RFIs (Requests For Information) Questions and Answers

Dated: December 9, 2020

RFI #35 JV: Will JV documents be required at time of submission...or time of award. If so, placed behind the PPQs?

Answer: Joint Venture (JV) documents are required at time of submission, as part of

(Original) Criterion 1 after the Org. Chart and before the resumes.

Answer: Per Synopsis, under SELECTION INTERVIEW REQUIREMENTS: “joint

(Revised) ventures (JV) slated for interviews will be required to provide a copy of their JV

Agreement prior to the interview.”

RFI #40 If we are proposing a teaming agreement between two architects, is it to be included in the submission? Also is it counted in the 30 page limit? Your rapid response to our RFIs is greatly appreciated and helps us prepare our submissions most efficiently.

Answer: See response to RFI #35. The teaming agreement documents will not be counted in the 30-page limit.

RFI #41 Is the SF330 Part II only required for the prime entity, or for all firms listed in Section C?

Answer: Part II submission is required for all firms listed in Part I of the SF330.

RFI #42 Our interpretation of your response to RFI #33 (“Structural, Mechanical, Electrical and

Plumbing resumes are not required as long as the requirements for Key Personnel are met. ”) is that beyond meeting the stated requirements (“Program Manager, Design

Quality Control Manager (DQCM), and Sustainable Design Manager (see definitions).

The prime A-E firm shall submit a minimum of three (3) professional registered architects on staff”) it is at our discretion whether or not to include resumes for engineering disciplines as key personnel. Can you please confirm?

Answer: Confirmed.

RFI #43 Regarding response to RFI 33 - RESUMES: While the response is clear that resumes for personnel performing support AE services (as defined in Synopsis) are not required, the last sentence of the response ('Structural, Mechanical, Electrical and Plumbing resumes are not required as long as the requirements for Key Personnel are met') needs clarification. Since Primary and Secondary AE services typically require licensed professionals in Civil, Structural, Mechanical, Electrical, Plumbing, and other disciplines to prepare their respective areas of design and produce discipline-specific signed drawings / construction documents, should their resumes be provided as part of Key

Personnel? When included, these resumes would allow NAVFAC to evaluate the composition, experience, and capability of the proposer's team to perform Primary AE and Secondary AE services. Please confirm that such resumes will be considered if submitted.

Answer: See response to RFI #42. It is at the Offeror’s discretion whether or not to include resumes for engineering disciplines as key personnel. Such resumes will be considered if submitted. Please ensure the requirements for Key Personnel are met and the 30-page limit is adhered to.

RFI #44 The synopsis defines Key personnel as “The personnel of the offeror’s team who are the registered/licensed/ accredited professionals in their respective disciplines, directly responsible for the design and management of the relevant contract work. These are the individuals for which resumes are being submitted.”

Submission requirements for Section E direct offerors to, “Provide brief resumes of proposed key personnel who will specifically perform the relevant primary and secondary

A-E services for relevant project types listed for this contract.” The synopsis also states, “Key personnel resumes shall include, but not be limited to, individuals who will perform the functions of Program Manager, Design Quality Control Manager (DQCM), and

Sustainable Design Manager (see definitions).

RFI 33’s response indicates that Structural, Mechanical, Electrical and Plumbing resumes are not required as long as the requirements for Key Personnel are met. It appears that the definition of key personnel would require the resumes of engineers since engineering disciplines are needed in fulfilling the primary and secondary AE services of the solicited design work. Please confirm that engineering discipline (Structural, Mechanical, Electrical and Plumbing) resumes are required over and above the specific key personnel positions (Program Manager, Design Quality Control Manager and Sustainable Design

Manager) identified in the synopsis and the resumes of such engineering disciplines will be evaluated.

Answer: See responses to RFI #42 and #43.

RFI #45 Is it acceptable to include a cover letter and table of contents, and if so, will these items count against the maximum page count?

Answer: It is acceptable to include a cover letter and table of contents. The cover letter will count against the 30-page limit. The table of contents will not count against the 30-page limit.

RFI #46 Can previously completed PPQ forms be utilized, as long as they are the same exact

NAVFAC form provided in the solicitation documents?

Answer: Yes.

RFI #47 RFI requesting that a civil engineer perform Architecture, Structural, Grading, Utilities, Street, should be considered as Prime over an Architect, which has to hire consultants.

Answer: Follow the requirements as stated in the Synopsis.

RFI #48 Should preference be given to A&E team that performs without flying to reduce Covid risk in California, Arizona, Colorado, Utah and New Mexico with branch offices 1-3 hours from Naval Bases.

Answer: No.

RFI #49 Regarding the small business set-aside provision described in the synopsis: “The offeror/contractor must demonstrate adequate in-house staffing, capable of self-performing (see definition) at least 50 percent of the cost of the contract as required by

FAR Clause 52.219-14(c)(1) Limitations on Subcontracting (Mar 2020).” Please verify that DoD FAR Class Deviation 2020-O0008 Revision 1 dated 3 April 2020 or Revision

2 dated 6 November 2020 apply, and that the alternate language of FAR 52.219-14

(Deviation 2020-O0008) will be included in the resulting contract.

Answer: Confirmed. It is the Government’s intent to incorporate the most current version of

Class Deviation 2020-O0008 into the contract at the time of award.
