RFIs (Requests For Information) Questions and Answers
Dated: November 17, 2020
RFI #7 For a project to qualify as a "recently completed" project, please confirm that the five-year period is calculated by counting back five years from the SF330 due date.
Answer: See response to RFI #5. The seven-year period begins as of the date of Synopsis posting date.
RFI #8 For a project to qualify as a "complete project," please clarify if the five-year recent period is counted from the end of the design phase or the construction phase.
Answer: COMPLETE PROJECT: 100% plans and specifications signed by a professional
Architect or Engineer and ready to advertise for construction with final cost estimate, or 100% complete RFP/deliverable documents. Do not include any construction-phase support services such as Post Construction Award Support
(PCAS). See response to RFI #5 for additional information.
RFI #9 In regards to Criterion 1 and 2 (SF330 Part 1 Section E and F), does the term “Recent” completed within the past five years include construction phase support services such as
PCAS? For example, if 100% design was completed over 5 years ago, and construction phase services were completed less than 5 years ago, does this project qualify?
Answer: A project must be complete (see definition) within the seven-year period from the time of the Synopsis posting date.
RFI #10 Can the just the primary member firm be registered or do both members need to be registered with sam.gov?
Answer: All submitting contractors must be registered in sam.gov.
RFI #11 Does the JV need to be registered with sam.gov?
Answer: See response to RFI #10.
RFI #12 If a Government Task Order has multiple phases expanding multiple years and has tasks with various completion dates, can an applicable portion (phase and/or task) of the project be identified as completed and recent if a portion of the scope of work is considered completed within the period of evaluation?
Answer: The applicable portion of the project can be identified as completed and recent if a portion of the scope of work consists of 100% plans and specifications signed by a professional Architect or Engineer and ready to advertise for construction with a final cost estimate: or 100% complete RFP/deliverable documents within the period of evaluation.
RFI #13 This extension or the “recent” period to 7 years will be of great help and is appreciated. However, is there any possibility that it can be extended to 8 years?
Answer: No. See response to RFI #5.
RFI #14 In the RFI dated November 9, 2020, it states there is an interested vendors list available on the Synopsis page in beta.sam.gov, however, in reviewing the site and synopsis page, there doesn’t appear to be one listed there. Please advise.
Answer: From the beta.sam.gov Frequently Asked Questions Learning Center webpage:
“You will only see the IVL if you are logged in and your account is associated with an entity.”
RFI #15 Is it possible to submit at least 1 project that is not 100% complete? This would help us to provide a quality project with fees greater than $1,500,000?
Answer: Projects must be 100% complete within the seven-year period. The seven-year period begins as of the date of Synopsis posting date.
RFI #16 With respect to the Design-Bid-Build for new projects, can we submit a project where our firm was the Lead Design Firm for a Design-Build general contractor?
Answer: This description does not meet the definition of a DESIGN-BID-BUILD project.
The definition of DESIGN-BID-BUILD in the Synopsis refers to the traditional project delivery method where design and construction are sequential and contracted for two separate contracts and two contractors. One is for an A-E design contract and the other is for a construction contract.
RFI #17 Can you please confirm that the $99M Maximum Contract Value consists of gross prime
+ consultant professional fees?
Answer: Yes, confirmed.
RFI #18 Regarding the submittal page count, are cover pages and dividers counted towards the 30 page limit?
Answer: No.
