About this file

This document contains questions and answers regarding a request for information (RFI) for architectural design services under the Naval Facilities Engineering Command (NAVFAC) indefinite-delivery/indefinite-quantity (IDIQ) multiple award contract N62473-21-R-1401. The IDIQ is set aside 100% for small businesses and provides architectural design services at various installations located within the NAVFAC Southwest area of responsibility, but may be available worldwide. Services include preparation of fully designed plans and specifications under both design-bid-build and design-build project delivery methods, with at least one recent project required to demonstrate design-bid-build experience. Resumes are required for key personnel only, with support personnel resumes not being considered. Joint venture documents must be included with submissions. RFIs (Requests For Information) Questions and Answers

Dated: December 1, 2020

RFI #26 Do “Primary A-E services” “prepare fully-designed plans and specifications” include designs done under the Design-Build project delivery method?

Answer: No. Fully-designed plans and specifications are designs completed under the Design-

(Original) Bid-Build project delivery method and must be a separate contract from the construction contract.

Answer: Yes. “Primary A-E services” “prepare fully-designed plans and specifications” may

(Revised) include designs done under the Design-Build project delivery method. However, please note that this will not meet the “Additional Requirements” (page 4 of

Synopsis, 3rd bullet): “A minimum of one (1) Design-Bid-Build (Plans & Specs) project to demonstrate recent, relevant design experience with new buildings/facilities.” Design-Bid-Build refers to the traditional project delivery method where design and construction are sequential and contracted for two separate contracts and two contractors. One is for an A-E design contract and the other is for a construction contract.

RFI #32 AWARD: Is this IDIQ only one award or multiple?

Answer: See responses to RFI #3 and RFI #28.

RFI #33 RESUMES: For resume presentation, what constitutes support personnel? All other personnel than the Architects and Project Manager? For now, we interpret resume rqmts as these categories. Please advise if Structural, MP, and EE resumes are also needed.

Answer: Resumes of personnel performing only support services (as listed in the Synopsis) are not required and will not be considered. Support services include:

a. Coordination of various technical disciplines such as civil, structural, mechanical, electrical, fire protection, and geotechnical; and

b. Identification and abatement methods of existing asbestos-containing materials, lead-based paint, and other hazardous materials.

Structural, Mechanical, Electrical and Plumbing resumes are not required as long as the requirements for Key Personnel are met.

RFI #34 PART II: We presume Part II (SF 330) will not be counted towards the 30 page limit

Answer: Confirmed.

RFI #35 JV: Will JV documents be required at time of submission...or time of award. If so, placed behind the PPQs?

Answer: Joint Venture (JV) documents are required at time of submission, as part of

Criterion 1 after the Org. Chart and before the resumes.

RFI #36 Since the Org Chart does not factor into the page count, can we use 11x17 format?

Answer: 11x17 format is acceptable for the Org. Chart.

RFI #37 The initial solicitation has the following definition for the Recent criteria; RECENT or

FIVE-YEAR PERIOD: The prescribed timeframe for this solicitation that refers to the period of time for which projects may be submitted for consideration as relevant experience, relevant past performance, etc. The five-year period is calculated by counting back five years from the SF330 due date. The RFI response #5 from Nov 10 changed the criteria to: The “recent” period will be extended to within the past seven years prior to the date of this Synopsis posting. We respectfully request the Recent criteria follow the initial solicitation definition as id standard for most of the NAVFAC solicitations.

Answer: Confirmed. The seven-year period will be revised from seven years prior to

Synopsis posting date, to seven years prior to the SF330 due date, which is

December 15, 2020. The responses to RFI #5, RFI #6, RFI #7, RFI #8, RFI #9, RFI

#13, RFI #15, and RFI #22 shall incorporate this revision.

RFI #38 We submitted final construction documents for bidding that are signed and stamped with a cost estimate prior to the solicitation date. However, after we submitted the documents, the Government wanted us to make a few minor edits for clarification (mainly text) which did not affect scope, cost, or time. These revisions took place after the solicitation date. I believe this project complies with the definition of "complete" since the documents are "100% plans and specifications signed by a professional Architect or

Engineer and ready to advertise for construction with final cost estimate." Please confirm this project is considered complete.

Answer: See response to RFI #37.

RFI #39 Are design team projects completed under the Design-Build delivery method and included in the design team’s SF-330 section F response considered relevant projects for demonstrating AE primary service experience in the development of full plans and specs? Only an affirmative response will ensure adequate competition and bring forward the most highly qualified offerors who have both decades of southern CA and NAVFAC

AE experience.

Answer: Yes. However, please note this will not meet the “Additional Requirements” (page 4 of Synopsis, 3rd bullet): “A minimum of one (1) Design-Bid-Build (Plans & Specs) project to demonstrate recent, relevant design experience with new buildings/facilities.” Design-Bid-Build refers to the traditional project delivery method where design and construction are sequential and contracted for two separate contracts and two contractors. One is for an A-E design contract and the other is for a construction contract. Also, refer to revised response to RFI #26.
