation facility or repository procedures.
2.3 General
Administra tive Requireme nts
The Contractor shall manage the total work effort and assure fully adequate and timely completion of these services. Included in this function will be a full range of management duties including, but not limited to, planning, scheduling, inventory, analysis, quality control, and for meeting professional industry standards for cultural resources.
2.3.1 Directives Applicable Department of Defense (DoD), Secretary of the Navy (SECNAV), Chief of Naval Operations (OPNAV), and other directives, instructions, and regulations are specified in Annex 1.
2.3.2 Work
Control
The Contractor shall implement all necessary work control procedures to ensure timely accomplishment of work requirements, as well as to permit tracking of work in progress. The Contractor shall plan and schedule work to assure material, labor, and equipment are available to complete work with the quality standards established herein.
2.3.3 Work
Schedule
The Contractor shall schedule and arrange work so as to cause the least inconvenience and interference with the normal occurrence of Government business and mission. All work shall be performed and completed in accordance with the time frames established for each item of work upon issuance of the Task Order. The Contractor’s initial work schedule shall indicate the days of the week for services will be performed. The schedule shall list the type of work to be performed, the areas to be worked, and the estimated time to complete the work in each area.
Task duration shall be listed in calendar days. When the scheduled services fall on a holiday, alternate dates shall be specified. The initial work schedule shall be submitted to the KO for approval no later than at the Task Order Kickoff Meeting. Once approved, all work shall be performed in strict compliance with the work schedule to facilitate the Government’s inspection of the work. Changes to the work schedule shall be submitted for KO approval at least three (3) working days prior to performance. Except as may otherwise be specified, all work shall be performed during the Government’s regular working hours, as specified in Annex 2, Spec Item
2.2.1. If the Contractor desires to carry on work after regular working hours, or on Saturdays, Sundays, or holidays, then the Contractor shall obtain prior written approval in advance for all overtime and irregular work schedules from the KO.
2.3.4 Required
Conference s and Meetings
The Contractor shall attend the following meetings and shall provide one (1) digital copy of meeting minutes to the KO and NTR within 5 days after the meeting.
2.3.4
Kickoff Meeting
Prior to commencing work for each Task Order, the Contractor shall attend a Kickoff Meeting.
The date and time will be mutually agreed upon by the Contractor and the KO/NTR. The purpose of this meeting is to clarify the project specific requirements and schedule, make an introduction of personnel, arrange access to the facilities, arrange for the transfer of information and maps to be provided by the Navy, and visit the project site area for purposes of preparing the work plan and any associated safety documentation. The meeting shall be either held at the activity/installation, at NAVFAC Southwest (NAVFAC SW), or by teleconference (if necessary) or as otherwise specified in the Task Order.

Site Visit Prior to commencing fieldwork, the Contractor shall visit the site as specified in the Task Order.
If not conducted at the time of the Kickoff Meeting, the date and time will be mutually agreed upon by the Contractor and the KO/NTR.
.1.2
Personnel and Qualificati ons
The Contractor shall provide experienced, qualified, and capable personnel to perform the work in this contract. Specific qualifications are required in performing work under particular Spec Items. Personnel shall also be fully knowledgeable of all safety and environmental requirements associated with the work they perform. Personnel shall speak, read, and comprehend English to the extent that they can read, write and understand printed regulations, detailed written orders, operating procedures, training instructions, and materials.
Upon award of the contract and each Task Order, and prior to scheduling the Kickoff Meeting, the Contractor shall provide a list of the names and qualifications of persons proposed to work on the project.
Advanced Draft and/or Draft Submittal Teleconfere nces (if needed)
Upon completion of the Government’s review of the Advanced Draft and/or Draft submittals, the Government may require the Contractor to participate in a teleconference held at a date and time selected by mutual consent between the Contractor and the NTR. This meeting will be held not more than ten (10) calendar days after the Contractor’s receipt of Government comments, unless agreed to by the KO. The purpose of this conference(s) will be to discuss/explain the Government’s in-house review of both the submittal and the Contractor’s method for rectifying significant issues. Submittal dates will not be altered to account for this period unless requested by the Contractor and agreed to by the KO.
2.3.5 Insurance Within 15 days after the award of this contract, the Contractor shall furnish the KO with a Certificate of Insurance as evidence of the existence of the following insurance coverage in amounts not less than the amounts specified below in accordance with FAR 52.228 INSURANCE - WORK ON A GOVERNMENT INSTALLATION clause, Section I.
A. The Contractor shall procure and maintain, during the entire period of performance under this contract, the following minimum insurance coverage.
1. Comprehensive General Liability: $500,000 per occurrence.
2. Automobile Liability: $200,000 per person; $500,000 per occurrence; $20,000 per occurrence for property damage.
3. Workmen's Compensation: As required by Federal and State worker's compensation and occupational disease statutes.
4. Employer's Liability coverage: $100,000, except in states where worker's compensation may not be written by private carriers.
5. Other as required by State Law.
B. The Certificate of Insurance shall provide for 30 days written notice to the KO by the insurance company prior to cancellation or material change in policy coverage. Other requirements and information are contained in the aforementioned INSURANCE clause.
2.3.6 Contractor
Quality Control
(QC)
The Contractor shall establish and maintain a complete “Contractor Quality Control Program” and the provisions of this clause.
A. The Contractor shall establish and maintain a Quality Control Program in accordance with the FAR 52.246-4, "INSPECTION OF SERVICES - FIXED PRICE" clause, Section E, to ensure that the work performed under the contract conforms to the contract requirements. Upon award of this contract, the Contractor shall submit a Quality Control Plan (QCP) to the KO for approval. A general description of the Contractor's QC program shall be available for Government review during the pre-award survey.
B. The Contractor's QCP shall provide top Contractor management with an effective and efficient means of identifying and correcting problems throughout the entire scope of operations.
C. The QCP shall include:
1. A description of the Contractor's quality control system.
