Responses to Requests for Information (RFIs) Number 32 – 44:

Answer: All demolition sites are to be restored around the demolition site and this cost included in the overall pricing provided by the contractor.
RFI #33: Please confirm that an on-site CIH technician under the remote supervision of a CIH is allowed while doing Lead Abatement. Very seldom is a CIH on a project full time.
Answer: The CIH or CIH Technician is required on the site full time only while the lead abatement work is being performed. The Contractor is required to perform all work in accordance with all local, state, and federal requirements and statutes.
RFI #34: If we are bidding as the GC for this project and we will be self-performing asbestos abatement as well, are we allowed to hire our own CIH or CIH technician or how would this be handled?

Removal of 100% of the mastic on a wood surface is virtually impossible. Should we consider the removal of the wood in this price as well?
Answer: No. Hazardous material shall be abated and removed off base.

The Contractor shall be responsible to provide an ACM Abatement plan and/or LBP Abatement as required per the specific project scope.

Prepare and maintain BMP Inspection Reports. c) Vegetation and Mulch 1) As specified in an awarded contract task order provide temporary protection on sides and back slopes as soon as rough grading is completed or sufficient soil is exposed to require erosion protection. Protect slopes by accelerated growth of permanent vegetation, temporary vegetation, mulching, or netting. Stabilize slopes by hydroseeding, anchoring mulch in place, covering with anchored netting, sodding, or such combination of these and other methods necessary for effective erosion control. 2) Seeding: As specified in an awarded contract task order, provide new seeding where ground is disturbed. The seeding operation necessary to establish or reestablish a suitable stand of grass. 3.2.3 Sediment Control Practices: Implement sediment control practices to divert flows from exposed soils, temporarily store flows, or otherwise limit runoff and the discharge of pollutans from exposed areas of sediment control practices prior to soil disturbance and prior to creating areas with concentrated flow, during the demolition/razing process to minimize erosion and sediment laden runoff. Please confirm what ELIN will cover these requirements, should we considered in our base demolition ELINs as a given, or will this be additional depending on specific project requirements?
Answer: The Contractor shall price their proposal based on all requirements outlined in the solicitation, for the basic contract, including the base period and unexercised option periods. Can the government please confirm offerors only need to submit 1 electronic copy of the proposal via email?
Answer: By submitting the proposal electronically, the one submission will be acceptable. The Government does not require multiple electronic copies. Offerors shall ensure that all proposals are complete and true, and meet the solicitation requirements (proposal instructions).
RFI #41: On page 2 of 17 of the Combined Synopsis IDIQ Demolition document issued on 1.14.21, under bullet (8) it states, “FAR 52.212-1 Instructions to Offerors – Commercial Items (Deviation 2018-O0018) applies to this acquisition and any applicable addenda to this provision.” This FAR Clause states, in summary, that the SF 1449 should be completed and submitted along with the submission.
